{"id":161992,"date":"2022-01-15T19:55:19","date_gmt":"2022-01-15T14:25:19","guid":{"rendered":"https:\/\/blog.forumias.com\/?p=161992"},"modified":"2022-01-15T19:55:19","modified_gmt":"2022-01-15T14:25:19","slug":"if-siachen-is-back-on-indo-pak-agenda-it-is-good-news","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/if-siachen-is-back-on-indo-pak-agenda-it-is-good-news\/","title":{"rendered":"If Siachen is back on Indo-Pak agenda, it is good news"},"content":{"rendered":"\n<p><strong>News: <\/strong>Recently, the Indian Army Chief, General Naravane, in his press conference reportedly made a reference to the possibility of \u201cdemilitarisation of the glacial region\u201d in Siachen<strong>.<\/strong><\/p>\n<p>He said that Pakistan would have to first authenticate respective troop positions along the 110-km long actual ground position line (AGPL) in the <strong>Siachen-Saltoro Ridge region<\/strong> for any talks on demilitarisation to take place.<\/p>\n<p>The army chief\u2019s remarks are significant because it is a departure from the uncompromising position that has been current in the recent past.<\/p>\n<h5><strong>What is the historical background of the Siachen glacier issue?<\/strong><\/h5>\n<p><strong>Ceasefire Agreement: <\/strong>India and Pakistan signed a <strong>Ceasefire Agreement in 1949<\/strong> after their first armed conflict over Jammu and Kashmir soon after their independence in 1947.<\/p>\n<p><strong><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" class=\" wp-image-162010 alignleft\" src=\"https:\/\/i0.wp.com\/forumias.com\/blog\/wp-content\/uploads\/2022\/01\/Saltoro-ridge.png?resize=537%2C248&#038;ssl=1\" alt=\"\" width=\"537\" height=\"248\" srcset=\"https:\/\/i0.wp.com\/forumias.com\/blog\/wp-content\/uploads\/2022\/01\/Saltoro-ridge.png?w=665&amp;ssl=1 665w, https:\/\/i0.wp.com\/forumias.com\/blog\/wp-content\/uploads\/2022\/01\/Saltoro-ridge.png?resize=300%2C138&amp;ssl=1 300w\" sizes=\"auto, (max-width: 537px) 100vw, 537px\" \/>&#8211;<\/strong> The ceasefire line was drawn up to a point known as <strong>NJ 9842<\/strong> on the map. Beyond this, the agreement stated, the line would run \u201cnorth to the glaciers\u201d leaving an un-demarcated zone right up to the border with China.<\/p>\n<p>This formulation was repeated in the <strong>agreement on the Line of Control in 1972<\/strong>, which followed the <strong>Simla Agreement of 1971<\/strong> in the aftermath of the Bangladesh War.<\/p>\n<p><strong>&#8211;<\/strong> This was an act of omission on India\u2019s part. The <strong>line beyond NJ 9842 was not demarcated<\/strong> on maps in 1972.<\/p>\n<p><strong>Operation Meghdoot<\/strong>: In the later years of the 1970s, this issue came to the front, when official US maps began to show the LoC as extending right up to the Karakoram Pass on the India-China boundary.<\/p>\n<figure style=\"width: 402px\" class=\"wp-caption alignleft\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" class=\"n3VNCb\" src=\"https:\/\/i0.wp.com\/m.tribuneindia.com\/2011\/20110601\/ind4.jpg?resize=402%2C574&#038;ssl=1\" alt=\"The Tribune, Chandigarh, India - Main News\" width=\"402\" height=\"574\" data-noaft=\"1\" \/><figcaption class=\"wp-caption-text\">Source: Tribune<\/figcaption><\/figure>\n<p><strong>&#8211;<\/strong> It implied that the Siachen glacier fell under the actual jurisdiction of Pakistan. The Chinese followed suit.<\/p>\n<p><strong>&#8211;<\/strong> As a result, roughly 2,300 sq km of territory in this glacier zone came to be shown as under Pakistani control.<\/p>\n<p><strong>&#8211;<\/strong> In response to this encroachment, the Indian Army launched what came to be known as <strong>Operation Meghdoot,<\/strong> in 1984, to occupy the Siachen-Saltoro ridge.<\/p>\n<p>Pakistani attempts to dislodge the Indian troops from the heights did not succeed, though they did occupy and fortify the lower reaches on their side.<\/p>\n<p><strong>What were the steps taken to resolve the issues wrt AGL delineation?<\/strong><\/p>\n<p><strong>Rajiv Gandhi &#8211; Benazir Bhutto Meeting<\/strong>: In December 1988, it was agreed that the two sides would hold talks to resolve the Siachen issue through mutual troop withdrawal.<\/p>\n<p>However, there was no final outcome because Pakistan did not agree to map the actual ground positions of the two-armed forces from where they would withdraw.<\/p>\n<p><strong>Bilateral defence secretaries-level talks under the Narasimha Rao government<\/strong>: An agreement in principle was reached in 1992, when Pakistan reportedly agreed to the Indian proposal.
