Although the recently released India State of Forests report, 2021 has shown an expansion in the forest cover but there are some apprehensions regarding these estimates.<\/span>\u00a0<\/span><\/p>\n

Why there are apprehensions regarding findings of the report?<\/span><\/b>\u00a0<\/span><\/p>\n

Majority of this\u00a0<\/span>increase in vegetation has occurred in the \u201copen forests\u201d category<\/span><\/b>\u00a0where a tree canopy of just above 10 per cent in over a hectare of land is deemed as forest. Many commercial plantations, such as coconut farms or fruit orchards, are also counted as forests under this category.<\/span>\u00a0<\/span><\/p>\n

The\u00a0<\/span>Moderately dense forests<\/span><\/b>\u00a0(tree canopy of 40 to 70 per cent) which are actually rich in biodiversity have\u00a0<\/span>shrunk<\/span><\/b>.<\/span>\u00a0<\/span><\/p>\n

The loss of these forests has\u00a0<\/span>grave ecological and geological implications<\/span><\/b>.\u00a0<\/span>\u00a0<\/span><\/p>\n

The report also highlights that\u00a0<\/span>indiscriminate anthropogenic activity<\/span><\/b>, including\u00a0<\/span>shifting<\/span><\/b>\u00a0<\/span>cultivation and timber poaching<\/span><\/b>\u00a0is\u00a0still\u00a0practised\u00a0on a large scale.<\/span>\u00a0<\/span><\/p>\n

Although there has been a marginal improvement in the presence of dense forests, this has happened largely in reserved\u00a0forests\u2014 sanctuaries and national parks.\u00a0<\/span>\u00a0<\/span><\/p>\n

What are the reasons behind degradation of forests?<\/span><\/b>\u00a0<\/span><\/p>\n

Absence of a well-defined forest conservation policy<\/span><\/b>– There are no defined rules for diverting forest land to non-forest uses. Also,\u00a0there are no specified norms for demarcating restricted areas that may need special conservation efforts.<\/span>\u00a0<\/span><\/p>\n

These gap in statute lead to easy clearances for commercial and other projects to be taken up in the designated forest areas.\u00a0<\/span>\u00a0<\/span><\/p>\n

Although efforts were made to bring a new forest policy in mid-2000s and to amend the Forest Conservation Act but there has been little progress on both the fronts.<\/span>\u00a0<\/span><\/p>\n

Absence of a nationally accepted definition of forests<\/span><\/b>\u00a0-States have their own definition for labelling a piece of land as forest.\u00a0<\/span>\u00a0<\/span><\/p>\n

Also, if any land parcel is once listed in revenue records as forest, it remains so even if it turns barren.\u00a0<\/span>\u00a0<\/span><\/p>\n

Improper execution of the scheme for compensatory afforestation-<\/span>\u00a0<\/span><\/p>\n

This has resulted in poor private sector participation in\u00a0the\u00a0expansion and conservation of the forests. The funds collected for this purpose also remain\u00a0underutilized.<\/span>\u00a0<\/span><\/p>\n
