Central government has recently put forth a proposal to rank state environment impact assessment authorities (SEIAA)\u00a0<\/span>according to the speed at which they issue environmental clearances.<\/span>\u00a0<\/span><\/p>\n

What are the concerns regarding the recent step?<\/span><\/b>\u00a0<\/span><\/h5>\n

It undermines the role of regulatory oversight in environmental protection, which is\u00a0recognised\u00a0in several Supreme Court verdicts as one of the key instruments to ensure the\u00a0<\/span>right to life<\/span><\/b>.<\/span><\/b>\u00a0<\/span><\/p>\n

It will\u00a0compromise SEIAAs\u2019\u00a0function\u00a0to assess the impact of industrial, real estate and mining schemes on the environment.\u00a0It may\u00a0lead to an unhealthy competition amongst states to clear the projects as early as\u00a0possible.<\/span>\u00a0<\/span><\/p>\n

What\u00a0are the\u00a0other recent steps that are\u00a0undermining\u00a0the environmental protection regime?<\/span><\/b>\u00a0<\/span><\/h5>\n

Environment ministry last year pointed out that\u00a0the\u00a0<\/span>average time taken to issue environmental clearances had reduced<\/span><\/b>\u00a0by a significant margin in the past two years.\u00a0However, it\u00a0has not clarified if this reduction in time has improved the\u00a0<\/span>level of scrutiny of projects on critical environmental yardsticks.<\/span><\/b>\u00a0\u00a0\u00a0<\/span>\u00a0<\/span><\/p>\n

Several\u00a0<\/span>steps by the ministry\u00a0<\/span><\/b>have come under scrutiny,<\/span>\u00a0like,<\/span><\/b>\u00a0the extension of the deadline for compliance with\u00a0<\/span>emission norms for most thermal power plants,<\/span><\/b>\u00a0dilution of the\u00a0<\/span>Coastal Zone Notification<\/span><\/b>\u00a0and the proposal to\u00a0<\/span>amend the Forest Conservation Act<\/span><\/b>\u00a0to allow the use of forests for infrastructural\u00a0projects.<\/span>\u00a0<\/span><\/p>\n

There has been fear that these steps may\u00a0<\/span>reduce the environmental protection regime<\/span><\/b>\u00a0in the country.<\/span>\u00a0<\/span><\/p>\n
