Between 2022 and 2030, approximately 700 to 900 million square metres of urban space will be constructed every year. However, Infrastructure development remains a key constraint in India\u2019s economic development.<\/p>\n<p>Industrial growth is contingent upon the development of other infrastructural facilities such as transportation, energy, electricity, and communications. This highlights the attention required on infrastructure development in India.<\/p>\n<h5>Why does India need to invest in infrastructure development?<\/h5>\n<p><span data-contrast=\"auto\"><strong>Creation of Jobs<\/strong>: Infrastructure development such as construction of roads and railways, real estate etc. is labour-intensive. Earlier, the \u2018Bombay Plan\u2019, proposed by eight influential industrialists envisaged a <strong>substantial public sector with State interventions and regulations<\/strong> in order to protect indigenous industries.<\/p>\n<p>India set up the <strong>Planning Commission in 1950<\/strong> to oversee the entire range of planning; including resource allocation, implementation, and appraisal of <strong>five-year plans<\/strong>. These Plans were centralised economic and social growth programmes modelled after those prevalent in the USSR.<\/p>\n<p><strong>First five-year plan 1951-56<\/strong>: This plan was based on the Harrod\u2013Domar model. It focused on agriculture and irrigation to boost farm output. Important infrastructural developments included <strong>a) <\/strong>Plan to create Five Indian Institutes of Technology (IITs) as major technical institutions. <strong>b)<\/strong> The <strong>University Grants Commission (UGC)<\/strong> was set up to take care of funding and take measures to strengthen higher education,\u00a0<strong>c)\u00a0<\/strong>Contracts were signed to start five steel plants, which came into existence in the middle of the Second Five-Year Plan.<\/p>\n<div class=\"content-box-blue\">\r\n\t<span style =\"font-size: 20px;\">ForumIAS is now in <span style = \"font-weight:bold; padding:1px; color: #053259 ; \">Hyderabad<\/span>. <a style =\"color: blue\"href=\"https:\/\/forumias.com\/blog\/we-are-coming-to-hyderabad-with-sfg\/\"><b>Click here<\/b><\/a> to know more<\/span>\r\n<\/div>\n<p><strong>Second Five-Year Plan<\/strong>: The plan focused on the development of the public sector and \u2018rapid Industrialisation\u2019. The Plan followed the <strong>Mahalanobis model<\/strong>. <strong>Power and steel<\/strong> were identified as the key bases for planning.<\/p>\n<p>Along with this plan and <strong>Industrial Policy Resolution 1956<\/strong> (long considered the economic constitution of India), there was a determined thrust towards substitution of basic and capital good industries. The developments included, <strong>a)<\/strong> <strong>Hydroelectric power projects<\/strong> and <strong>five steel plants<\/strong> at Bhilai, Durgapur, and Rourkela were established with the help of the Soviet Union, Britain (the UK), and West Germany respectively. <strong>b) <\/strong><strong>Coal production<\/strong> was increased. <strong>c)<\/strong> <strong>More railway lines<\/strong> were added in North East. <strong>d)<\/strong> The <strong>Tata Institute of Fundamental Research (TIFR)<\/strong> and the <strong>Atomic Energy Commission of India <\/strong>were established as research institutes.<\/p>\n<p>The <strong>nationalisation of 14 public sector banks<\/strong> was a major event during the <strong>Fourth Plan<\/strong> (1969- 74) which had a huge impact on the Indian economy &amp; infrastructure.<\/p>\n<p>The <strong>Indian National Highway System<\/strong> was introduced, and many roads were widened to accommodate the increasing traffic during the <strong>Fifth Plan<\/strong> (1974-78)<\/p>\n<h5>Recent infrastructure developments in India<\/h5>\n<h6>Urbanisation and related infrastructure<\/h6>\n<p>Urbanisation in India has become an important and irreversible process, and it is an important determinant of national economic growth and poverty reduction. In order to promote affordable housing, the Government has <strong>1)<\/strong> Granted infrastructure status to affordable housing, <strong>2)<\/strong> Passed the <a href=\"https:\/\/forumias.com\/blog\/real-estate-regulation-act-rera-a-critical-evaluation\/\" target=\"_blank\" rel=\"noopener\">Real Estate (Regulation and Development) Act<\/a>, 2016(RERA), and <a href=\"https:\/\/forumias.com\/blog\/prosecution-under-benami-act-stuck\/\">Benami Transactions (Prohibition) Amendment Act 2016<\/a>, <strong>3)<\/strong> Established Real Estate Investment Trusts (REITs), <strong>4)<\/strong> launched <a href=\"https:\/\/forumias.com\/blog\/pradhan-mantri-awas-yojana-urban\/\" target=\"_blank\" rel=\"noopener\">Pradhan Mantri Awas Yojana (PMAY)<\/a> and\u00a0<a href=\"https:\/\/forumias.com\/blog\/affordable-rental-housing-complexes-scheme-under-atmanirbhar-bharat-package\/\" target=\"_blank\" rel=\"noopener\">Affordable Rental Housing Complexes (ARHCs)<\/a> (for urban migrants\/poor), 5) Apart from that the government also provided higher tax breaks on home loans, land-related reforms, optimising development control rules, rationalising of the stamp duty and registration charges, etc.<\/p>\n<h6>Mass rapid transit and related infrastructure<\/h6>\n<p>The concept of mass rapid transit for New Delhi first emerged from a <strong>traffic and travel characteristics study<\/strong> which was carried out in the city in 1969. While extensive studies were in progress, the city expanded significantly, resulting in a two-fold rise in population, and a five-fold rise in the number of vehicles between 1981 and 1998.<\/p>\n<p>To rectify the situation, the Government of India and the Government of Delhi jointly set up a company called the <strong>Delhi Metro Rail Corporation (DMRC)<\/strong> with <strong>E Sreedharan<\/strong> as the Managing Director. Later, the Delhi Metro became the second underground rapid transit system in India, after the Kolkata Metro.<\/p>\n<h6>Other infrastructure projects<\/h6>\n<p>Some of the mega initiatives include the <strong>Sagarmala<\/strong> and <a href=\"https:\/\/forumias.com\/blog\/7-pm-bharatmala-pariyojana-29-january-2019\/\" target=\"_blank\" rel=\"noopener\"><strong>Bharatmala Pariyojana<\/strong><\/a> projects, the establishment of the <a href=\"https:\/\/forumias.com\/blog\/national-investment-and-infrastructure-fundniif\/\" target=\"_blank\" rel=\"noopener\">National Investment and Infrastructure Fund<\/a>, revisiting Public-Private Partnership (PPP) models on the lines of the Kelkar Committee recommendations, etc.<\/p>\n<table style=\"border-collapse: collapse; width: 100%;\">\n<tbody>\n<tr>\n<td style=\"width: 100%;\"><strong>Read more: <a href=\"https:\/\/forumias.com\/blog\/how-waterways-can-help-improve-competitiveness\/\">How waterways can help improve competitiveness<\/a><\/strong><\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p>Other initiatives include <strong>Delhi-Mumbai Industrial Corridor (DMIC)<\/strong>, the <strong>Bengaluru-Mumbai Economic Corridor (BMEC)<\/strong>, the <strong>Chennai-Bengaluru Industrial Corridor (CBIC)<\/strong>, and others.<\/p>\n<h6>PM Gati Shakti<\/h6>\n<p>It is the National Master Plan for Multi-modal Connectivity. The Gati Shakti scheme will subsume the Rs 110 lakh crore <a href=\"https:\/\/forumias.com\/blog\/answeredwhat-is-national-infrastructure-pipeline-discuss-its-need-and-significance-in-light-of-indias-aim-to-become-a-5-trillion-economy\/\" target=\"_blank\" rel=\"noopener\">National Infrastructure Pipeline (NIP)<\/a>\u00a0that was launched in 2019.<\/p>\n<table style=\"border-collapse: collapse; width: 100%;\">\n<tbody>\n<tr>\n<td style=\"width: 100%;\"><strong>Must read<\/strong>:\u00a0<a href=\"https:\/\/forumias.com\/blog\/pm-gati-shakti-national-infrastructure-master-plan\/\" target=\"_blank\" rel=\"noopener\">PM Gati Shakti \u2013 National Infrastructure Master Plan \u2013 Explained, pointwise<\/a><\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<h5>What are the challenges in infrastructure development?<\/h5>\n<p><strong>First<\/strong>, infrastructure provisioning <strong>requires massive investments<\/strong>, often over a prolonged duration of time. Further, infrastructure projects coupled with procedural delays and returns are expected after a long period of investment.<\/p>\n<p><strong>Second<\/strong>, given the high fiscal requirements, particularly of large-scale infrastructure development projects, <strong>public investments alone may not be sufficient<\/strong> to fund infrastructure development in India.<\/p>\n<p><strong>Third,\u00a0<\/strong><strong>Projects have been delayed<\/strong>:\u00a0<a href=\"https:\/\/forumias.com\/blog\/answered-discuss-the-issue-of-land-acquisition-as-a-major-impediment-in-the-development-process-what-steps-should-be-taken-to-make-land-acquisition-quick-and-easy\/\" target=\"_blank\" rel=\"noopener\"><strong>Land acquisition<\/strong><\/a> is often the biggest impediment in the infrastructure development of India. There are other issues such as<strong>\u00a0litigation issues<\/strong>,\u00a0<strong>alienation of local communities<\/strong>\u00a0and the\u00a0<strong>violation of environmental norms<\/strong>, etc.<\/p>\n<p>The latest report of the <strong>Infrastructure and Project Monitoring Division<\/strong> showed that delays in projects costing over Rs 150 crores had resulted in a cost overrun of more than Rs 4 trillion.<\/p>\n<p><strong>Fourth<\/strong>, <strong>Low Credit Off-take<\/strong>:\u00a0According to the RBI\u2019s paper, the growth rate in credit off-take has steeply declined to 5.8% in November 2020, as against 14.2% in 2013. This will reduce private investment in infrastructure projects. At present, there are concerns about the\u00a0<strong>declining credit off-take<\/strong>\u00a0trends from banks as they don\u2019t want to get into another\u00a0<a href=\"https:\/\/forumias.com\/blog\/npa\/\" target=\"_blank\" rel=\"noopener\">Non-Performing Asset<\/a>\u00a0(NPA) crisis in future.<\/p>\n<h5>What should be done to improve infrastructure development?<\/h5>\n<p><strong>1.<\/strong> Encourage private participation in infrastructure development through various forms of Public-Private Partnerships (PPPs), especially in real estate\/housing sector. <strong>2.<\/strong> The quality of infrastructure development in India needs urgent attention if the country intends to realise its economy and growth potential, <strong>3. Address certain key issues<\/strong>: For the proper implementation of infrastructure projects, India needs to <strong>address structural and macroeconomic stability concerns<\/strong>, emanating from high public expenditure, <strong>4. Solve the credit off-take challenge<\/strong>: The Economic Survey for 2020-21 mentioned that India needs \u20b94.5-lakh crore investments per year from the private sector to boost NIP sectors. So, the government has to address the issues associated with low credit off-take for successful private investments.<\/p>\n<p>Proper implementation of infrastructure projects will help India to realise its dream of becoming the \u201cbusiness capital\u201d of the world.
