Given that monetary policy has limited success in dealing with a crisis of this nature ,fiscal policy is expected to play the dominant role. <\/span>\u00a0<\/span><\/p>\n

How can fiscal policy help the rural economy come out of distress?<\/span><\/b>\u00a0<\/span><\/h5>\n

It can be done by <\/span>increasing consumption <\/span><\/b>demand in the economy and also <\/span>protect those impacted by the slowdown<\/span><\/b> and the pandemic.\u00a0 One way of doing this is to <\/span>raise incomes of those engaged in agriculture<\/span><\/b>, directly as well as indirectly.<\/span>\u00a0<\/span><\/p>\n

What are the challenges that rural economy is facing?<\/span><\/b>\u00a0<\/span><\/h5>\n

Rising cost of agricultural inputs: <\/span><\/b>Budget has drastically reduced the subsidy on fertilisers for 2022-23. This is in addition to the high prices for energy, which has also seen a sharp rise last year as <\/span>prices for both diesel and electricity rose<\/span><\/b>.<\/span>\u00a0<\/span><\/p>\n

This will lead to <\/span>farmer incomes declining<\/span><\/b> even more than the levels of 2019.<\/span>\u00a0<\/span><\/p>\n

Although there has been a <\/span>rise in inflation, the budget has not increased allocation for support schemes<\/span><\/b>, such as crop insurance, interest subvention and cash transfer scheme.<\/span>\u00a0<\/span><\/p>\n

Due to the challenges faced by the agriculture economy, rural non-farm economy acted as a refuge for a majority of wageworkers. For example<\/strong> – Majority of the workers took employment under the National Rural Employment Guarantee Scheme (NREGS). However, budget <\/span>allocation of NREGS also has been reduced<\/span><\/b> compared to last year.<\/span>\u00a0<\/span><\/p>\n

Overall, there is a <\/span>net result is a 12% decline in the budget of rural development<\/span><\/b> at a time when distress in the rural economy is at its highest. <\/span>\u00a0<\/span><\/p>\n

Government should strive to provide protection of incomes, employment and basic services to the majority in rural areas.\u00a0\u00a0 <\/span>\u00a0<\/span><\/p>\n
