News<\/span><\/b>: <\/span>The recently presented budget has digital technology at its core. It focusses on providing important services like education, health, employment to even the remotest corners of the country with the help of digital initiative.<\/span>\u00a0<\/span><\/p>\n

However, there are apprehensions that this may not be appropriate to solve the pressing issue of rural India<\/span>\u00a0<\/span><\/p>\n

What are the issues in rural India?<\/span><\/b>\u00a0<\/span><\/h5>\n

Rural India has many complex structural problems like <\/span>caste-class skewed distribution of land and natural resources<\/span><\/b>, <\/span>inadequate public institutions<\/span><\/b> of health and education, persisting problems of <\/span>malnutrition<\/span><\/b> etc. <\/span><\/p>\n

Why the current budget\u2019s vision is not sufficient to solve problems of rural India?<\/span><\/b>\u00a0<\/span><\/h5>\n

There has been a failure to see that the basic services of health and education cannot be met via technology. Health and education in rural areas require <\/span>brick-and-mortar institutions, with qualified personnel<\/span><\/b> to cater to health and learning needs.<\/span>
\n<\/span><\/p>\n

The pressing issue of unemployment should be addressed by the creation of learning, skilling and employment opportunities for rural natural resource restoration, agricultural as these form part of the rural service economy. This will be <\/span>beneficial for both employment generation and strengthening biodiversity.<\/span><\/b>\u00a0<\/span><\/p>\n

Apart from this, the economic survey proposes a shift from the previous dominant \u201c<\/span>waterfall<\/span><\/b>\u201d (or detailed study) approach to an \u201c<\/span>agile<\/span><\/b>\u201d <\/span>approach<\/span><\/b> for policy implementation.<\/span>\u00a0<\/span><\/p>\n

How is the current approach different from the previous one?<\/span><\/b>\u00a0<\/span><\/h5>\n

The agile approach is based on \u201c<\/span>feedback loops\u201d and \u201chigh frequency indicators<\/span><\/b>\u201d related to <\/span>data<\/span><\/b> from GST collections, power consumption, mobility, digital payments, satellite imagery, toll collections etc. are drawn on to make budgetary allocations and plans.\u00a0<\/span>\u00a0<\/span><\/p>\n
