News<\/span><\/b>: <\/span>Recently unveiled budget proposes many initiatives for health sector like\u00a0<\/span>digitally managed health ecosystem and provisions for mental health<\/span>.<\/span>\u00a0<\/span>\u00a0<\/span><\/p>\n

But, many expectations for the health sector remain unfulfilled.<\/p>\n

What are the limitation in current budget\u2019s approach towards health sector?<\/span><\/b>\u00a0<\/span><\/h5>\n

Budget\u2019s emphasis on <\/span>Digital technology<\/span><\/b> could be a game-changer, but only if the facility, doctors, patients, and systems work in tandem.<\/span> \u00a0<\/span><\/p>\n

Problem with excessive reliance on digital ecosystem<\/span><\/b>: <\/span>When it comes to Covid vaccinations, the digital platform has been a runaway success, primarily due to the COWIN platform. It was simple, and the citizen could choose between public and private facilities<\/span>. <\/span><\/p>\n

However, management of hospital beds across the country is a different story. <\/span>Nearly 95% of them are operated by small hospitals or nursing homes.<\/span> The setting up of a <\/span>National Digital Ecosystem<\/span><\/b> which \u201cwill maintain digital registries of health providers and health facilities,\u201d is a positive move but needs elaboration on how it will manage to include these private facilities. <\/span><\/p>\n

Also there are apprehensions regarding the <\/span>c<\/strong>onsent and compliance cost <\/span><\/b>in maintaining such a database.<\/span>\u00a0<\/span><\/p>\n

Mental healthcare: <\/span><\/b>Although inclusion of this subject in budget <\/span>makes society aware that such conditions can afflict anyone, but the disease can be treated, and patients should not be stigmatised.<\/span> \u00a0<\/span><\/p>\n

Also, <\/span>the budget speech did not mention if the mental health strategy will focus on all<\/span> psychological problems or only those that have arisen in the wake of Covid.<\/span>\u00a0<\/span><\/p>\n

Also, many mental health conditions encompass disorders that are <\/span>not suited to teleconsultation,<\/span><\/b> which is at the core of digital health strategy envisaged in this budget.<\/span>\u00a0<\/span><\/p>\n

What is the way forward?<\/span><\/b>\u00a0<\/span><\/h5>\n

There is need to substantially <\/span>raise the overall budgetary contribution<\/span><\/b> to the health sector. It is currently set at <\/span>1.8% of the GDP<\/span><\/b> and the push in the budget appears very small.<\/span> \u00a0<\/span><\/p>\n

During the pandemic, the <\/span>unorganised middle class<\/span><\/b> was caught without adequate (or even any) <\/span>health insurance<\/span><\/b>.<\/span> There is need for some provisions for supporting this lower end of the \u201cmissing middle\u201d.<\/span>\u00a0<\/span><\/p>\n

Ayushman Bharat should be expanded <\/span>to cover the outpatient costs faced by the poor<\/span><\/b>. The Economic Survey has recognised that such expenditure is huge.<\/span> \u00a0<\/span><\/p>\n

There is <\/span>need to address the <\/span>crisis of non-communicable diseases<\/span><\/b> \u2014 hypertension, diabetes, and cardiovascular diseases.\u00a0<\/span> They can be addressed by the same strategy of fiscal measures, incentives, and disincentives that have reduced the incidences related to lethal consequences of smoking.<\/span>\u00a0<\/span><\/p>\n
