\nNews: <\/span><\/b>India is home to more than 4 million waste pickers,<\/span> who are the backbone of traditional waste management in most Indian cities.<\/span><\/p>\n

Yet, they are one of the most marginalised groups of Indian society and are at the very bottom of the socio-economic chain. The fact that they have feeble access to the government social safety net makes them highly vulnerable to emergencies and disasters.<\/span>\u00a0<\/span><\/p>\n

What are the challenges that waste pickers face?<\/span><\/b>\u00a0<\/span><\/h5>\n

Their multiple vulnerabilities include <\/span>low and uncertain incomes<\/span><\/b>, <\/span>limited access to government schemes<\/span><\/b>, high <\/span>health risks, and severe social exclusion<\/span><\/b>. These get compounded in the presence of emergencies like the <\/span>COVID-19 Pandemic<\/span><\/b>. <\/span>\u00a0<\/span><\/p>\n

Apart from this, nearly 70% come from <\/span>socially backward groups<\/span><\/b> and over 60% have <\/span>no formal education<\/span><\/b>.<\/span>\u00a0<\/span><\/p>\n

Majority of them have <\/span>no health insurance<\/span><\/b>, indicating very high degrees of health-shock vulnerabilities.<\/span>\u00a0<\/span><\/p>\n

Why are they mostly left out of government\u2019s social safety net?<\/span><\/b>\u00a0<\/span><\/h5>\n

They usually lack any income, caste, or occupation certificate. This thwarts any attempts at formalising their work and limits their access to government social security schemes.<\/span>\u00a0<\/span><\/p>\n

What is the way forward?<\/span><\/b>\u00a0<\/span><\/h5>\n

Short term measures<\/span><\/b><\/p>\n

– Urban local bodies should <\/span>register these workers<\/span><\/b> and provide them with ID cards that recognise them as municipal workers with a clear role. They should be paid a <\/span>minimum wage<\/span><\/b> and should be given an authorised access to waste.<\/span>\u00a0<\/span><\/p>\n

–<\/strong> If <\/span>Waste pickers\u2019 cooperatives are given more strength<\/span><\/b> , they can collectively bargain for higher prices for what they collect.<\/span>\u00a0<\/span><\/p>\n

Long term measures: <\/span><\/b>There is a need for a <\/span>comprehensive welfare framework<\/span><\/b> to design social protection schemes explicitly for Waste pickers.<\/span>\u00a0<\/span><\/p>\n

–<\/strong> There is a need to <\/span>proactively reach out to the workers<\/span><\/b> for enrolment in government schemes and for a <\/span>greater awareness<\/span><\/b> among them about their entitlements.<\/span>\u00a0<\/span><\/p>\n

–<\/strong> There is a need to <\/span>create better, safer, decent jobs in the economy<\/span><\/b> that informal workers like can eventually move to, supported by efforts to enhance their skills.<\/span>\u00a0<\/span><\/p>\n

–<\/strong> Finally, alternatives like <\/span>technology-led circular economy<\/span><\/b> models that eliminate the need for any person to do this hazardous work manually need to be explored.<\/span>\u00a0<\/span><\/p>\n
