News<\/strong>: Recently, Russia\u2019s military assault on\u202f<\/span>Ukraine<\/span>\u202f has been at the centre of attention lately. Its impact is being acutely felt in India.<\/span>\u00a0<\/span><\/p>\n

Why did Russia attack Ukraine?<\/span><\/b>\u00a0<\/span><\/h5>\n

Putin\u2019s stated aim of \u201cde-Nazifying\u201d a democratic nation (headed by a Jewish president).\u00a0 Ukraine has a past of collaboration with German occupying forces in WWII.\u00a0<\/span>\u00a0<\/span><\/p>\n

Violation of NATO\u2019s guarantees<\/span><\/b>\u202fthat it would not expand even \u201c<\/span>an inch eastward<\/span><\/b>\u201d on the dissolution of the USSR. In the past, NATO enlisted 10 former Warsaw Pact members over a decade. By 2021, <\/span>four more East European<\/span><\/b> nations had joined NATO and Ukraine appeared to be on the verge of doing so. It was perceived as a threat to the restoration of Russia\u2019s glorious past by Putin.<\/span><\/p>\n

What was the response of Europe and India?<\/span><\/b>\u00a0<\/span><\/h5>\n

The West has imposed economic sanctions on Russia, which resulted into the crashing of rouble and unplugging of Russia\u2019s economy. In response, Putin described the sanctions as \u201cakin to a declaration of war.\u201d<\/span>\u00a0<\/span><\/p>\n

India has adopted successive abstentions on the Russian Invasion of Ukraine during votes in the UN Security Council and elsewhere. However New Delhi stance has attracted criticism as i<\/span>t has placed it alongside China and Pakistan who also abstained. Therefore, India is seen as pro-Russian.\u00a0<\/span>\u00a0<\/span><\/p>\n

Why did India adopt a policy of abstention in the Russian Invasion of Ukraine?<\/span><\/b>\u00a0<\/span><\/h5>\n

It is rooted in \u201c<\/span>realpolitik<\/span><\/b>\u201d. India\u2019s vital national interests can well be served by its \u201cbalancing act\u201d at the cusp of the East-West Duopoly. The intricacies of the long-simmering Russia-Ukraine tensions are another factor that has discouraged India from taking a hard stand.<\/span>\u00a0<\/span><\/p>\n

Security Angle<\/span><\/b>: India source 60-70% of its military hardware from Russia. Any interruption in the supply could have a devastating impact on our defence posture vis-\u00e0-vis the China-Pak axis. It has jeopardized the credibility of India\u2019s \u201cstrategic Autonomy\u201d.<\/span>\u00a0<\/span><\/p>\n

Why has India failed to attain a degree of self-reliance in military hardware?<\/span><\/b><\/h5>\n

Politicians are indifferent towards national security<\/span><\/b>: They focus remain on the five-year electoral cycle\/ This has prevented the evolution of a long-term vision for India\u2019s Defence Technology Industrial Base (DTIB).\u00a0<\/span>\u00a0<\/span><\/p>\n

The bureaucracy\u2019s incomprehension of military technology<\/span><\/b>: It has allowed the defence science establishment to have its way without an iota of accountability for missing time, cost or performance targets.\u00a0<\/span>\u00a0<\/span><\/p>\n

What is the way forward?<\/span><\/b><\/h5>\n

De-Russification of the armed forces:\u00a0<\/span><\/b> Since 1962 Sino-Indian war, India was heavily relying upon <\/span>Moscow\u2019s military-industrial complex<\/span><\/b>. And, since the Soviet Collapse in 1990, the relationship has become brittle and transactional. It is time to initiate a process of progressive \u201cde-Russification\u201d of Indian armed forces; not to switch sources, but of becoming self-reliant.<\/span>\u00a0<\/span><\/p>\n

Genuine Indigenisation of India\u2019s defence technological and industrial base (DTIB)<\/span><\/b>: Under the banner of \u201catmanirbharta\u201d label, the focus is on production of the battle-tanks, warships and jet-fighters for the self-reliance. But the vital sub-systems like engines, guns, missiles, radars, fire-control computers, gear-boxes and transmission that are either imported or assembled under foreign licences, are being ignored under the self-reliant mission. Therefore, genuine atmanirbharta requires <\/span>selective identification of vital military technologies<\/span><\/b>\u00a0<\/span><\/p>\n

The military needs to look beyond its immediate operational needs and lend support to indigenisation.\u00a0<\/span>\u00a0<\/span><\/p>\n
