Though, such IAS officers are in the minority. But the number of this minority is no longer small.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559739&quot;:160,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">Now, the IAS officers are <\/span><b><span data-contrast=\"none\">publicly perceived<\/span><\/b><span data-contrast=\"none\"> to be <\/span><b><span data-contrast=\"none\">elitist<\/span><\/b><span data-contrast=\"none\">, <\/span><b><span data-contrast=\"none\">self-serving <\/span><\/b><span data-contrast=\"none\">and maintaining the <\/span><b><span data-contrast=\"none\">status quo<\/span><\/b><span data-contrast=\"none\">. They are out of touch with reality. They have lost the courage of conviction to stand up for what\u2019s right.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559739&quot;:160,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<h5><b><span data-contrast=\"none\">What explains the issues with the IAS? <\/span><\/b><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559739&quot;:160,&quot;335559740&quot;:276}\">\u00a0<\/span><\/h5>\n<p><span data-contrast=\"none\">The problems start from the recruitment examination, the induction training and subsequent in-service training and are strengthened with availability of limited opportunities for self-improvement. <\/span><\/p>\n<p><span data-contrast=\"none\">The biggest problem is the <\/span><b><span data-contrast=\"none\">system of incentives and penalties developed by the politicians<\/span><\/b><span data-contrast=\"none\">. It promotes mediocrity and risk aversion and pushes the talented and young recruits who are full of enthusiasm into a world which is full of complacency, and laziness. They lose their moral compass.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559739&quot;:160,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\"><strong>&#8211;<\/strong> In this system, there is no pressure on officers to perform and deliver results. <\/span><\/p>\n<p><span data-contrast=\"none\"><strong>&#8211;<\/strong> The smart, enthusiastic and capable are not assured of rising to the top. <\/span><\/p>\n<p><span data-contrast=\"none\"><strong>&#8211;<\/strong> In fact, the corrupt, lazy and incompetent officers are rewarded. <\/span><\/p>\n<p><span data-contrast=\"none\"><strong>&#8211;<\/strong> So there is no motivation for honest officers in this system <\/span><b><span data-contrast=\"none\">to upgrade their knowledge and skills.<\/span><\/b><\/p>\n<p><span data-contrast=\"none\">In fact, totally blaming the politicians for this is not accurate. It is the <strong>weak moral fabric<\/strong> of some IAS officers which lead to them to succumb to the temptation. Then others follow them.
