News<\/strong>: Recently <\/span>a research paper was released by Dublin City University in Ireland which reviewed India\u2019s entrepreneurial policy ‘Startup India’ which was introduced in 2016. <\/span>\u00a0<\/span><\/p>\n The study affirmed that Startup India had a positive impact<\/strong> in reducing regional entrepreneurial disparities. <\/span><\/p>\n Startup India entrepreneurship outreach campaigns in tier-2 and tier-3 cities, helped address regional entrepreneurial disparities in India.\u00a0<\/span>\u00a0<\/span><\/p>\n The entrepreneurs that are integrated into the portal would be connected to venture capital funds, angel networks, banks, incubators, accelerators, universities, etc.\u00a0<\/span>\u00a0<\/span><\/p>\n In fact, many State govts have adopted the policies in favour of start-ups after the launch of this program.<\/span><\/p>\n Despite the initiative, the <\/span>entrepreneurship<\/span><\/b> continues to be \u201c<\/span>highly concentrated<\/span><\/b>\u201d in three megacities, namely, <\/span>Mumbai, Bengaluru<\/span><\/b> and <\/span>Delhi NCR<\/span><\/b>. <\/span><\/p>\n –<\/strong> For example, 93% of all funding raised between 2014 and 2019 were done in these three megacities. It happened because India\u2019s venture capital industry is clustered in and around these three cities. Eventually<\/span>, <\/span><\/b>it can result in <\/span>regional disparities<\/span><\/b> because there will be growth of one area at the expense of another area.<\/span>\u00a0<\/span><\/p>\n The skewered nature may increase <\/span>economic inequality<\/span><\/b>. It will not promote the <\/span>emergence of entrepreneurs<\/span><\/b> in industries which are not found in the clusters of the megacities.\u00a0<\/span>\u00a0<\/span><\/p>\n There is under-representation of the \u2018caste\u2019, \u2018tribe\u2019, \u2018marginalised\u2019, \u2018indigenous\u2019 or \u2018social groups\u2019<\/strong> in the policy. It could be due to caste-based economic exclusion, the urban and rural divide, lack of access to quality education and limited social networks etc.<\/span>\u00a0<\/span><\/p>\n The policy does not take into consideration <\/span>India\u2019s digital divide<\/span><\/b>, especially with respect to urban and rural areas.\u00a0<\/span>\u00a0<\/span><\/p>\n The policy ignores <\/span>necessity-based<\/span><\/b> or <\/span>subsistence entrepreneurship<\/span><\/b> which are run informally and through self-employment. For example, it is high among SC and ST communities in rural areas.<\/span>\u00a0<\/span><\/p>\n There is <\/span>under-representation of women<\/span><\/b> in Start-ups. For example, RBI\u2019s pilot survey about the new start-ups stated that 5.9% of participating Start-ups in its survey had a female founder.<\/span>\u00a0<\/span><\/b><\/p>\n There is a need for targeted measures<\/strong> to promote entrepreneurship among SC and ST communities in India.
