News<\/span><\/b>: Recently, two Indian researchers wrote an unpublished paper \u201c<\/span>Artificial Intelligence and the armed forces: Legal and ethical concerns\u201d<\/span><\/b>. <\/span><\/p>\n This has led to the resurgence of a debate on Artificial Intelligence (AI) based arms and weapon system. <\/span>\u00a0<\/span><\/p>\n AI is a field of computer science. It allows computers and machines to perform intelligent tasks by mimicking human behaviour and actions. Further, AI can be of broadly classified into two types:\u00a0<\/span>\u00a0<\/span><\/p>\n (1) <\/span>Narrow AI<\/span><\/b>, which performs specific tasks like music, shopping recommendations, and medical diagnosis. For example, music-streaming services, speech recognition, and personal assistants such as Siri or Alexa comes under this, and\u00a0<\/span>\u00a0<\/span><\/p>\n (2) <\/span>General A<\/span><\/b>I<\/strong>: It is a system which functions with an intelligent behaviour at least as advanced as a person. It works across the full range of cognitive tasks. General AI is still a few decades away.<\/span>\u00a0<\/span><\/p>\n AI based arms and weapon systems can help to obtain <\/span>tactical advantages<\/span><\/b> in the military operation. Big data analytics can be used for this during a war. It will help humans to take decisions.<\/span>\u00a0<\/span><\/p>\n Development of <\/strong>autonomous weapons systems<\/span><\/b>. Such systems derive conclusions from gathered information and pre-programmed parameters and models. Thus, they independently select, engage and attack (i.e., use force against, neutralize, damage or destroy) targets without human intervention.\u00a0<\/span> Usage in the remote areas <\/strong><\/span><\/p>\n Reduction of casualties<\/strong> among soldiers and non-combatants. For example, For India, AI-based weapons systems can help tackle our hostile neighbours and our peculiar problem of Naxalism.<\/span>\u00a0<\/span><\/p>\n At present, global powers like <\/span>China<\/span><\/b>, <\/span>Russia, the US<\/span><\/b>, and <\/span>India<\/span><\/b> are competing to develop <\/span>AI-based weapons system<\/span><\/b>s. For example, the US is developing intelligent weapons systems. <\/span>\u00a0<\/span><\/p>\n In the case of India, an AI task force (AITF)<\/strong> was set up in 2017. <\/span><\/p>\n –<\/strong> It was supposed to \u201cexplore possibilities to leverage AI for development across various fields\u201d. <\/span><\/p>\n Further, In 2018, Indian Ministry of Defence (MoD) set up a task force<\/strong> to study the use and feasibility of AI in India\u2019s military.\u00a0 <\/span>\u00a0<\/span><\/p>\n Israel<\/strong> developed the <\/span>Harpy drone<\/span><\/b>. It is an <\/span>autonomous weapon<\/span><\/b>. It flies to a particular area to hunt for specific targets. It then destroys the target using a high-explosive warhead nicknamed \u201c<\/span>Fire and Forget\u201d<\/span><\/b>.<\/span>\u00a0<\/span><\/p>\n What are the issues in AI based weapon systems?<\/span><\/b>\u00a0<\/span><\/p>\n There is no formal definition<\/strong>, given that the word \u201cintelligence\u201d is, in itself, difficult to define.<\/span>\u00a0<\/span><\/p>\n Threats due to \u201cLethal Automated Weapons Systems\u201d (LAWS)<\/strong>: Also known as \u201cKiller robots\u201d, they are designed not to require any human involvement once activated. They would effectively take the decision to kill or engage targets. Such systems could pose significant threats, legal and ethical challenges.<\/span>\u00a0<\/span><\/p>\n The autonomous weapon systems can be used by countries for warmongering<\/strong>. They can be used to cause civilian and collateral damage.<\/span>\u00a0<\/span><\/p>\n \u201cIntelligence\u201d should be clearly defined before attempting its regulation. <\/span>\u00a0<\/span><\/p>\n Various researchers warned about the dangers of an AI arms race. They called for a \u201cban on <\/span>offensive autonomous weapons<\/span><\/b> beyond meaningful human control\u201d. It was advocated in the \u201c<\/span>International Joint Conferences on\u202fArtificial Intelligence (IJCAI)\u201d<\/span><\/b> which was held in 2015.<\/span><\/p>\n India advocates, (1) <\/strong><\/span>AI based weapons systems<\/span><\/b> should meet the standards of international humanitarian law, (2)<\/strong> there should be systemic controls on the use of AI based weapon systems, in <\/span>international armed conflict<\/span><\/b>.
