News<\/strong>: Recently, <\/span>the University Grants Commission (UGC<\/span><\/b>) has made it mandatory for the Central Universities to take admission in their undergraduate programmes on the basis and merit of scores in <\/span>the Central University Entrance Test (CUET<\/a><\/span><\/span><\/b>)<\/a><\/span><\/strong> from this year.\u00a0<\/span><\/p>\n The institutions of national importance (INIs), i.e., the IITs, the IIIT, the NITs, and the IIM, already admit students on the basis of a <\/span>single common entrance examination.<\/span><\/b>\u00a0<\/span>\u00a0<\/span><\/p>\n All the <\/span>medical institutions<\/span><\/b> take admission on the basis of <\/span>the National Eligibility cum Entrance Tes<\/span><\/b>t (undergraduate), or NEET.\u00a0<\/span>\u00a0<\/span><\/p>\n 12 central universities<\/span><\/b> have been admitting students on the basis of a <\/span>single common entrance test.<\/span><\/b>\u00a0<\/span><\/p>\n However, <\/span>most central universities<\/span><\/b> admit students on the basis of their <\/span>own entrance tests<\/span><\/b> which conducted programme by programme. The Indian Institutes of Science Education and Research is also allowed to follow a different approach for taking admission.\u00a0<\/span>\u00a0<\/span><\/p>\n It goes against the <\/span>principle of academic autonomy<\/span><\/b>. In addition, the formalisation, uniformity, and standardisation of the education will pull down quality of education to the lowest common denominator. <\/span>\u00a0<\/span><\/p>\n There are concerns over the autonomy, competence, credibility and expertise of the <\/span>NTA<\/span><\/b> which will conduct the test. <\/span>For example, leakage of national level tests.<\/span>\u00a0<\/span><\/p>\n The entrance tests may undermine the <\/span>importance of board examinations<\/span><\/b>. It can distract students from their studies in schools.\u00a0<\/span>\u00a0<\/span><\/p>\n It may pose a huge disadvantage to an overwhelmingly large number of students from the <\/span>State Boards<\/span><\/b> (not the Central Board of Secondary Examination).<\/span>\u00a0<\/span><\/p>\n In fact, the countries in which the <\/span>World-class <\/span><\/b>universities are situated do not insist on admitting students based on a <\/span>quantitative score<\/span><\/b> of a common test. They grant freedom to evolve <\/span>holistic criteria for admission<\/span><\/b> or in other words they respect the <\/span>idea of academic autonomy.\u00a0<\/span><\/b>\u00a0<\/span><\/p>\n The higher education is in the <\/span>concurrent list.<\/span><\/b> Therefore, the States must be taken into <\/span>confidence<\/span><\/b> on such matters. In fact, the centrally-funded technical educational institutions, central universities, and deemed universities enrol a mere <\/span>5.08<\/span><\/b>% of students. The remainder<\/span>, 94.92%,<\/span><\/b> are enrolled by the state universities, and their colleges (publicly funded or self-financed).<\/span>\u00a0<\/span><\/p>\n There has to be <\/span>discussion, deliberation <\/span><\/b>and <\/span>consultation<\/span><\/b> with all the stakeholders. It will develop the best method for admission in the <\/span>higher educational institutions<\/span><\/b>.<\/span>\u00a0<\/span><\/p>\n Finally, The <\/span>Higher Education Commission of India (HECI<\/span><\/b>), as prescribed by the <\/span>NEP 2020<\/span><\/b>, needs to be established soon.
