What is the convergence of interests between India and Nepal?<\/span><\/b>\u00a0<\/span><\/h5>\n

Recently, Nepal ratified the agreement with the <\/span>U.S. Millennium Challenge Corporation (MCC<\/span><\/b>). China claimed that it was part of the U.S<\/strong><\/span>.\u2019s<\/strong> Indo-Pacific strategy<\/span><\/b> to contain China<\/span>. Therefore, it will provide welcome synergy between India and Nepal.<\/span>\u00a0<\/span><\/p>\n

35 km cross-border rail link<\/span><\/b> from Jayanagar (Bihar) to Kurtha (Nepal) was operationalized, the <\/span>90 km long transmission line<\/span><\/b> connecting Tila (Solukhumbu) to Mirchaiya (Siraha) was inaugurated.\u00a0<\/span>\u00a0<\/span><\/p>\n

Nepal has been inducted into the <\/span>International Solar Alliance(ISA)<\/span><\/b>. In addition, agreements have been signed for <\/span>technical cooperation<\/span><\/b> in the railway sector, and ensuring regular supplies of <\/span>petroleum products<\/span><\/b> (it was signed between Indian Oil Corporation and Nepal Oil Corporation on).\u00a0<\/em><\/p>\n

Both sides have signed <\/span>the Mahakali Treaty<\/span><\/b> (1996). The treaty covers the Sarada and Tanakpur barrages and Pancheshwar Multipurpose project. It will enable power sector cooperation between both the countries.<\/span>\u00a0<\/span><\/p>\n

What are the differences that have emerged in the India and Nepal relationship?<\/span><\/b>\u00a0<\/span>\u00a0<\/span><\/h5>\n

The political narrative has changed in both countries.\u00a0<\/span>\u00a0<\/span><\/p>\n

In 2019, Nepal government raised and expanded <\/span>the Kalapani boundary issue<\/span><\/b>. It soured Nepal\u2019s relations with India.\u00a0<\/span>\u00a0<\/span><\/p>\n

Now, the <\/span>1950 Treaty of Peace and Friendship<\/span><\/b> is being viewed as a sign of an unequal relationship. It is seen as a sign of Indian imposition. (Note: <\/span>It provides for an open border between India and Nepal. It allows Nepali nationals to have the right to work in India<\/span><\/i>.)<\/span>\u00a0<\/span><\/p>\n

India has been blamed for interfering in the <\/span>Constitution drafting process<\/span><\/b> of Nepal. It was also condemned for \u201c<\/span>unofficial blockade<\/span><\/b>\u201d in Nepal. This reinforced the notion of <\/span>Nepali nationalism <\/span><\/b>and <\/span>anti-Indianism<\/span><\/b> in Nepal.<\/span>\u00a0<\/span><\/p>\n

China\u2019s growing role: a) <\/span><\/b>China considers Nepal as an important element in its growing <\/span>South Asian footprint<\/span><\/b>. b)<\/strong> In 2016, Nepal and China concluded a protocol. It allowed Nepal to have access to four seaports and three land ports of China. c)<\/strong> Both China and Nepal had joint military exercises, d)<\/strong> China has overtaken India as the largest source of foreign direct investment (FDI) in Nepal, e)<\/strong> China has hiked its annual development assistance to Nepal and f)<\/strong> China is also engaged with airport expansion projects at Pokhara and Lumbini in Nepal. <\/span>\u00a0<\/span><\/p>\n

Way Forward<\/span><\/b>\u00a0<\/span><\/h5>\n

India and Nepal share a \u2018<\/span>special relationship\u2019<\/span><\/b> based on ties of a shared culture, language and religion.\u00a0<\/span>\u00a0<\/span><\/p>\n

It is necessary that bilateral issues be discussed, behind closed doors and at Track 2 and Track 1.5 channels.<\/span>\u00a0<\/span><\/p>\n

At present, there is a need of revising and updating the<\/span>1950 Treaty of Peace and Friendship<\/span><\/b>.<\/span>\u00a0<\/span><\/p>\n

Although <\/span>98<\/span><\/b>%<\/strong> of the <\/span>India-Nepal boundary<\/span><\/b> has been demarcated. These boundaries had been fixed in 1816 by the British. But two areas, <\/span>Susta<\/span><\/b> and <\/span>Kalapani<\/span><\/b> remain in limbo. Both sides should avoid rhetoric on <\/span>territorial nationalism, <\/span><\/b>and should solve these issues through <\/span>quiet dialogue.\u00a0<\/span><\/b>\u00a0<\/span><\/p>\n

The Indian Prime Minister launched the \u201cneighbourhood first\u201d policy<\/strong> in 2014. India should uphold this policy and be a sensitive and generous partner.<\/span><\/p>\n
