Context: <\/span><\/b>Recently, the Indian Administrative Services (IAS) has come under severe criticism from different quarters, including from several senior retired IAS officers. <\/span><\/p>\n Therefore, it demands both constructive criticism and introspection for the improvement in the premier institution of the Indian bureaucracy.<\/span>\u00a0<\/span><\/p>\n There is a perception that the IAS has \u201clost its ethos and its way\u201d over a period of time. They have become \u201c<\/span>cogs in the wheels of complacency and acquiescence<\/span><\/b>\u201d.<\/span>\u00a0<\/span><\/p>\n The Indian bureaucracy has been facing the <\/span>biggest<\/span><\/b> issue<\/span><\/b> of <\/span>politicisation<\/span><\/b>. It has resulted into the<\/span> deeply flawed system of incentives and penalties for the IAS officers. It is the biggest problem of the IAS officers.<\/span><\/p>\n The IAS service has played its role in Indian democracy while adhering to the <\/span>principle of the primacy<\/span><\/b> of the political executive. In fact, is the most important principles of a democratic country<\/span>\u00a0<\/span><\/p>\n The IAS officers are wrongly blamed for every policy failure or its implementation failure.<\/strong> They are disproportionately blamed because of the premier status of the IAS. There are other services or institutions involved in the policymaking and implementation process as well.\u00a0 <\/span> As per findings of a detailed study on the effectiveness of the IAS in 2017, it was found that the IAS has been very effective in preserving <\/span>national unity<\/span><\/b> and upholding the <\/span>constitutional rule in India.<\/span><\/b>\u00a0<\/span><\/p>\n In fact, every <\/span>single state reform<\/span><\/b> and improvement in <\/span>public service delivery<\/span><\/b> in India happened due to the effort of a <\/span>competent IAS officer<\/span><\/b> (As per the World Bank study in 2006-07). These are \u2018<\/span>unsung heroes\u2019<\/span><\/b> of India. Such efforts are often replicated and also publicized as good work by the LBSNAA.\u00a0<\/span>\u00a0<\/span><\/p>\n Reforms must start with changes in the entry examination, say, the maximum age and number of attempts should be reduced<\/strong>. <\/span>\u00a0<\/span><\/p>\n In order to improve performance, there is a need to do away with the <\/span>distinction<\/span><\/b> between <\/span>promotion<\/span><\/b> and <\/span>empanelment<\/span><\/b>.\u00a0<\/span>\u00a0<\/span><\/p>\n The government needs to establish a very robust appraisal system<\/strong>. It should be executed through the UPSC. Those who do not qualify in the appraisal system should be pensioned off. <\/span>\u00a0<\/span><\/p>\n The state civil service officers should be promoted to the IAS by a competitive examination<\/strong>. It would ensure younger persons come into the IAS service. It will also strengthen the federal character.\u00a0<\/span>\u00a0<\/span><\/p>\n It should be ensured that the transfer is not used as an instrument of coercion<\/strong> and the IAS are not targeted post retirement.\u00a0<\/span>\u00a0<\/span><\/p>\n Discourage post-retirement positions<\/strong> of the IAS officers. <\/span>\u00a0<\/span><\/p>\n IAS comprises an \u201cextraordinary pool of skills and talents\u201d. They have rich experiences in various fields, understanding of the functioning of the government, and understanding of delivery systems for development\u201d. <\/span>Therefore, they are best positioned to lead our developmental efforts.<\/span>\u00a0<\/span><\/p>\n Moreover, if the IAS officers are properly empowered by politicians, they can be transformed into an effective instrument for innovation in service delivery. <\/span><\/p>\n Source:<\/b> The post is based on the article, \u201cHas IAS Failed the Nation?
