News<\/span><\/b>: Recently, IIM Ahmedabad (IIMA) witnessed a lot of turbulence over changes in the logo. Other IIMs in the country also witnessed disturbances over a variety of issues. <\/span><\/p>\n This has raised questions over governance in the premier management institution of India.<\/span>\u00a0<\/span><\/p>\n The Act has given formal shape to the <\/span>considerable<\/span><\/b> autonomy<\/span><\/b> which the IIMs have been enjoying so far. In fact, the Act has enhanced the autonomy of the IIMs in the following ways:\u00a0<\/span>\u00a0<\/span><\/p>\n (1)<\/strong> The government left the <\/span>appointment<\/span><\/b> of the chairman and the director to the <\/span>board<\/span><\/b>, and secondly, it has decided not to influence the working of the IIMs.\u00a0<\/span>\u00a0<\/span><\/p>\n (2)<\/strong> The central government and the state government have one <\/span>representative<\/span><\/b> on the board of IIMs. These <\/span>nominees<\/span><\/b> play a passive role. Earlier, they used to be active.\u00a0<\/span>\u00a0<\/span><\/p>\n (3)<\/strong> The IIM Act says that the <\/span>IIM\u2019s board<\/span><\/b> is <\/span>accountable<\/span><\/b> to the government. IIM boards evaluate the <\/span>performance<\/span><\/b> of the institute <\/span>once every three years <\/span><\/b>through an <\/span>independent agency<\/span><\/b>. Then, it would submit an action taken report to the government. Further, the report would be placed in the public domain.\u00a0<\/span>\u00a0<\/span><\/p>\n Erosion of <\/strong><\/span>faculty governance<\/span><\/b> in IIMs. Earlier, IIMs used to be called as <\/span>faculty-governed institutions<\/span><\/b>. The faculties used to be consulted in key decisions like admissions, placement, course syllabi, recruitment of faculty, etc<\/span>. <\/span>Now, faculties are <\/span>not consulted<\/span><\/b> on proposed changes. The decisions are taken at the level of the <\/span>Director<\/span><\/b> and approved by the <\/span>Board<\/span><\/b> of the institution. <\/span><\/p>\n –<\/strong> For example, in <\/span>2008<\/span><\/b>, the Board of IIMA announced a <\/span>100% fee hike<\/span><\/b> for its <\/span>post-graduate programme<\/span><\/b>. Thereafter, the faculty were informed. <\/span><\/p>\n –<\/strong> Now, the <\/span>logo of IIMA<\/span><\/b> has been changed by the director and Board without consulting the faculty members.\u00a0<\/span>\u00a0<\/span><\/p>\n The director appoints the faculty members<\/strong> to the board. The appointed faculty is supposed to act as a bridge between the faculty and the board. However, traditionally, the faculty used to elect its representatives<\/strong> to the board.<\/span>\u00a0<\/span><\/p>\n In addition, the norms for the appointment of dean, which is a very important post in an educational institution, has not been fixed.<\/span>\u00a0<\/span><\/p>\n In India, the Board members come and go. They have virtually no stake in the IIMs. There is no meaningful accountability<\/strong> of the director or the board in IIMs.\u00a0<\/span>\u00a0<\/span><\/p>\n The government should have a meaningful and active role in the governance<\/strong> of the IIMs. It should expedite the creation of a new higher\u202feducation regulator<\/strong> in India.<\/span>\u00a0<\/span><\/p>\n The govt must constitute an <\/span>IIM Advisory Board (IAB<\/span><\/b>). It will commission an independent performance audit of each IIM every three years. It should also be empowered to propose <\/span>chairman <\/span><\/b>and <\/span>directors<\/span><\/b> for the IIMs like done by the Banks Board Bureau (BBB) for public sector banks.<\/span>\u00a0<\/span><\/p>\n The IIM Act must be amended.<\/strong> It should include a provision that faculty members on the board are chosen by the faculty and not by the director.<\/span>\u00a0<\/span><\/p>\n The govt nominees on the board should play a role on important issues.
