It begins with the share of children who haven\u2019t achieved minimum reading proficiency (as measured in schools) and is adjusted by the proportion of children who are out of school (and are assumed not able to read proficiently).<\/span><\/p>\n<p><b>Significance:<\/b><span style=\"font-weight: 400;\"> The learning poverty indicator allows us to illustrate progress toward <\/span><b>SDG 4\u2019s <\/b><span style=\"font-weight: 400;\">broader goal to ensure inclusive and equitable quality education for all.\u00a0<\/span><\/p>\n<h5><b>What can India do now to reduce learning poverty?<\/b><\/h5>\n<p><span style=\"font-weight: 400;\">\u2013 Open Schools and reach every child to ensure that all of them re-enrol.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u2013 Assess learning to know where kids are today.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u2013 Prioritize teaching the fundamentals.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u2013 Increase catch-up learning.
