Economists call it the inverted duty structure. A range of free trade agreements (FTAs) in the past have not helped. Are the new ones any better?<\/p>\n<h5><strong>What is the main issue with the inverted duty structure?<\/strong><\/h5>\n<p><strong>Makes Indian-made products more expensive<\/strong>: When manufacturers cannot set off the taxes paid on raw materials against\u200athe\u200atax on the final\u200aproduct, the excess tax paid on inputs gets built into the price of the product. This makes an Indian-made product more expensive than the imported finished product, affecting the competitiveness of Indian makers.<\/p>\n<p>The issue is acute in sectors like <strong>textiles and apparels<\/strong>.<\/p>\n<p>Correcting duty anomalies is key to attracting investments in manufacturing.<\/p>\n<h5><strong>Will new FTAs worsen the problem? How are they different from previous FTAs?<br \/>\n<\/strong><\/h5>\n<p>Looks unlikely. The FTAs under negotiations are <strong>structurally very different<\/strong>\u200afrom\u200athose\u200asigned\u200aa decade ago.<\/p>\n<table>\n<tbody>\n<tr>\n<td><strong>Older FTAs (signed in early 2000s)<\/strong><\/td>\n<\/tr>\n<tr>\n<td>Signed with <strong>manufacturing hubs<\/strong>, like ASEAN. Most of these countries directly competed with India and largely produced the <strong>same goods<\/strong> as India.<\/td>\n<\/tr>\n<tr>\n<td>India agreed to lower or eliminate duties on finished goods.\u200aBut\u200aimport duty on raw materials\u200aremained\u200a high.\u200aThat \u200amade it <strong>cheaper to import the final product<\/strong> than make them in India, hurting domestic manufacturers.<\/p>\n<p><strong>For instance<\/strong>: Share of ASEAN in India\u2019s total imports has grown from 8.2% in FY11 to 12% in FY21, while exports have stagnated at 10%.<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<table>\n<tbody>\n<tr>\n<td><strong>New FTAs<\/strong><\/td>\n<\/tr>\n<tr>\n<td>These are being signed by India are with countries like the United Arab Emirates\u200a(UAE) that <strong>share complementarities with India<\/strong> with respect to trade\u200ainterests.<\/td>\n<\/tr>\n<tr>\n<td>The\u200aUAE, for example, is a\u200a<strong>services, oil, and gold-led economy<\/strong> rather than\u200aa manufacturer. India\u200abenefits from duty-free access for mobile phones, which the UAE does not make.<\/p>\n<p><strong>Australia<\/strong>, which signed a pact with India recently, is again not a major manufacturing economy, but a services one with key interests in wines\u200aand\u200aminerals, pears, oranges, etc.<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<h5><strong>How is India addressing problems with the duty structure?<\/strong><\/h5>\n<p><strong>India has been increasing import duties since 2014-15<\/strong> to correct the inverted duty structure for non-FTA countries and the average tariff rose from 13.5% in 2014 to 15% in 2020, according to the World Trade Organisation (WTO).<\/p>\n<p>In fact, the last two budgets sought to correct it by <strong>removing duty exemptions and lowering the duty on raw materials<\/strong>.<\/p>\n<p>Moreover, this time around, the government is holding consultations with the industry during the FTA talks, doing a SWOT analysis to ensure FTAs benefit India\u2019s exports.<\/p>\n<p><strong>Source<\/strong>: This post is based on the article \u201c<strong>The importance of addressing duty anomalies in trade deals<\/strong>\u201d published in <strong>Livemint<\/strong> on <strong>12th Apr 22<\/strong>.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Context: India has long suffered the anomaly of imported raw material being taxed more than the finished product.
