{"id":178899,"date":"2022-04-12T20:10:54","date_gmt":"2022-04-12T14:40:54","guid":{"rendered":"https:\/\/blog.forumias.com\/?p=178899"},"modified":"2022-04-12T20:10:54","modified_gmt":"2022-04-12T14:40:54","slug":"poverty-estimates-are-a-shot-in-the-dark","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/poverty-estimates-are-a-shot-in-the-dark\/","title":{"rendered":"Poverty estimates are a shot in the dark\u00a0"},"content":{"rendered":"\n<p><b><span data-contrast=\"auto\">Context: <\/span><\/b><span data-contrast=\"auto\">The government, which earlier used to conduct <strong>C<\/strong><\/span><b><span data-contrast=\"auto\">onsumption Expenditure Surveys (CES)<\/span><\/b><span data-contrast=\"auto\"> and update poverty lines, has not released any data on this lately.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559740&quot;:360}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">The last consumption survey of 2017-18 was junked. <\/span><\/p>\n<p><span data-contrast=\"auto\">Based on the leaked estimates of consumption expenditure from that survey, it was reported that <strong>poverty increased<\/strong> from 31% in 2011-12 to 35% in 2017-18 with the number of poor increasing by 52 million. <\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559740&quot;:360}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">However, recent <\/span><b><span data-contrast=\"auto\">estimates from the IMF and WB have reported a significant decline in poverty after 2011-12<\/span><\/b><span data-contrast=\"auto\">, although they differ from each other on the level of poverty as well as the magnitude of poverty reduction since 2011-12.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559739&quot;:200,&quot;335559740&quot;:360}\">\u00a0<\/span><\/p>\n<h5><b><span data-contrast=\"auto\">What is the difference between both these estimates?<\/span><\/b><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559740&quot;:360}\">\u00a0<\/span><\/h5>\n<p><span data-contrast=\"auto\">It is argued that Consumption Expenditure Surveys (CES) do not capture the estimates of consumption expenditure correctly and are unfit for poverty measurement.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559740&quot;:360}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">The <\/span><b><span data-contrast=\"auto\">IMF uses Private Final Consumption Expenditure (PFCE)<\/span><\/b><span data-contrast=\"auto\"> estimates from the national accounts. But the PFCE estimates do not give the distribution of consumption across households which is a prerequisite for estimating poverty. These are derived aggregates and are available for the country as a whole with no separate estimate for rural\/urban or states.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559740&quot;:360}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\"><strong>&#8211;<\/strong> All committees have unanimously rejected the practice of adjusting survey estimates based on PFCE. This is not the practice in India, or anywhere in the world.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559740&quot;:360}\">\u00a0<\/span><\/p>\n<p><b><span data-contrast=\"auto\">The World Bank<\/span><\/b><span data-contrast=\"auto\"> arrived at their figures by using estimates from the <\/span><b><span data-contrast=\"auto\">Consumer Pyramid Survey of Households (CPSH),<\/span><\/b><span data-contrast=\"auto\"> a privately conducted survey by the <\/span><b><span data-contrast=\"auto\">Centre for Monitoring Indian Economy (CMIE).\u00a0<\/span><\/b> <span data-contrast=\"auto\">While their methodology is also questionable, they try to adjust for the anomalies of the CPSH surveys to arrive at estimates as close as possible to the NSS surveys.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559740&quot;:360}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">But the real issue is not just what happened to poverty and inequality, but also what factors contributed to poverty reduction.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559739&quot;:200,&quot;335559740&quot;:360}\">\u00a0<\/span><\/p>\n<h5><b><span data-contrast=\"auto\">What may have led to poverty reduction?<\/span><\/b><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559740&quot;:360}\">\u00a0<\/span><\/h5>\n<p><span data-contrast=\"auto\">Many of the initiatives, including the <\/span><b><span data-contrast=\"auto\">rural employment guarantee programme <\/span><\/b><span data-contrast=\"auto\">and <\/span><b><span data-contrast=\"auto\">the Food Security Act<\/span><\/b><span data-contrast=\"auto\"> have contributed to improvement in the lives of the poor, pulling them out of poverty. <\/span><\/p>\n<p><span data-contrast=\"auto\">There is also a role of the<strong> in-kind transfers<\/strong> through the <\/span><b><span data-contrast=\"auto\">subsidized food scheme under the Public Distribution System.<\/span><\/b><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559740&quot;:360}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\"><strong>&#8211;<\/strong> The expansion of the PDS during the pandemic has certainly contributed to reducing the misery of the poor. <\/span><\/p>\n<h5><b><span data-contrast=\"auto\">Way forward<\/span><\/b><\/h5>\n<p><span data-contrast=\"auto\">There is a need for <\/span><b><span data-contrast=\"auto\">strengthening the social safety nets<\/span><\/b><span data-contrast=\"auto\"> and<\/span><b><span data-contrast=\"auto\"> expenditure on food and livelihood schemes<\/span><\/b><span data-contrast=\"auto\"> given the challenge of economic recovery with rising inflation.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559739&quot;:200,&quot;335559740&quot;:360}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">An important message is also to <\/span><b><span data-contrast=\"auto\">strengthen the statistical system <\/span><\/b><span data-contrast=\"auto\">and make it <\/span><b><span data-contrast=\"auto\">independent of state interference.<\/span><\/b><\/p>\n<p><span data-contrast=\"auto\">Given the controversy over poverty estimates, it is all the more important that the government conducts the CES at the earliest and decides the yardstick of measuring poverty which is the poverty line.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559740&quot;:360}\">\u00a0<\/span><\/p>\n<p><b><span data-contrast=\"auto\">Source: <\/span><\/b><span data-contrast=\"auto\">This post is created based on the article <\/span><b><span data-contrast=\"auto\">\u201cPoverty estimates are a shot in the dark\u201d <\/span><\/b><span data-contrast=\"auto\">published on <\/span><b><span data-contrast=\"auto\">12th Apr 22<\/span><\/b><span data-contrast=\"auto\"> in <strong>The Indian Express.<\/strong><\/span><strong>\u00a0<\/strong><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Context: The government, which earlier used to conduct Consumption Expenditure Surveys (CES) and update poverty lines, has not released any data on this lately.\u00a0 The last consumption survey of 2017-18 was junked.
