What is the need for smart urban planning in India?<\/span><\/b>\u00a0<\/span><\/h5>\n

India is witnessing one of the largest urban growth spurts in history.\u00a0<\/span>\u00a0<\/span><\/p>\n

By the time <\/span>India turns 100, nearly half the population will be living in urban areas<\/span><\/b>, making it imperative to not only nurture India\u2019s megacities but also facilitate tier-2 and tier-3 cities to gear up for the future.<\/span>\u00a0<\/span><\/p>\n

Therefore, <\/span>the Union Budget 2022 <\/span><\/b>had announced the formation of a<\/span> high-level committee <\/span><\/b>of planners, economists and institutions to make recommendations on urban sector policies.\u00a0<\/span>\u00a0<\/span><\/p>\n

What are the challenges wrt urban infra in India?<\/span><\/b>\u00a0<\/span><\/h5>\n

Town and country planning acts in India have largely remained unchanged over the past 50 years, relying on techniques set up by the British.\u00a0<\/span>\u00a0<\/span><\/p>\n

Cities still <\/span>create land use and regulatory control-based master plans.<\/span><\/b> The focus of planning continues to be the strict division of the city into various homogeneous zones such as residential, commercial and industrial.<\/span>\u00a0<\/span><\/p>\n

Master plans face prolonged delays<\/span><\/b> in preparation, sanctioning and implementation. <\/span>Inter-agency negotiations remain out of the scope<\/span><\/b> of the master planning process. They tend to take a <\/span>static, broad-brush approach<\/span><\/b> to cities that have dynamic fine-grained structures and local specificities.\u00a0<\/span>\u00a0<\/span><\/p>\n

What measures need to be implemented? <\/span><\/b>\u00a0<\/span><\/h5>\n

Globally, cities are moving to the practice of developing <\/span>strategic plans and projects along with local area plans.<\/span><\/b>\u00a0<\/span><\/p>\n

The projects should be designed and developed in the context of land that can be made available and capital resources that can be raised.<\/span>\u00a0<\/span><\/p>\n

Strategic plans should be<\/span><\/b> developed every five years <\/span><\/b>to increase a city\u2019s competitiveness and help it achieve its strategic goals with respect to sustainability and economic development by identifying key projects to be implemented.<\/span>\u00a0<\/span><\/p>\n

Finally, <\/span>local area plans should be developed<\/span><\/b> to ensure the health, safety and welfare of citizens through public participation, contextualising local challenges, needs and ambitions.<\/span>\u00a0<\/span><\/p>\n

Cities should also aim to mainstream the<\/span> use of spatialised social, economic and environmental data<\/span><\/b> to create robust links across the urban- rural continuum.<\/span>\u00a0<\/span><\/p>\n

Way Forward<\/span><\/b><\/h5>\n

Building consensus around future growth and development, with a focus on climate action, economic and social integration, is crucial. Such a participatory process<\/strong> is what will help build a vibrant, inclusive and liveable urban India.<\/span>\u00a0<\/span><\/p>\n
