News: <\/span><\/b>Recently, the government issued a Gazette notification regarding the creation of the Indian Railway Management Service (IRMS)<\/strong>. <\/span><\/p>\n It has been created after merging 8 out of 10 Group-A Indian Railway services, and marks a paradigm shift in the management of one of the world\u2019s largest rail networks. <\/span>\u00a0<\/span><\/p>\n It is one of the <\/span>biggest bureaucratic transformations<\/span><\/b> in India since Independence, and will improve the <\/span>governance<\/span><\/b> in Indian railway. At present, Indian railways seem to be governed by the t<\/strong><\/span>op-heavy bureaucracy<\/span><\/b>.<\/span>\u00a0<\/span><\/p>\n It will create job opportunities for lakhs of applicants who apply through the Union Public Service Commission (UPSC).<\/span>\u00a0<\/span><\/p>\n The operation of Indian railways requires a coordinated work for maintaining safety of operations and ensuring the punctuality of trains. <\/span>\u00a0<\/span><\/p>\n India is aspiring to become a <\/span>$5 trillion economy<\/span><\/b> and an <\/span>economic powerhouse <\/span><\/b>in the near future. The Indian Railways will play a very crucial role in achieving<\/span>\u00a0<\/span><\/p>\n A reinvigorated bureaucracy is needed for implementation of various projects like <\/span>Gati Shakti initiative<\/span><\/b>, a network of <\/span>dedicated freight corridors<\/span><\/b>, <\/span>high speed rail corridors<\/span><\/b>, <\/span>station re-development projects<\/span><\/b>, the induction of <\/span>Vande Bharat trains<\/span><\/b> on a large scale, and other projects of strategic importance have been launched.\u00a0<\/span>\u00a0<\/span><\/p>\n The adoption of the <\/span>latest technology <\/span><\/b>and improving the efficiency of <\/span>logistics operations<\/span><\/b> require new future leaders.\u00a0<\/span>\u00a0<\/span><\/p>\n The <\/span>existing cadre of officers <\/span><\/b>(<\/em>8,000 senior officers of the Indian Railways)<\/em> need to be imparted with training. They have to work in coordination and not in silos.<\/span>\u00a0<\/span><\/p>\n The i<\/strong><\/span>nitial training<\/span><\/b> along with <\/span>mid-career training programmes<\/span><\/b> may be reoriented for newly recruited IRMS officers.\u00a0<\/span>\u00a0<\/span><\/p>\n The IRMS training needs to be a design based on competencies required for different leadership roles. For example, managing the <\/span>verticals of operations<\/span><\/b>, business development, infrastructure development and maintenance, traction and rolling stock, and finance and human resource management.\u00a0<\/span>\u00a0<\/span><\/p>\n Mission Karmayogi<\/span><\/b> of the Government of India can be used for mapping domain, function and behaviour-related competencies of the IRMS Officers.
