For example, <\/span>data on migrants<\/span><\/b> collected during the pandemic can be used for <\/span>effective public policy <\/span><\/b>on migrants.<\/span>\u00a0<\/span><\/p>\n It can lead to <\/span>informed public discourse<\/span><\/b>. It is critical for accountable and transparent governance in any democracy. For example, <\/span>The Right to Information<\/span><\/b> has been a useful instrument.<\/span>\u00a0<\/span><\/p>\n It can help tackle corruption and better targeting of beneficiaries<\/strong>.<\/span> The p<\/strong><\/span>olitical factors<\/span><\/b> prevent its <\/span>dissemination of data among<\/span><\/b> the public. There are fears that access to data can increase the <\/span>accountability<\/span><\/b> of the government and create a roadblock in the <\/span>administration<\/span><\/b>.\u00a0<\/span>\u00a0<\/span><\/p>\n The <\/span>autonomy of statistical agencies<\/span><\/b> is compromised for immediate political gains. For example, data from the <\/span>consumption survey 2017-18<\/span><\/b> has not yet been released. Similarly, the first PLFS 2017-18) was released only after the 2019 general election. <\/span><\/p>\n –<\/strong> The <\/span>Annual Survey of Industries (ASI)<\/span><\/b> has not been seriously treated. <\/span><\/p>\n –<\/strong> The Water and Sanitation Survey data 2018 has not been released.<\/span>\u00a0<\/span><\/p>\n The India government has been working upon the <\/span>UIDAI<\/span><\/b> and <\/span>JAM <\/span><\/b>(Jan Dhan-Aadhaar -Mobile). Huge amounts of data has been collected under JAM (Jandhan – Aadhaar – Mobile), thereby breaching privacy of the citizens.<\/span><\/p>\n The government has collected an enormous amount of data during the <\/span>pandemic <\/span><\/b>and immunisation process. However, the government has <\/span>suppressed information<\/span><\/b> on pandemic induced deaths.<\/span>\u00a0<\/span><\/p>\n The data divide between the state and its citizens is a potential threat to the<\/span> smooth functioning of a democracy<\/span><\/b>.\u00a0<\/span>\u00a0<\/span><\/p>\n It will not lead to full realization of the potential of modern technology.<\/span>\u00a0<\/span><\/p>\n The increased gathering of data and lack of sharing with citizens increases chances of the <\/span>surveillance state<\/span><\/b>. It can lead to breach of the <\/span>fundamental right to privacy<\/span><\/b> of the citizens of India<\/span>.<\/span><\/b>\u00a0<\/span>\u00a0<\/span><\/p>\n The use of data by <\/span>different stakeholders<\/span><\/b> will help the government in the improvement of the governance.\u00a0<\/span>\u00a0<\/span><\/p>\n The <\/span>statistical wings of the government<\/span><\/b> should be made independent.
