Around 34 minutes were taken for discussion on each bill. As a result, the MPs have rarely mustered in the House to record votes.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559739&quot;:160,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">MPs rarely have adequate resources to conduct <\/span><b><span data-contrast=\"none\">in-depth research<\/span><\/b><span data-contrast=\"none\">. In India, MPs gets an allowance of Rs 40,000 per month to hire <\/span><b><span data-contrast=\"none\">a legislative assistant<\/span><\/b><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559739&quot;:160,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">In India, long-term development plans are simply not subject to <\/span><b><span data-contrast=\"none\">parliamentary scrutiny<\/span><\/b><span data-contrast=\"none\">, with just annual outlays approved.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559739&quot;:160,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">In India, MPs do not have <\/span><b><span data-contrast=\"none\">freedom to take initiative<\/span><\/b><span data-contrast=\"none\">. For example, In the <\/span><b><span data-contrast=\"none\">UK<\/span><\/b><span data-contrast=\"none\">, seven private member bills have been passed since 2019, and In <\/span><b><span data-contrast=\"none\">Canada<\/span><\/b><span data-contrast=\"none\">, six private member bills have been passed. <\/span><\/p>\n<p><span data-contrast=\"none\">However, In <\/span><b><span data-contrast=\"none\">India<\/span><\/b><span data-contrast=\"none\"> just 14 private member bills have been passed by both Houses since 1952. For example, the <\/span><b><span data-contrast=\"none\">Parliamentary Proceedings (Protection of Publication) Act (1956<\/span><\/b><span data-contrast=\"none\">) was a private member bill. In India, MPs have the limited ability to drive change in their constituencies.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559739&quot;:160,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">India has <\/span><b><span data-contrast=\"none\">institutional mechanisms<\/span><\/b><span data-contrast=\"none\"> to <\/span><b><span data-contrast=\"none\">stifle debate<\/span><\/b><span data-contrast=\"none\"> and to <\/span><b><span data-contrast=\"none\">limit initiative by MPs<\/span><\/b><span data-contrast=\"none\">. For example, the anti-defection law punishes any errant MP or MLA. This law has disincentivise MPs. They go by the direction of the <\/span><b><span data-contrast=\"none\">whip.<\/span><\/b><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559739&quot;:160,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<h5><b><span data-contrast=\"none\">What steps should be taken?<\/span><\/b><\/h5>\n<p><span data-contrast=\"none\">India can adopt the <\/span><b><span data-contrast=\"none\">Philippines model<\/span><\/b><span data-contrast=\"none\"> for India\u2019s MPLAD programme. The Philippine\u2019s <\/span><b><span data-contrast=\"none\">Priority Development Assistance Fund <\/span><\/b><span data-contrast=\"none\">provides funds to senators for small-scale infrastructure and community projects. Its usher\u2019s <\/span><b><span data-contrast=\"none\">constituency-specific development<\/span><\/b><span data-contrast=\"none\">.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559739&quot;:160,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">The anti-defection law has not served its purpose. It should simply be<strong> scrapped.<\/strong> If not, MPs will not be lawmakers who ideate and debate.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559739&quot;:160,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">In <\/span><b><span data-contrast=\"none\">comparison<\/span><\/b><span data-contrast=\"none\"> to other democracies like the US and the UK (92000 people), Indian MPs represent a large number of <\/span><b><span data-contrast=\"none\">representatives<\/span><\/b><span data-contrast=\"none\"> i.e., over <\/span><b><span data-contrast=\"none\">25 lakh citizens<\/span><\/b><span data-contrast=\"none\">.
