News<\/span><\/b>: Recently, the Chief Ministers of Assam and Meghalaya signed an agreement to resolve the <\/span>five-decade-old border dispute<\/span><\/b>. <\/span><\/p>\n Simultaneously, the Union Ministry of Home Affairs (MHA) decided to reduce the disturbed areas in Assam, Nagaland and Manipur after decades declared under the <\/span>Armed Forces (Special Powers) Act (AFSPA).<\/span><\/b>\u00a0<\/span>\u00a0<\/span><\/p>\n It includes (a)<\/strong> ending all <\/span>disputes<\/span><\/b>; (b)<\/strong> ushering in <\/span>economic progress<\/span><\/b> and taking the region\u2019s contribution to GDP back to its <\/span>pre-Independence levels<\/span><\/b>; and (c)<\/strong> maintaining and <\/span>preserving<\/span><\/b> the region\u2019s languages, dialects, dance, music, food, and culture and make it attractive for the whole country.\u00a0<\/span>\u00a0<\/span><\/p>\n The Union government wants to make the northeastern region the main pillar of the <\/span>Act East policy.<\/span><\/b>\u00a0<\/span>\u00a0<\/span><\/p>\n An <\/span>agreement<\/span><\/b> has been signed between <\/span>Assam<\/span><\/b> and <\/span>Meghalaya<\/span><\/b>. However, progress is being made in the other disputes. The state\u2019s border disputes dialogues are continuing at a steady pace with <\/span>Meghalaya, Arunachal Pradesh, Nagaland <\/span><\/b>and <\/span>Mizor<\/span><\/b>am. For example, Assam and Nagaland agreed to settle their dispute out of court.\u00a0<\/span>\u00a0<\/span><\/p>\n The <\/span>regular engagements<\/span><\/b> are being undertaken to maintain <\/span>peace<\/span><\/b> and work out a p<\/strong><\/span>ermanent solution.<\/span><\/b>\u00a0<\/span><\/p>\n The MHA has been undertaking informal talks with various stakeholders for the removal of AFSPA.\u00a0<\/span>\u00a0<\/span><\/p>\n The government has reached <\/span>peace agreements<\/span><\/b> with a number of insurgent groups. <\/span><\/p>\n –<\/strong> For example, the <\/span>NLFT Tripura Agreement 2019<\/span><\/b>, the<\/span> Bru Agreement 2020,<\/span><\/b> the <\/span>Bodo Peace Accord 2020 <\/span><\/b>and the <\/span>Karbi Anglong Agreement 2021.<\/span><\/b> The militants have surrendered and declared cessation of violence. In 2021, militancy incidents had reduced by 74% compared to 2014 and deaths of security personnel and civilians have also come down by 60% and 84% respectively, during this period.<\/span>\u00a0<\/span><\/p>\n The AFSPA was <\/span>completely removed<\/span><\/b> from <\/span>Tripura<\/span><\/b> in 2015 and <\/span>Meghalaya<\/span><\/b> in 2018. In 2022, The disturbed areas tag was removed from various parts of Assam, Manipur and Nagaland. This has led to removal of AFSPA.<\/span>\u00a0<\/span><\/p>\n The developments are significant for <\/span>restoring<\/span><\/b> normalcy<\/span><\/b> in the north-eastern region.
