{"id":180686,"date":"2022-04-22T19:31:07","date_gmt":"2022-04-22T14:01:07","guid":{"rendered":"https:\/\/blog.forumias.com\/?p=180686"},"modified":"2022-04-22T19:31:07","modified_gmt":"2022-04-22T14:01:07","slug":"explained-how-government-procures-wheat","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/explained-how-government-procures-wheat\/","title":{"rendered":"Explained: How government procures wheat"},"content":{"rendered":"\n<h5><b>What is the News?<\/b><\/h5>\n<p><span style=\"font-weight: 400;\">The procurement of wheat is underway in several states.<\/span><\/p>\n<h5><b>Why does the Government procure Wheat?<\/b><\/h5>\n<p><span style=\"font-weight: 400;\">The Government policy of procurement of Food grains such as rice, wheat, and coarse grains has broad objectives of ensuring Minimum Support Price(MSP) to the farmers and availability of food grains to the weaker sections at affordable prices.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">It also ensures effective market intervention thereby keeping the prices under check and also adding to the overall food security of the country.\u00a0<\/span><\/p>\n<h5><b>How is the procurement of wheat carried out?<\/b><\/h5>\n<p><span style=\"font-weight: 400;\">The Food Corporation of India(FCI) along with State Government Agencies(SGAs) procures wheat. The FCI\u2019s wheat procurement system can be <\/span><b>decentralized (DCP) or centralized (non-DCP).<\/b><\/p>\n<p><b>Under the centralized system, <\/b>in<span style=\"font-weight: 400;\"> states like Punjab and Haryana, FCI\/state agencies procure wheat from farmers through arhtiyas (commission agents) as per the state APMC Act. In other states, wheat (or paddy) is procured directly from the farmers by FCI or SGAs.<\/span><\/p>\n<p><b>Under the decentralized procurement system, <\/b><span style=\"font-weight: 400;\">state governments or their agencies procure, store, and distribute \u2014 against the Government of India\u2019s allocation for the targeted public distribution system and other welfare schemes(OWS).<\/span><\/p>\n<h5><b>What is the price the government pays?<\/b><\/h5>\n<p><span style=\"font-weight: 400;\">The government buys wheat at the MSP which it declares before the sowing of the crop every year on the recommendation of the Commission for Agricultural Cost and Prices (CACP).\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">MSPs are currently applicable on 23 farm commodities, including wheat and rice.
