{"id":180727,"date":"2022-04-22T20:26:13","date_gmt":"2022-04-22T14:56:13","guid":{"rendered":"https:\/\/blog.forumias.com\/?p=180727"},"modified":"2022-04-22T20:26:13","modified_gmt":"2022-04-22T14:56:13","slug":"on-digital-banking-units-dbus-digital-delivery","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/on-digital-banking-units-dbus-digital-delivery\/","title":{"rendered":"On Digital Banking Units (DBUs): Digital delivery"},"content":{"rendered":"\n<p><strong>Context<\/strong>: <span class=\"p-content paywall\">The Union finance minister recently made a declaration at the Atlantic Council think tank that the government is planning to set up as many as 75 digital-only banks or non-banking financial companies (NBFCs). <\/span><\/p>\n<p><span class=\"p-content paywall\">Digital Banking Units (DBUs) could transform access to financial services in remote areas where the physical delivery of such services is difficult<\/span><\/p>\n<h5>Is the Govt move justified?<\/h5>\n<p><span class=\"p-content paywall\">35-odd commercial banks and well over a hundred NBFCs are already looking at this space. <\/span><\/p>\n<p><span class=\"p-content paywall\">If instead, the govt wants to establish 75 new digital entities, this appears unnecessary \u2014 as the RBI reports indicate, the DBU space is already crowded and likely to become more so.<br \/>\n<\/span><\/p>\n<h5>What are the Digital Banking Units (DBUs)?<\/h5>\n<p><span class=\"p-content paywall\">As per the RBI,<\/span><\/p>\n<p><span class=\"p-content paywall\"><em>A DBU is defined as a business unit, or hub, with the infrastructure for delivering digital banking products and services.<\/em> <\/span><em><span class=\"p-content paywall\">At a DBU, everything from customer acquisition, to product delivery, to service provision will be done facelessly and in a paperless manner through digital interfaces.<\/span><\/em><\/p>\n<h5>What are the pros and cons of DBUs?<\/h5>\n<p><span style=\"text-decoration: underline;\"><strong>Pros<\/strong><\/span><\/p>\n<p><span class=\"p-content paywall\"><strong>&#8211;<\/strong> DBUs<strong> reduce the locational hassles<\/strong> of accessing financial services, <\/span><span class=\"p-content paywall\">since the entire process is online. <\/span><\/p>\n<p><span class=\"p-content paywall\"><strong>&#8211;<\/strong> They also increase the <strong>convenience of product comparison.<\/strong> <\/span><\/p>\n<p><span style=\"text-decoration: underline;\"><strong>Cons<\/strong><\/span><\/p>\n<p><span class=\"p-content paywall\"><strong>Choice overload<\/strong>: As customers can easily compare the terms and conditions offered, they may run into what behavioural scientists like Sheena Iyengar call \u201cchoice overload\u201d, given the high levels of competition.<\/span><\/p>\n<h5>What is the current and the future scope of digital lending in India?<\/h5>\n<p><span class=\"p-content paywall\">The RBI data indicates that \u201cfaceless\u201d digital lending has grown exponentially, contributing well over half of all NBFC loans and around 6% of bank loans.<br \/>\n<\/span><\/p>\n<p><span class=\"p-content paywall\">Given the sector regulator\u2019s liberal stance, there will be a <strong>natural expansion of DBUs<\/strong>. All scheduled commercial banks and NBFCs will enter the DBU space because they must, to remain competitive. Given the convenience of going digital, <strong>more retail customers will also shop online<\/strong> for the best terms available across an array of financial products.<\/span><\/p>\n<h5>What are the RBI&#8217;s suggestions on opening of DBUs?<\/h5>\n<p><span class=\"p-content paywall\">The RBI has suggested scheduled commercial banks can open such DBUs without seeking specific permission. <\/span><\/p>\n<p><span class=\"p-content paywall\">It has specifically excluded regional rural banks, payments banks, and local area banks from opening DBUs.<\/span><\/p>\n<p><span class=\"p-content paywall\">But, it is silent on the subject of NBFCs, which can presumably open such outlets in the absence of prohibition.<br \/>\n<\/span><\/p>\n<h5>What is the way forward?<\/h5>\n<p><span class=\"p-content paywall\">The regulator has already taken cognisance of the digital space and issued clear instructions, though <strong>more tweaks and fine-tuning may prove necessary.<\/strong> <\/span><\/p>\n<p><span class=\"p-content paywall\">The RBI will have to <strong>oversee DBUs<\/strong> to enforce acceptable levels of interoperability, compatible standards, data protection, and cyber-security. <\/span><\/p>\n<p><span class=\"p-content paywall\">The government\u2019s responsibility should be to <strong>ensure the minimisation of red tape<\/strong> in establishing and running DBUs.<\/span><\/p>\n<p><span class=\"p-content paywall\">Furthermore, it needs to ensure that the <strong>telecom infrastructure is up to the task of handling higher data flows<\/strong>, especially in rural and remote areas.<\/span><\/p>\n<p><strong>Source<\/strong>: This post is based on the article \u201c<strong>Digital delivery<\/strong>\u201d published in the <strong>Business Standard<\/strong> on <strong>21st Apr 22<\/strong>.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Context: The Union finance minister recently made a declaration at the Atlantic Council think tank that the government is planning to set up as many as 75 digital-only banks or non-banking financial companies (NBFCs).
