News<\/span><\/b>: Recently, <\/span>food Inflation<\/span><\/b> has become a <\/span>global phenomenon, <\/span><\/b>with several countries going through spells of high inflation. Those afflicted include major developed countries such as US, UK and parts of Europe, and the developing countries such as India, Brazil, and Mexico.<\/span>\u00a0<\/span><\/p>\n The <\/span>Wholesale price index (WPI)<\/span><\/b> has been in double digits for a year. It shows a trend of rising inflation in food items. For example, oilseeds, cereals, wheat, maize and barley have been witnessing <\/span>double-digit inflation<\/span><\/b>.\u00a0<\/span>\u00a0<\/span><\/p>\n The <\/span>Food and Agriculture Organization\u2019s (FAO) food price index<\/span><\/b> is at the highest level since the series began in 1990.\u00a0<\/span>\u00a0<\/span><\/p>\n A sustained spell of inflation is likely to dampen <\/span>growth<\/span><\/b> efforts. It is likely to cause hardship for most of the population already suffering from a sharp slowdown.\u00a0<\/span>\u00a0<\/span><\/p>\n It may lead to more job losses, decline in incomes and wages.<\/strong> <\/span><\/p>\n In addition, the inflation may threaten food security<\/strong> in the country.<\/span>\u00a0<\/span><\/p>\n Fortunately, high wholesale food inflation (WPI) has not been translated to the<\/span> consumer price index (CPI)<\/span><\/b> showing retail inflation. Recently, the retail inflation was around 7%. The reason is:<\/span>\u00a0<\/span><\/p>\n (1) Since the covid pandemic struck India. The government\u2019s intervention has been timely undertaken. For example, the government has launched the <\/span>Prime Minister Garib Kalyan Anna Yojana (PMGKAY)<\/span><\/b> which provides staple cereals, pulses and edible oil to protect the poor and vulnerable. It has also helped keep food prices low.<\/span>\u00a0<\/span><\/p>\n Geopolitical crisis<\/span><\/b> like the Ukraine war – Presently, this has led to <\/span>supply shocks <\/span><\/b>across the world\u00a0<\/span>\u00a0<\/span><\/p>\n I<\/span>Rising oil prices<\/span><\/b>. This has led to a surge in <\/span>global demand for biofuels<\/span><\/b>, which can be derived from cereals like maize. The biofuels will act as <\/span>substitutes<\/span><\/b> for <\/span>petroleum products<\/span><\/b>.\u00a0<\/span>\u00a0<\/span><\/p>\n There have been <\/span>supply shocks<\/span><\/b> caused by <\/span>adverse weather conditions<\/span><\/b> in some cereal producing countries.\u00a0<\/span>\u00a0<\/span><\/p>\n Another factor that is likely to put <\/span>upward pressure<\/span><\/b> on food prices is the rising cost of inputs, particularly of <\/span>energy<\/span><\/b> and <\/span>fertilizers<\/span><\/b>. Both of these are linked to hydrocarbon costs.\u00a0<\/span>\u00a0<\/span><\/p>\n In India, matters are going to get <\/span>complicated<\/span><\/b> due to the <\/span>domestic supply situation<\/span><\/b>. The production is likely to be <\/span>lower-than-expected<\/span><\/b> in the rabi season. There have been extreme weather events.\u00a0<\/span>\u00a0<\/span><\/p>\n The stocks in our central pool have depleted. There is likely to be <\/span>less state procurement. <\/span><\/b>The<\/span> private traders and food processing companies have increased their purchases.<\/span>\u00a0<\/span><\/p>\n Way Forward<\/span><\/b>\u00a0<\/span><\/p>\n The country needs to maintain sufficient stocks to be able to contain consumer prices through open market sales.\u00a0<\/span>\u00a0<\/span><\/p>\n There is a requirement to <\/span>expand<\/span><\/b> the <\/span>PDS<\/span><\/b> system<\/span><\/b>. The government should keep it longer than planned.
