The former used the <\/span><b><span data-contrast=\"none\">Consumer Pyramid Household Surveys (CPHS)<\/span><\/b><span data-contrast=\"none\"> and the latter used the <\/span><b><span data-contrast=\"none\">NSO Consumer Expenditure Survey<\/span><\/b><span data-contrast=\"none\"> for the poverty related assessment.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:2,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559739&quot;:160,&quot;335559740&quot;:420}\">\u00a0<\/span><\/p>\n<h5><b><span data-contrast=\"none\">What are the findings related to India\u2019s poverty level in the last few years?\u00a0<\/span><\/b><span data-ccp-props=\"{&quot;201341983&quot;:2,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559739&quot;:160,&quot;335559740&quot;:420}\">\u00a0<\/span><\/h5>\n<p><span data-contrast=\"none\">Both the WB and IMF papers claim that <\/span><b><span data-contrast=\"none\">extreme poverty<\/span><\/b><span data-contrast=\"none\"> based on the <\/span><b><span data-contrast=\"none\">international definition<\/span><\/b><span data-contrast=\"none\"> of <\/span><b><span data-contrast=\"none\">$1.90 per capita per day<\/span><\/b><span data-contrast=\"none\"> (in <\/span><b><span data-contrast=\"none\">purchasing power parity (PPP<\/span><\/b><span data-contrast=\"none\">) has declined in India. As per the WB it was 10.2% of the country\u2019s population in 2019. As per the IMF it was 0.77% in 2019 and 0.86% in 2020.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:2,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559739&quot;:160,&quot;335559740&quot;:420}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">In case of the poverty line scaled up to <\/span><b><span data-contrast=\"none\">$3.2 PPP:<\/span><\/b><span data-contrast=\"none\"> (1) the IMF claimed that the poverty would be at 14.2% of the country\u2019s population in 2019 in India, and (2). As per the WB, it would be 44.9%.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:2,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559739&quot;:160,&quot;335559740&quot;:420}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">In addition, as per the <\/span><b><span data-contrast=\"none\">multi-dimensional poverty index (MPI),<\/span><\/b><span data-contrast=\"none\"> Indian poverty was at 25% in 2015. It was calculated using <\/span><b><span data-contrast=\"none\">twelve key components<\/span><\/b><span data-contrast=\"none\"> from areas such as health and nutrition, education and standard of living.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:2,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559739&quot;:160,&quot;335559740&quot;:420}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">By 2019-20, it is expected that MPI would have further declined as the access to health, education and other basic facilities has significantly improved amongst the poor, especially after 2015.<\/span><\/p>\n<p><b><span data-contrast=\"none\">What were the factors behind decline in India\u2019s poverty levels?<\/span><\/b><br \/>\n<span data-contrast=\"none\">The government has been providing massive food grain subsidy under the <\/span><b><span data-contrast=\"none\">National Food Security Act (NFSA, 2013)<\/span><\/b><span data-contrast=\"none\"> and<\/span><b><span data-contrast=\"none\"> PM Garib Kalyan Anna Yojana (PMGKAY). <\/span><\/b><span data-contrast=\"none\">These measures had direct effect including during the pandemic period.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:2,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559739&quot;:160,&quot;335559740&quot;:420}\">\u00a0<\/span><\/p>\n<h5><b><span data-contrast=\"none\">What are the issues with distribution of free food to millions of people in the name of food security? <\/span><\/b><span data-ccp-props=\"{&quot;201341983&quot;:2,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559739&quot;:160,&quot;335559740&quot;:420}\">\u00a0<\/span><\/h5>\n<p><span data-contrast=\"none\">This is a <\/span><b><span data-contrast=\"none\">vote bank<\/span><\/b><span data-contrast=\"none\"> politics game. <\/span><\/p>\n<p><span data-contrast=\"none\">It involves<\/span><b><span data-contrast=\"none\"> freebies <\/span><\/b><span data-contrast=\"none\">rather than a <\/span><b><span data-contrast=\"none\">prudent policy<\/span><\/b><span data-contrast=\"none\">. <\/span><\/p>\n<p><span data-contrast=\"none\"><strong>&#8211;<\/strong> For example, the pandemic has ebbed and the economy has bounced back. But the Pradhan Mantri Garib Kalyan Anna Yojana (PMGKAY) launched as a <\/span><b><span data-contrast=\"none\">special relief scheme<\/span><\/b><span data-contrast=\"none\"> during Covid-Pandemic has still been extended without a proper rational.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:2,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559739&quot;:160,&quot;335559740&quot;:420}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">The freebies strain reduces <\/span><b><span data-contrast=\"none\">public investments<\/span><\/b><span data-contrast=\"none\">, strain the <\/span><b><span data-contrast=\"none\">fiscal situation<\/span><\/b><span data-contrast=\"none\"> and will also hamper <\/span><b><span data-contrast=\"none\">potential job creation<\/span><\/b><span data-contrast=\"none\">.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:2,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559739&quot;:160,&quot;335559740&quot;:420}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">India\u2019s <\/span><b><span data-contrast=\"none\">public grain management system<\/span><\/b><span data-contrast=\"none\"> is crying out for reforms. For example, The <\/span><b><span data-contrast=\"none\">High-Level Committee on restructuring FCI<\/span><\/b><span data-contrast=\"none\"> pointed out that it amounts to more than 40% leakage.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:2,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559739&quot;:160,&quot;335559740&quot;:420}\">\u00a0<\/span><\/p>\n<h5><b><span data-contrast=\"none\">Way Forward<\/span><\/b><span data-ccp-props=\"{&quot;201341983&quot;:2,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559739&quot;:160,&quot;335559740&quot;:420}\">\u00a0<\/span><\/h5>\n<p><span data-contrast=\"none\">There is a need for reforming this system of free food. The former <\/span><b><span data-contrast=\"none\">PM Atal Bihari Vajpayee\u2019s<\/span><\/b><span data-contrast=\"none\"> approach can be adopted. The <\/span><b><span data-contrast=\"none\">Antyodaya Anna Yojana (AAY)<\/span><\/b><span data-contrast=\"none\">for poorest of poor should be focused (more rations at a higher subsidy). For the remaining <\/span><b><span data-contrast=\"none\">below poverty line (BPL)<\/span><\/b><span data-contrast=\"none\"> families, the 50% of the procurement price can be charged. The <\/span><b><span data-contrast=\"none\">above poverty line<\/span><\/b><span data-contrast=\"none\"> families (APL) can be charged 90% of the procurement price.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:2,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559739&quot;:160,&quot;335559740&quot;:420}\">\u00a0<\/span><\/p>\n<p><b><span data-contrast=\"none\">Technology<\/span><\/b><span data-contrast=\"none\"> can help identify the poor. The government can use that saving for investments in Agri-R&amp;D, rural infrastructure (irrigation, roads, markets) and innovations.
