News<\/span><\/b>: Recently, the <\/span>World Bank<\/span><\/b> and the <\/span>IMF<\/span><\/b> released the working papers which has led to a renewed debate on poverty in India. The former used the <\/span>Consumer Pyramid Household Surveys (CPHS)<\/span><\/b> and the latter used the <\/span>NSO Consumer Expenditure Survey<\/span><\/b> for the poverty related assessment.<\/span>\u00a0<\/span><\/p>\n Both the WB and IMF papers claim that <\/span>extreme poverty<\/span><\/b> based on the <\/span>international definition<\/span><\/b> of <\/span>$1.90 per capita per day<\/span><\/b> (in <\/span>purchasing power parity (PPP<\/span><\/b>) has declined in India. As per the WB it was 10.2% of the country\u2019s population in 2019. As per the IMF it was 0.77% in 2019 and 0.86% in 2020.<\/span>\u00a0<\/span><\/p>\n In case of the poverty line scaled up to <\/span>$3.2 PPP:<\/span><\/b> (1) the IMF claimed that the poverty would be at 14.2% of the country\u2019s population in 2019 in India, and (2). As per the WB, it would be 44.9%.\u00a0<\/span>\u00a0<\/span><\/p>\n In addition, as per the <\/span>multi-dimensional poverty index (MPI),<\/span><\/b> Indian poverty was at 25% in 2015. It was calculated using <\/span>twelve key components<\/span><\/b> from areas such as health and nutrition, education and standard of living.\u00a0<\/span>\u00a0<\/span><\/p>\n By 2019-20, it is expected that MPI would have further declined as the access to health, education and other basic facilities has significantly improved amongst the poor, especially after 2015.<\/span><\/p>\n What were the factors behind decline in India\u2019s poverty levels?<\/span><\/b> This is a <\/span>vote bank<\/span><\/b> politics game. <\/span><\/p>\n It involves<\/span> freebies <\/span><\/b>rather than a <\/span>prudent policy<\/span><\/b>. <\/span><\/p>\n –<\/strong> For example, the pandemic has ebbed and the economy has bounced back. But the Pradhan Mantri Garib Kalyan Anna Yojana (PMGKAY) launched as a <\/span>special relief scheme<\/span><\/b> during Covid-Pandemic has still been extended without a proper rational.\u00a0<\/span>\u00a0<\/span><\/p>\n The freebies strain reduces <\/span>public investments<\/span><\/b>, strain the <\/span>fiscal situation<\/span><\/b> and will also hamper <\/span>potential job creation<\/span><\/b>.\u00a0<\/span>\u00a0<\/span><\/p>\n India\u2019s <\/span>public grain management system<\/span><\/b> is crying out for reforms. The FCI\u2019s wheat and rice stocks extend way beyond the <\/span>buffer stock norm<\/span><\/b>.<\/span>\u00a0<\/span><\/p>\n It is better to <\/span>teach<\/span><\/b> a person how to <\/span>catch<\/span><\/b> a fish than to give him\/her a <\/span>free fish<\/span><\/b> every day. It cannot inspire a society to grow.\u00a0<\/span>\u00a0<\/span><\/p>\n There are issues of massive leakages in the PDS. For example, The <\/span>High-Level Committee on restructuring FCI<\/span><\/b> pointed out that it amounts to more than 40% leakage.<\/span>\u00a0<\/span><\/p>\n There is a need for reforming this system of free food. The former <\/span>PM Atal Bihari Vajpayee\u2019s<\/span><\/b> approach can be adopted. The <\/span>Antyodaya Anna Yojana (AAY)<\/span><\/b>for poorest of poor should be focused (more rations at a higher subsidy). For the remaining <\/span>below poverty line (BPL)<\/span><\/b> families, the 50% of the procurement price can be charged. The <\/span>above poverty line<\/span><\/b> families (APL) can be charged 90% of the procurement price.<\/span>\u00a0<\/span><\/p>\n Technology<\/span><\/b> can help identify the poor. This will make PDS more targeted and lead to <\/span>cost savings.\u00a0<\/span><\/b>\u00a0<\/span><\/p>\n The <\/span>targeted beneficiaries<\/span><\/b> should be given the option of receiving cash instead of providing grains.\u00a0<\/span>\u00a0<\/span><\/p>\n The reform can lead to generation of <\/span>savings<\/span><\/b>. The government can use that saving for investments in Agri-R&D, rural infrastructure (irrigation, roads, markets) and innovations.
