For example, <\/span><b><span data-contrast=\"none\">P C Mahalanobis Model<\/span><\/b><span data-contrast=\"none\"> in India failed to integrate labour with capital and capital with the labour in the Indian economy.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:2,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559739&quot;:160,&quot;335559740&quot;:420}\">\u00a0<\/span><\/p>\n<h5><b><span data-contrast=\"none\">What are measures that can be taken?<\/span><\/b><\/h5>\n<p><span data-contrast=\"none\">(A) The government can enable the <\/span><b><span data-contrast=\"none\">degree apprentices<\/span><\/b><span data-contrast=\"none\">, a<\/span><b><span data-contrast=\"none\"> tripartite contract<\/span><\/b><span data-contrast=\"none\"> between an employer, university, and the youth. It will build a robust skill system and the<\/span><b><span data-contrast=\"none\"> world\u2019s largest apprenticeship system<\/span><\/b><span data-contrast=\"none\"> for 10 million young people.\u00a0 <\/span><b><span data-contrast=\"none\">The five design principles of the degree apprentice model<\/span><\/b><span data-ccp-props=\"{&quot;201341983&quot;:2,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559739&quot;:160,&quot;335559740&quot;:420}\">\u00a0<\/span><\/p>\n<p><b><span data-contrast=\"none\">&#8211; Learning while earning<\/span><\/b><span data-contrast=\"none\">: The <\/span><b><span data-contrast=\"none\">Degree apprentices programme<\/span><\/b><span data-contrast=\"none\"> involves <\/span><b><span data-contrast=\"none\">stipends<\/span><\/b><span data-contrast=\"none\"> and scholarships payments. The employers will be willing to pay because of the high return. The graduates have better productivity, lower attrition, and lower time needed to fill open jobs. Therefore,\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:2,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559739&quot;:160,&quot;335559740&quot;:420}\">\u00a0<\/span><\/p>\n<p><b><span data-contrast=\"none\">&#8211; Learning by doing:<\/span><\/b><span data-contrast=\"none\"> The skill system should be based on <\/span><b><span data-contrast=\"none\">demand<\/span><\/b><span data-contrast=\"none\"> rather than driven by <\/span><b><span data-contrast=\"none\">supply<\/span><\/b><span data-contrast=\"none\">. Now more focus should be given on <\/span><b><span data-contrast=\"none\">soft skills<\/span><\/b><span data-contrast=\"none\"> rather than hard skills. The degree apprenticeships programme and the employers should integrate a <\/span><b><span data-contrast=\"none\">practical<\/span><\/b><span data-contrast=\"none\"> and <\/span><b><span data-contrast=\"none\">theoretical curriculum<\/span><\/b><span data-contrast=\"none\"> with actual doing.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:2,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559739&quot;:160,&quot;335559740&quot;:420}\">\u00a0<\/span><\/p>\n<p><b><span data-contrast=\"none\">&#8211; Learning with flexible delivery<\/span><\/b><span data-contrast=\"none\">: Skills can be learnt in <\/span><b><span data-contrast=\"none\">four classrooms<\/span><\/b><span data-contrast=\"none\">: <\/span><b><span data-contrast=\"none\">On-the-job<\/span><\/b><span data-contrast=\"none\"> (apprenticeships), <\/span><b><span data-contrast=\"none\">online<\/span><\/b><span data-contrast=\"none\">, <\/span><b><span data-contrast=\"none\">on-campus,<\/span><\/b><span data-contrast=\"none\"> and <\/span><b><span data-contrast=\"none\">onsite<\/span><\/b><span data-contrast=\"none\"> (faculty coming to workplaces). All Institutions offering degree apprenticeships should <\/span><b><span data-contrast=\"none\">combine<\/span><\/b><span data-contrast=\"none\"> the <\/span><b><span data-contrast=\"none\">four classrooms<\/span><\/b><span data-contrast=\"none\"> in varying proportions depending on the needs, abilities, and means of different employers and young job seekers.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:2,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559739&quot;:160,&quot;335559740&quot;:420}\">\u00a0<\/span><\/p>\n<p><b><span data-contrast=\"none\">&#8211; Learning with qualification modularity<\/span><\/b><span data-contrast=\"none\">: There should be no policy distinction between <\/span><b><span data-contrast=\"none\">vocational <\/span><\/b><span data-contrast=\"none\">and <\/span><b><span data-contrast=\"none\">degree education. <\/span><\/b><span data-contrast=\"none\">These distinctions were strengthened with the Radhakrishnan Report (1948), Kothari Commission (1968), and New National Policy on Education (1986).<\/span><span data-ccp-props=\"{&quot;201341983&quot;:2,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559739&quot;:160,&quot;335559740&quot;:420}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\"><strong>&#8211;<\/strong> <\/span><b><span data-contrast=\"none\">Learning with signalling value<\/span><\/b><span data-contrast=\"none\">:\u202fIn India, there are strict entry and exit rules in the higher education system like <\/span><b><span data-contrast=\"none\">tight entry gates<\/span><\/b><span data-contrast=\"none\"> (IIMs\/IITs) or <\/span><b><span data-contrast=\"none\">tight exit gates<\/span><\/b><span data-contrast=\"none\"> (chartered accountants). Therefore, these regulations should be eased for <\/span><b><span data-contrast=\"none\">massifying higher education<\/span><\/b><span data-contrast=\"none\">.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:2,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559739&quot;:160,&quot;335559740&quot;:420}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">(B)\u00a0<\/span> <span data-contrast=\"none\">The NEP 2020 proposes to remove partitions between schools, skills, and college.
