Context: <\/span><\/b>In a rapidly changing world, there is a need to talk about<\/span> skill development<\/span><\/b> and predicting where jobs will be in 2032.<\/span>\u00a0<\/span><\/p>\n It is difficult to predict what jobs will be created in the long run. <\/span><\/p>\n Also, <\/span>India\u2019s mental models <\/span><\/b>for skill related policies were not only inefficient but dangerous. For example, <\/span>P C Mahalanobis Model<\/span><\/b> in India failed to integrate labour with capital and capital with the labour in the Indian economy.\u00a0<\/span>\u00a0<\/span><\/p>\n (A) The government can enable the <\/span>degree apprentices<\/span><\/b>, a<\/span> tripartite contract<\/span><\/b> between an employer, university, and the youth. It will build a robust skill system and the<\/span> world\u2019s largest apprenticeship system<\/span><\/b> for 10 million young people.\u00a0 <\/span>The five design principles of the degree apprentice model<\/span><\/b>\u00a0<\/span><\/p>\n – Learning while earning<\/span><\/b>: The <\/span>Degree apprentices programme<\/span><\/b> involves <\/span>stipends<\/span><\/b> and scholarships payments. The employers will be willing to pay because of the high return. The graduates have better productivity, lower attrition, and lower time needed to fill open jobs. Therefore,\u00a0<\/span>\u00a0<\/span><\/p>\n – Learning by doing:<\/span><\/b> The skill system should be based on <\/span>demand<\/span><\/b> rather than driven by <\/span>supply<\/span><\/b>. Now more focus should be given on <\/span>soft skills<\/span><\/b> rather than hard skills. The degree apprenticeships programme and the employers should integrate a <\/span>practical<\/span><\/b> and <\/span>theoretical curriculum<\/span><\/b> with actual doing.<\/span>\u00a0<\/span><\/p>\n – Learning with flexible delivery<\/span><\/b>: Skills can be learnt in <\/span>four classrooms<\/span><\/b>: <\/span>On-the-job<\/span><\/b> (apprenticeships), <\/span>online<\/span><\/b>, <\/span>on-campus,<\/span><\/b> and <\/span>onsite<\/span><\/b> (faculty coming to workplaces). All Institutions offering degree apprenticeships should <\/span>combine<\/span><\/b> the <\/span>four classrooms<\/span><\/b> in varying proportions depending on the needs, abilities, and means of different employers and young job seekers.\u00a0<\/span>\u00a0<\/span><\/p>\n – Learning with qualification modularity<\/span><\/b>: There should be no policy distinction between <\/span>vocational <\/span><\/b>and <\/span>degree education. <\/span><\/b>These distinctions were strengthened with the Radhakrishnan Report (1948), Kothari Commission (1968), and New National Policy on Education (1986).<\/span>\u00a0<\/span><\/p>\n –<\/strong> <\/span>Learning with signalling value<\/span><\/b>:\u202fIn India, there are strict entry and exit rules in the higher education system like <\/span>tight entry gates<\/span><\/b> (IIMs\/IITs) or <\/span>tight exit gates<\/span><\/b> (chartered accountants). Therefore, these regulations should be eased for <\/span>massifying higher education<\/span><\/b>.<\/span>\u00a0<\/span><\/p>\n (B)\u00a0<\/span> The NEP 2020 proposes to remove partitions between schools, skills, and college.
