Context<\/strong>: Recently, the NITI Aayog released a draft <\/span>battery-swapping policy <\/span><\/b>pertaining to two-wheelers, three-wheelers, and e-rickshaws. The draft policy aims to address some key concerns within the <\/span>electric vehicle (EV) ecosystem<\/span><\/b>.\u00a0<\/span>\u00a0<\/span><\/p>\n It will promote adoption of EV. It would lower dependencies on fossil fuels and reduce the carbon footprint. It can help India reduce its coal-based thermal generation.\u00a0<\/span>\u00a0<\/span><\/p>\n There are <\/span>safety concerns<\/span><\/b>. <\/span><\/p>\n –<\/strong> These vehicles catch fire due to <\/span>short-circuits<\/span><\/b>, battery overheating due to the weather, high-stress driving, or even the charging of an already heated unit.\u00a0<\/span>\u00a0<\/span><\/p>\n There are issues of cost<\/strong>. <\/span><\/p>\n –<\/strong> If batteries are made smaller to enable an easier <\/span>swapping ecosystem<\/span><\/b>. This would mean changes in vehicle design. It may increase cost.\u00a0<\/span>\u00a0<\/span><\/p>\n There are issues of availability of<\/span> space<\/span><\/b> and<\/span> power.<\/span><\/b><\/p>\n –<\/strong> The charging and swapping stations need places to be set up in cities.<\/span>\u00a0<\/span><\/p>\n It suggests adoption of <\/span>advanced chemistry cell (ACC) batteries<\/span><\/b> of uniform types for smaller vehicles.<\/span>\u00a0<\/span><\/p>\n The <\/span>battery-swapping system<\/span><\/b> based on a <\/span>battery-as-a-service (BAAS) model<\/span><\/b> can be adopted, which will reduce the upfront cost of EV (Without installed battery). It would involve charging a <\/span>subscription<\/span><\/b>. The user can swap an exhausted battery for a freshly charged unit at the EV charging stations.<\/span>\u00a0<\/span><\/p>\n – Further, a battery swap for a small vehicle would take a few minutes as opposed to a recharge. It will reduce <\/span>\u201crange anxiety\u201d<\/span><\/b> \u2014 the fear of running out of power on the road.\u00a0<\/span>\u00a0<\/span><\/p>\n The regulatory standards for batteries must improve<\/strong> to eliminate chances of such fires<\/span>\u00a0<\/span><\/p>\n The<\/span> police<\/span><\/b> and <\/span>fire brigade personnel<\/span><\/b> have to be retrained and equipped to deal with the safety concerns.\u00a0<\/span>\u00a0<\/span><\/p>\n The<\/span> production-linked incentive scheme<\/span><\/b> favouring ACC manufacturing, and several firms, should continue.<\/span>\u00a0<\/span><\/p>\n The public must be reassured<\/strong> that such incidents will not keep occurring, to ensure a widespread EV uptake. <\/span>\u00a0<\/span><\/p>\n There has to be a\u00a0 <\/span>rapid roll-out<\/span><\/b> of a <\/span>widespread network <\/span><\/b>of charging and swapping stations.\u00a0<\/span>\u00a0<\/span><\/p>\n The authorities may offer land in convenient spots for stations<\/strong>, and also lower tariffs for power used uniquely for EVs.
