Broadcast Ministry has withdrawn its set of stringent measures to deal with fake news after the Prime Minister\u2019s Office directed the same.<\/li>\n<\/ul>\n<p><strong><u>Background: <\/u><\/strong><\/p>\n<ul>\n<li><strong>2<sup>nd<\/sup> April, 2018: <\/strong>The Ministry of Information and Broadcasting has amended the guidelines for accreditation of journalists.<\/li>\n<li><strong>3<sup>rd<\/sup> April, 2018:<\/strong> Information and Broadcasting (I&amp;B) Ministry had withdrawn its amended guidelines.<\/li>\n<\/ul>\n<p><strong>Reason behind the amendment: <\/strong><\/p>\n<ul>\n<li>Increasing instances of fake news in various mediums, including print and electronic media.<\/li>\n<\/ul>\n<p><strong>Reason behind the withdrawal:<\/strong><\/p>\n<ul>\n<li>The press organizations had threatened to launch <strong>protests against the move.<\/strong><\/li>\n<li>The government did not want any <strong>raging controversy on the<\/strong> <strong>freedom of speech.<\/strong><\/li>\n<li>There is <strong>no guarantee<\/strong> that these rules will <strong>not be misused to harass honest reporters.<\/strong><\/li>\n<li>There is <strong>no concrete definition on \u2018fake news\u2019.<\/strong><\/li>\n<\/ul>\n<p><strong>Impact of fake news:<\/strong><\/p>\n<ul>\n<li>Hurts democratic ideals and principles,<\/li>\n<li>Cause problems in good governance,<\/li>\n<li>Cause market failures,<\/li>\n<li>Rise to terrorist radicalization, and<\/li>\n<li>Create biased viewpoints.<\/li>\n<\/ul>\n<p><strong>On ethical ground: <\/strong><\/p>\n<ul>\n<li>It adversely impacts:<\/li>\n<li>Common brotherhood and raises intolerance,<\/li>\n<li>Right to freedom of expression v\/s responsibility of generating ethical information, and<\/li>\n<li>Moral duty to develop a scientific temper, humanism and spirit of enquiry and reform.<\/li>\n<\/ul>\n<p><strong><u>Accreditation:<\/u><\/strong><\/p>\n<ul>\n<li>Certification of competence in a specified subject or areas of expertise, and of the integrity of an agency, firm, group, or person, awarded by a duly recognized and respected accrediting organization.<\/li>\n<\/ul>\n<p><strong><u>Amendments in the guidelines for accreditation of journalists (which have been withdrawn):<\/u><\/strong><\/p>\n<p><strong>Regulating agencies: <\/strong><\/p>\n<ul>\n<li>Instances of fake news would get referred to:<\/li>\n<li><strong>The Press Council of India (PCI)<\/strong> if it pertains to <strong>print media and<\/strong><\/li>\n<li><strong>News Broadcasters Association (NBA)<\/strong> if it relates to <strong>electronic media. <\/strong><\/li>\n<\/ul>\n<p><strong>Regulating agencies will examine:<\/strong><\/p>\n<ul>\n<li>The <strong>`Norms of Journalistic Conduct\u2019<\/strong> and <strong>`Code of Ethics and Broadcasting Standards\u2019<\/strong> prescribed by the <strong>PCI and NBA. \u00a0<\/strong><\/li>\n<\/ul>\n<p><strong>Time period: <\/strong><\/p>\n<ul>\n<li>Determination is expected to be completed within <strong>15 days. <\/strong><\/li>\n<\/ul>\n<p><strong>After determination of fake news:<\/strong><\/p>\n<ul>\n<li>The accreditation shall be suspended for:<\/li>\n<li>A period of 6 months &#8211; first violation,<\/li>\n<li>One year &#8211; second violation, and<\/li>\n<li>Cancelled permanently &#8211; third violation.<\/li>\n<\/ul>\n<p><strong><u>Press Information Bureau (PIB) accreditation:<\/u><\/strong><\/p>\n<p><strong>Implementation: <\/strong><\/p>\n<ul>\n<li>Government accreditation is limited to the residents of <strong>Delhi, Noida, Greater Noida, Faridabad, Bahadurgarh, Ghaziabad and Gurgaon.<\/strong><\/li>\n<li>On average, an estimated <strong>3,000 press accreditation cards<\/strong> are issued annually by the government.<\/li>\n<\/ul>\n<p><strong>Eligibility: <\/strong><\/p>\n<ul>\n<li>Correspondents or camerapersons &#8211; <strong>five years\u2019 experience<\/strong> as a full-time working journalist<\/li>\n<li>Freelance journalists &#8211; <strong>15 years\u2019 experience<\/strong>.<\/li>\n<li><strong>Note:<\/strong> The I&amp;B ministry <strong>doesn\u2019t issue accreditation cards<\/strong> to journalists working in <strong>digital media.<\/strong><\/li>\n<\/ul>\n<p><strong>Benefits:<\/strong><\/p>\n<ul>\n<li>Journalists access to government buildings within Delhi-NCR,<\/li>\n<li><strong>Note:<\/strong> Journalists in the other parts of the country have to seek <strong>state government-issued press accreditation cards.<\/strong><\/li>\n<li>Railway fare concessions,<\/li>\n<li>Central Government Health Scheme (CGHS) card and<\/li>\n<li>A certain number of government bungalows.<\/li>\n<\/ul>\n<p><strong><u>Way ahead: <\/u><\/strong><\/p>\n<ul>\n<li><strong>Self-regulation<\/strong> is the key to balance freedom of speech and autonomy of media with the objective content regulation.<\/li>\n<li>Press should not overcast its <strong>public duties over its private goals.<\/strong><\/li>\n<li>Information are ought to be <strong>objective and of public interest. <\/strong><\/li>\n<li><strong>\u2018Fake news\u2019<\/strong> should be legally described.<\/li>\n<li><strong>Strict punitive measures<\/strong> for whoever encourages \u2018fake news\u2019.<\/li>\n<\/ul>\n","protected":false},"excerpt":{"rendered":"<p>Context: The Information &amp;
