News:<\/span><\/b> Recently, a report titled as \u201c<\/span>Jailed for Doing Business<\/span><\/b>\u201d was released by Observer Research Foundation (ORF) which referred to the laws and regulations regime in India – first \u2018<\/span>Impediments to Growth\u2019<\/span><\/b>. In addition, India\u2019s <\/span>Prime Minister<\/span><\/b> used the occasion of the <\/span>15th Civil Services Day<\/span><\/b> to point towards excellence in<\/span> public administration<\/span><\/b>\u00a0<\/span>\u00a0<\/span><\/p>\n The findings have been divided into <\/span>seven broad categories<\/span><\/b> ranging from labour, finance and taxation, environment, health and safety to secretarial, commercial, industry-specific and general areas.\u00a0<\/span>\u00a0<\/span><\/p>\n India\u2019s growth has been thwarted by stringent<\/span> regulatory <\/span><\/b>and <\/span>compliance regime <\/span><\/b>in India. There are around 69,233 unique compliances, of which 26,134 provisions can attract imprisonment for non-compliance.<\/span>\u00a0<\/span><\/p>\n Therefore, <\/span>starting<\/span><\/b> and <\/span>exiting<\/span><\/b> a business is very difficult in India.\u00a0 There is an <\/span>excessive criminalization of India\u2019s employer<\/span><\/b> compliance<\/span><\/b> which has led to breeding of corruption, blunts formal employment and poisons justice.”<\/span>\u00a0<\/span><\/p>\n State-wise Pattern:<\/span><\/b> Gujarat (1,469), Punjab (1,273), Maharashtra (1,210), Karnataka (1,175) and Tamil Nadu (1,043) have highest number of compliances with imprisonment clauses.<\/span>\u00a0<\/span><\/p>\n The problem is worsened by the <\/span>complicated administrative system<\/span><\/b>. It adds to the regulatory woes.\u00a0<\/span>\u00a0<\/span><\/p>\n The Union government of India has abolished nearly 1,500 laws between the period from 2014 to 2019.<\/span>\u00a0<\/span><\/p>\n The government should undertake <\/span>broad-based policy reforms<\/span><\/b>. There is a requirement for <\/span>rationalizing<\/span><\/b> business rules and regulations. It should include <\/span>restrained approach<\/span><\/b> on criminal penalties.\u00a0<\/span>\u00a0<\/span><\/p>\n The<\/span> initiatives for<\/span> deregulations<\/span><\/b> and <\/span>restructuring<\/span><\/b> of the country\u2019s <\/span>compliance mechanism<\/span><\/b> can improve the <\/span>general business environment in India<\/span><\/b>.\u00a0<\/span>\u00a0<\/span><\/p>\n The reforms will safeguard the dignity of wealth-creators, innovators, entrepreneurs and business leaders in India.<\/span>\u00a0<\/span><\/p>\n The Prime Minister has made a <\/span>clarion call<\/span><\/b> to all the civil servants in the central as well as various states governments to kick off a <\/span>comprehensive reform process<\/span><\/b>.
