News<\/span><\/b>: Recently, a report was released by the <\/span>Parliamentary Standing Committee <\/span><\/b>which draws a comparison of India\u2019s defence sector spending on research and development with the US and other countries.\u00a0<\/span>\u00a0<\/span><\/p>\n According to the report, India spends too little on research and development (R&D) in the defence sector.<\/span>\u00a0<\/span><\/p>\n The US spends 40% of world spending on defence, China spends 13%, followed by India at 4%.\u00a0<\/span>\u00a0<\/span><\/p>\n Russia, the UK, Saudi Arabia, Germany, France and Japan come next at 2.5-3% of world spending each.\u00a0<\/span>\u00a0<\/span><\/p>\n Lack of spending: India spending does not match with the US and China\u2019s<\/strong> spending in either defence or defence R&D. <\/span><\/p>\n –<\/strong> For example, the US is a $23-trillion economy and India is a $3 trillion economy. But the US spends 30 times more than Indian spending,<\/span>\u00a0<\/span><\/p>\n India spends a reasonable amount on\u202fdefence\u202fR&D\u202f<\/span>(<\/span><\/i>except for the US and China<\/span>). <\/span><\/i>India\u2019s R&D problem is not about the amount, the problem is where do we spend on R&D in defence<\/strong>.\u00a0<\/span>\u00a0<\/span><\/p>\n In India, there is <\/span>little difference<\/span><\/b> between who funds and who does R&D. The public funds are used for R&D in public institutes only. And the Private funds are used for R&D in private industry only. <\/span><\/p>\n –<\/strong> For example, In India, 63% of India\u2019s national R&D is funded by the Union government. 7% happens in the <\/span>public higher education system <\/span><\/b>and 56% is done in the government\u2019s own<\/span> autonomous laboratories<\/span><\/b> like DRDR, Department of Space and the Department of Atomic Energy.<\/span>\u00a0<\/span><\/p>\n Delays in project completion<\/strong>: Consequentially, India\u2019s <\/span>two largest projects<\/span><\/b>, the main battle tank (<\/span>Arjun<\/span><\/b>) and the light combat aircraft (Tejas) have not been completed even after 40 years. <\/span><\/p>\n –<\/strong> In fact, the local productions aren\u2019t India\u2019s main defence choice. In fact, India imports the majority of the defence requirements. This adversely impacts <\/span>India\u2019s strategic autonomy, <\/span><\/b>which forms the bedrock of our foreign policy.\u00a0<\/span>\u00a0<\/span><\/p>\n India should adopt the US model. It should stop<\/span> distinguishing between funding and doing R&D. The government should provide funds for defence R&D across <\/span>private industry, public<\/span><\/b> and <\/span>private universities<\/span><\/b>, and <\/span>public research institutes.<\/span><\/b>\u00a0<\/span>\u00a0<\/span><\/p>\n In the <\/span>UB 2022-23<\/span><\/b>, 25% of DRDO funding has been <\/span>\u201cset aside\u201d <\/span><\/b>for <\/span>higher education<\/span><\/b> and <\/span>private industry<\/span><\/b>. It would lead to more innovation in the defence industry.
