Context<\/span><\/b>: Recently, the <\/span>Mission Antyodaya Project<\/span><\/b> related <\/span>report on infrastructure and service gaps<\/span><\/b> and the other on <\/span>a composite index<\/span><\/b> have been released so far. The Government of India launched the mission in 2017-18 to revive the objectives of the <\/span>great democratic reforms<\/span><\/b> in India. The <\/span>Ministry of Panchayati Raj<\/span><\/b> and the <\/span>Ministry of Rural Development<\/span><\/b> act as the nodal agents to take the mission forward.\u00a0<\/span>\u00a0<\/span><\/p>\n

What are the constitutional provisions\/laws which ushered decentralisation reforms to deliver social justice and progress in rural India?<\/span><\/b>\u00a0<\/span><\/h5>\n

The Indian Constitution mandates <\/span>population-based representation<\/span><\/b> to Scheduled Caste\/Scheduled Tribe communities, and one-third reservation for <\/span>women<\/span><\/b> (in most States, now 50%).<\/span>\u00a0<\/span><\/p>\n

The constitution mandates that the local governments are empowered to prepare and implement plans for \u2018<\/span>economic development<\/span><\/b> and <\/span>social justice\u2019<\/span><\/b> (Articles 243G and 243W).\u00a0<\/span>\u00a0<\/span><\/p>\n

It mandates establishment of various Institutions to perform various functions like the <\/span>Gram Sabha<\/span><\/b> facilitate people\u2019s participation, the <\/span>District Planning committee (DPC)<\/span><\/b> prepare bottom up and spatial development plans, <\/span>the State Finance Commission (SFC)<\/span><\/b> ensure vertical and horizontal equity,\u00a0<\/span>\u00a0<\/span><\/p>\n

Background<\/span><\/b>\u00a0<\/span><\/h5>\n

The Socio-Economic and Caste Census (SECC) 2011 revealed very disturbing facts about rural India. Most of the rural households had <\/span>no salaried jobs<\/span><\/b>, were <\/span>landless<\/span><\/b>, many had <\/span>no adult member<\/span><\/b> to support (female-headed households), suffered <\/span>multiple deprivations<\/span><\/b>, engaged in <\/span>manual casual labour<\/span><\/b>, no room or only one room to live, and so on.<\/span>\u00a0<\/span><\/p>\n

About the \u2018Mission Antyodaya\u2019 project<\/span><\/b>\u00a0<\/span><\/h5>\n

Objectives<\/span><\/b>\u00a0<\/span><\/p>\n

The <\/span>main objective<\/span><\/b> is to ensure <\/span>optimum use of resources<\/span><\/b>. It is done through the <\/span>convergence<\/span><\/b> of <\/span>resources <\/span><\/b>of<\/span> various schemes<\/span><\/b>. For example, the convergence of the Mahatma Gandhi National Rural Employment Guarantee Act, the National Rural Livelihood Mission, National Social Assistance Programme, Pradhan Mantri Awas Yojana, etc.) and save administrative expenses.<\/span>\u00a0<\/span><\/p>\n

The planning process is inspired by the <\/span>people\u2019s plan of Kerala<\/span><\/b>. The mission wants to make the gram panchayat the <\/span>hub of a development plan<\/span><\/b>.\u00a0<\/span>\u00a0<\/span><\/p>\n

Functioning of the Mission<\/span><\/b>\u00a0<\/span><\/p>\n

An <\/span>annual survey<\/span><\/b> is conducted to assess the various development gaps at the gram panchayat level. The data is collected for the 29 subjects assigned to PRI. The <\/span>assessment-based approach<\/span><\/b> can foster <\/span>economic development <\/span><\/b>and <\/span>inter-jurisdictional equity<\/span><\/b>. The data enables\u202f<\/span>sectoral and spatial development planning<\/span><\/b>, from the village level to the State and the country as a whole<\/span>. .<\/span>\u00a0<\/span><\/p>\n

The <\/span>gap report <\/span><\/b>and the <\/span>composite index<\/span><\/b> has exposed the fact that we have not achieved \u2018<\/span>economic development<\/span><\/b> and <\/span>social justice\u2019 <\/span><\/b>so far. This remains a distant goal even after 30 years of the <\/span>decentralisation reforms<\/span><\/b> and nearly 75 years into Independence.<\/span>\u00a0<\/span><\/p>\n

In fact, India has not witnessed rural development, the <\/span>goal posts<\/span><\/b> have been moved to 2022 which coincide with the <\/span>75th anniversary of Independence<\/span><\/b>.<\/span>\u00a0<\/span><\/p>\n

Way Forward<\/span><\/b>\u00a0<\/span><\/h5>\n

The government should reduce the <\/span>growing rural-urban disparities<\/span><\/b> across primary health care, literacy, drinking water supply and other issues.\u00a0<\/span>\u00a0<\/span><\/p>\n

The data can be deployed to <\/span>India\u2019s fiscal federalism<\/span><\/b>. It can improve the <\/span>transfer system <\/span><\/b>and <\/span>horizontal equity<\/span><\/b> in the delivery of public goods in India at the sub-State level.\u00a0<\/span>\u00a0<\/span><\/p>\n

The <\/span>strong policy interventions<\/span><\/b> can help in the attainment of the constitutional goal of planning and implementing economic development and social justice in India.<\/span>\u00a0<\/span><\/p>\n
