News:<\/span><\/b> Recently, the International Labour Organisation (ILO) celebrated April 28 as <\/span>World Day for Safety and Health at Work <\/span><\/b>to<\/span> stress on the prevention of accidents and diseases at work. The ILO also published \u201c<\/span>Enhancing social dialogue towards a culture of safety and health<\/span><\/b> with theme, “Act together to build a positive safety and health culture”.<\/span>\u00a0<\/span><\/p>\n

Situation wrt occupational safety and health (OSH) since Covid-19<\/span><\/b>\u00a0<\/span><\/h5>\n

The <\/span>occupational safety and health (OSH<\/span><\/b>) issues are prevalent in many industries which directly and indirectly affect workers’ and their families’ well-being<\/span>\u00a0<\/span><\/p>\n

Globally, an estimated 2.9 million deaths and 402 million non-fatal injuries are attributed to occupational accidents and diseases.\u00a0<\/span>\u00a0<\/span><\/p>\n

The occupational safety and health (OSH) mechanisms need to be strengthened to establish workplaces that are not hazardous for workers.<\/span>\u00a0<\/span><\/p>\n

What are the problems associated with OSH?<\/span><\/b>\u00a0<\/span><\/h5>\n

Occupational accidents and diseases entail economic losses<\/strong> for enterprises and economies. <\/span><\/p>\n

They lead to <\/span>presenteeism<\/span><\/b> (working with less effectiveness), productivity losses associated with permanent impairment, and staff-turnover costs (i.e., loss of skilled staff). At national level, they can cost 5.4% of the global GDP annually.<\/span>\u00a0<\/span><\/p>\n

Occupational injuries and illnesses cause <\/span>immeasurable suffering<\/span><\/b> and l<\/span>oss to victims <\/span><\/b>and their families.\u00a0<\/span>\u00a0<\/span><\/p>\n

The lack of awareness of health hazards at workplaces leads to misdiagnosis by doctors.\u00a0<\/span>\u00a0<\/span><\/p>\n

What measures have been taken in India so far?<\/span><\/b>\u00a0<\/span><\/p>\n

The Government of India declared the <\/span>National Policy on Safety, Health and Environment at Workplace<\/span><\/b>\u202fin 2009. The Government has compiled the available OSH information as <\/span>National OSH Profile<\/span><\/b> in 2018.\u00a0<\/span>\u00a0<\/span><\/p>\n

At the state levels, the Uttar Pradesh Government carried out <\/span>participatory OSH training workshops<\/span><\/b> in various informal sectors in cooperation with employers and workers.\u00a0 The Government of Kerala applied the <\/span>ILO’s participatory OSH training methodologies<\/span><\/b> to small construction sites. The Rajasthan Government also organized an OSH awareness campaign.<\/span>\u00a0<\/span><\/p>\n

Way Forward<\/span><\/b>\u00a0<\/span><\/h5>\n

The government should launch a <\/span>strategic National OSH Programme<\/span><\/b> across all the sectors.\u00a0<\/span>\u00a0<\/span><\/p>\n

The agencies should effectively implement <\/span>The OSH and Working Conditions Codes 2020<\/span><\/b>, especially in informal sector where\u202f90% of India’s workforce is engaged. The code includes <\/span>fair and effective labour inspections<\/span><\/b>, and <\/span>active workplace OSH committees.<\/span><\/b>\u00a0<\/span><\/p>\n

At the national level, the government needs to include all relevant ministries<\/strong> to ensure that workers’ safety and health are prioritised in the national agenda.\u00a0 The resources should be allocated<\/strong> to increase general awareness around OSH, knowledge of hazards and risks, and an understanding of their control and prevention measures. <\/span>\u00a0<\/span><\/p>\n

At the state level, workers’ and employers’ organisations, should do bilateral discussions on the <\/span>safety and health training<\/span><\/b>.\u00a0<\/span>\u00a0<\/span><\/p>\n

A <\/span>reliable occupational accident and disease reporting system <\/span><\/b>should be created. It can help in making <\/span>effective prevention policies<\/span><\/b> and remedying victims.\u00a0<\/span>\u00a0<\/span><\/p>\n

The doctors should be trained on the various occupational diseases and workplace hazards and risks.<\/span>\u00a0<\/span><\/p>\n

Social dialogue<\/span><\/b> should be promoted to create a positive safety and health culture at workplaces. This can be achieved through <\/span>cooperation<\/span><\/b> and <\/span>discussions<\/span><\/b> between employers and workers.<\/span>\u00a0<\/span><\/p>\n
