News<\/span><\/b>: Recently, the Union Home Minister at the <\/span>Parliamentary Official Language Committee <\/span><\/b>urged the use of Hindu as the lingua franca, rather than English, in inter-State communication. <\/span><\/p>\n

Background of demand for national language<\/span><\/b>\u00a0<\/span><\/h5>\n

V.D. Savarkar articulated the slogan, \u2018Hindi, Hindu, Hindustan\u2019. He was first to advocate the idea of Hindi to be declared the national language.\u00a0<\/span>\u00a0<\/span><\/p>\n

R.V. Dhulekar, a Constituent Assembly member, stated in the Assembly, \u201cYou may belong \u2013 to another nation but I belong to Indian nation, the Hindi Nation, the Hindu Nation, the Hindustani Nation.\u201d<\/span>\u00a0<\/span><\/p>\n

Why should Hindi not be promoted as the official language?<\/span><\/b>\u00a0<\/span><\/h5>\n

India is a <\/span>multilingual society.<\/span><\/b> Indians speak Kashmiri, Urdu, Hindi, Sanskrit and others.<\/span><\/p>\n

Hindi is spoken by not more than <\/span>30% of the population<\/span><\/b>. Therefore, it is neither a lingua franca (a <\/span>pan-Indian language<\/span><\/b>) nor a dominant language of the people of India.\u201d.\u00a0<\/span>\u00a0<\/span><\/p>\n

As per records, the 2011 Census presented Hindi as the \u2018mother tongue\u2019 of over 52 crore people. However, it subsumed nearly 61 other languages<\/strong> (like Bhojpuri) spoken in parts of Rajasthan, Himachal Pradesh, Uttarakhand, Haryana, Bihar, Jharkhand, Chhattisgarh and Madhya Pradesh.\u00a0<\/span>\u00a0<\/span><\/p>\n

There is a <\/span>linguistic pluralism <\/span><\/b>in Indian society<\/span>.<\/span><\/b> As per the 1961 Census, there were a total of 1,652 \u2018mother tongues\u2019 in India. Out of the total only 184 \u2018mother tongues\u2019 had more than 10,000 speakers.\u00a0\u00a0<\/span>\u00a0<\/span><\/p>\n

There are <\/span>power dynamics<\/span><\/b> and <\/span>identity issues<\/span><\/b> related to languages. Therefore, it may lead to <\/span>language-based discrimination<\/span><\/b>. For example, Kashmiri language suffers in its land of birth by the dominance of Urdu (the state language). In addition, many other South Asian languages are dominated by Hindi.\u00a0<\/span>\u00a0<\/span><\/p>\n

The imposition of one language is based on the misinterpretation of the political map as cultural map<\/strong> and linguistic or the misinterpretation of the cultural maps as political map.\u00a0<\/span>\u00a0<\/span><\/p>\n

What is wrong with the idea of one nation, one language?<\/h5>\n

There are problems with the <\/span>romantic notion<\/span><\/b> of \u201c<\/span>one nation, one language<\/span><\/b>\u201d which means imposition of One language over a large geographic zone of <\/span>multi-lingual landmas<\/span><\/b>s<\/strong>.\u00a0 <\/span><\/p>\n

The imposition of one language over others leads to h<\/strong><\/span>atredness<\/span><\/b> against the imposed language. <\/span>For example, <\/span><\/p>\n

–<\/strong> a)<\/strong> Sri Lanka declared Sinhalese as the <\/span>sole official language<\/span><\/b> with the exclusion of Tamil. <\/span>It led to the eruption of the demand for a separate Tamil nation<\/span><\/p>\n

– b)<\/strong> the <\/span>Eastern Pakistan (later Bangladesh) partitioned from Western Pakistan because the latter was imposing Urdu on the former. Urdu was being imposed to unify them as Urdu will mediate between the <\/span>two distinct cultural zones <\/span><\/b>in which the former was<\/span> a Bengali speaking territory <\/span><\/b>and the latter was a<\/span> Punjabi speaking territory.<\/span><\/b>\u00a0<\/span><\/p>\n

In contrast, the nations that accommodated <\/span>linguistic diversity<\/span><\/b> prospered. <\/span>For example, <\/span><\/p>\n

– a)<\/strong> Singapore has a <\/span>multi-ethnic population<\/span><\/b> (Chinese, Malay and Indian). In contrast, Singapore opted for <\/span>English <\/span><\/b>as the official language. English language proficiency also made the city state a global business hub. Otherwise, the country would have fallen apart<\/span><\/p>\n

– b) South Africa\u2019s national anthem<\/span><\/b> is a <\/span>five-language lyrical composition<\/span><\/b>. It has accommodative linguistic policy which helped it to become the emerging leader of the African continent<\/span><\/p>\n

Way Forward<\/span><\/b>\u00a0<\/span><\/h5>\n

India should have a <\/span>robust language policy<\/span><\/b>. Their policy should emphasise on the <\/span>quality of language learning <\/span><\/b>i<\/span>n public universities. <\/span><\/p>\n

Instead of focusing on how many languages or which language should be taught, the focus should be on how to study language structurally and systematically in a<\/span> multilingual landscape <\/span><\/b>like<\/span> South Asia.<\/span><\/b>\u00a0<\/span><\/p>\n

India should emulate the <\/span>multi-linguistic accommodative policy<\/span><\/b> of Singapore and South Africa; instead of the <\/span>disastrous linguistic chauvinism<\/span><\/b> of Pakistan or Sri Lanka.\u00a0<\/span>\u00a0<\/span><\/p>\n

Imposition of Hindi as a <\/span>lingua franca<\/span><\/b> would initiate the <\/span>phonocide<\/span><\/b> of other Indian languages.<\/span>\u00a0<\/span><\/p>\n
