News<\/span><\/b>: Recently,\u202fat the 37th meeting of the Parliamentary Official Language Committee, the <\/span>Union Home Minister<\/span><\/b>\u202fcommented that nine tribal communities of the Northeast have converted their <\/span>dialects\u2019 scripts<\/span><\/b> to <\/span>Devanagari<\/span><\/b>. Further, all eight states of the Northeast have agreed to make Hindi compulsory in schools up to Class 10.\u00a0<\/span>\u00a0<\/span><\/p>\n

The comments have led to protests in the <\/span>several states of the region<\/span><\/b> because Northeast states people speak different language ranging from <\/span>Indo-Aryan<\/span><\/b> to <\/span>Tibeto-Burman<\/span><\/b> to <\/span>Austro-Asiatic families.<\/span><\/b>\u00a0<\/span><\/p>\n

What have been the reactions from the North-East Region?<\/span><\/b>\u00a0<\/span><\/h5>\n

(A) Tripura<\/span><\/b>\u00a0<\/span><\/p>\n

Background:<\/span><\/b> Kokborok has been the <\/span>official language<\/span><\/b> of Tripura since 1979. It is the <\/span>lingua franca<\/span><\/b> for most tribes of the state. The language relies upon <\/span>the Bengali <\/span><\/b>and <\/span>Roman scripts<\/span><\/b> which were adopted based on studies of the <\/span>Shyama Charan Tripura<\/span><\/b> Commission <\/span><\/b>and <\/span>Pabitra Sarkar Commission<\/span><\/b>.\u00a0<\/span>\u00a0<\/span><\/p>\n

Response<\/span><\/b>: <\/span>The <\/span>Roman Script for Kokborok Choba (RSKC)<\/span><\/b> a conglomerate of <\/span>56 tribal organisations in Tripura<\/span><\/b> strongly opposed the forcible imposition of Hindi or Devanagari as the script for <\/span>Kokborok<\/span><\/b>.\u00a0<\/span>\u00a0<\/span><\/p>\n

It was argued that the <\/span>imposition of Hindi<\/span><\/b> script might disturb the <\/span>linguistic balance<\/span><\/b> in Tripura. The brotherhood and balance of <\/span>Bengali- and Kokborok-speaking people<\/span><\/b> in the states might be upset.<\/span>\u00a0<\/span><\/p>\n

(B) Mizoram<\/span><\/b>\u00a0<\/span><\/p>\n

Background:<\/span><\/b> The Mizo language belongs to the <\/span>Sino-Tibetan family<\/span><\/b>. It is based on <\/span>the Roman script<\/span><\/b>, introduced by the British a long ago in 1894.\u00a0<\/span>\u00a0<\/span><\/p>\n

Response<\/span><\/b>: <\/span>The imposition of the Hindi script has been opposed by the Mizo people.<\/span>\u00a0<\/span><\/p>\n

(C) Manipur<\/span><\/b>\u00a0<\/span><\/p>\n

Background<\/span><\/b>: <\/span>Manipuri is one of the 22 languages listed in the 8th Schedule of the Constitution. Therefore, Hindi and Manipuri have the same status.<\/span> Further, <\/span>Manipur\u2019s Meitei Mayek<\/span><\/b> or <\/span>Manipuri script<\/span><\/b> is recognised by the Government of Manipur. In fact, it is a 2,000 years old script.\u00a0\u00a0<\/span>\u00a0<\/span><\/p>\n

Response<\/span><\/b>: <\/span>The Manipur student organization protested against the proposal of Hindi as a <\/span>compulsory subject<\/span><\/b> up to Class X in Manipur and of <\/span>Hindi script<\/span><\/b>. In fact, it would put extra pressure on students and hinder development of the local language. Therefore, they decried the imposition of Hindi as a <\/span>majoritarian policy.<\/span><\/b>\u00a0<\/span>\u00a0<\/span><\/p>\n

(D) Arunachal Pradesh<\/span><\/b>\u00a0<\/span><\/p>\n

Background<\/span><\/b>: <\/span>Arunachal Pradesh is a multi-ethnic and multi-linguistic state. A UNESCO survey identified <\/span>33 languages<\/span><\/b> as <\/span>endangered<\/span><\/b> and 4 as <\/span>critically endangered<\/span><\/b>.\u00a0<\/span>\u00a0<\/span><\/p>\n

Response<\/span><\/b>: <\/span>It is argued that Hindi can act as a <\/span>bridge language<\/span><\/b> in Arunachal Pradesh. However, Hindi cannot be imposed as it would further <\/span>distort<\/span><\/b> the <\/span>language dynamics.<\/span><\/b>\u00a0<\/span><\/p>\n

(E)Assam<\/span><\/b>\u00a0<\/span><\/p>\n

Background<\/span><\/b>: First, <\/span>Assamese<\/span><\/b> and <\/span>Bodo<\/span><\/b> are spoken in Assam. Both are listed in the <\/span>8th Schedule.<\/span><\/b> Second, While <\/span>Assamese<\/span><\/b> uses an <\/span>ancient script<\/span><\/b> of its own, <\/span>Bodo<\/span><\/b> is written in the <\/span>Devanagari script<\/span><\/b>. Third, Assam has dozens of <\/span>other indigenous languages<\/span><\/b> either having different script or without script.<\/span>\u00a0<\/span><\/p>\n

Response<\/span><\/b>: <\/span>All Assam Students\u2019 Union (AASU) <\/span><\/b>opposed the proposal of compulsory Hindi up to 10<\/span>th<\/span> because the students are already studying Hindi till Class 8.<\/span>\u00a0<\/span><\/p>\n

Further, the <\/span>Devanagari script debate<\/span><\/b> is not an issue for the <\/span>Assamese language<\/span><\/b>. However, apart from Hindi language and script, all <\/span>other tribal and ethnic languages<\/span><\/b> should also be developed in Assam.<\/span>\u00a0<\/span><\/p>\n

Overall argument against the proposal<\/span><\/b>\u00a0<\/span><\/h5>\n

NE Students\u2019 Union<\/span><\/b>\u00a0<\/span><\/p>\n

The <\/span>North East Students\u2019 Organisation (NESO)<\/span><\/b> opposed \u201cimposition\u201d of Hindi as a compulsory subject. It would be detrimental to the propagation of <\/span>indigenous languages<\/span><\/b>. It would add another subject to the curriculum.<\/span>\u00a0<\/span><\/p>\n

In fact, <\/span>the National Education Policy<\/span><\/b> says education should be imparted in the mother language. Hindi is not the mother language of the people of the states in the North-East region.<\/span>\u00a0<\/span><\/p>\n
