News<\/span><\/b>: The Prime Minister\u202fof India is going to attend the <\/span>sixth Indo-German Inter-Governmental Consultations (IGC) <\/span><\/b>in Berlin. The IGC is the only such format that India has with any country.<\/span>\u00a0<\/span><\/p>\n

Important initiatives taken at the IGC<\/span><\/b>\u00a0<\/span><\/h5>\n

Both have signed a <\/span>Joint Declaration of Intent (JDI<\/span><\/b>) for establishing <\/span>the Green and Sustainable Development Partnership<\/span><\/b>. It will fund green projects in India under public, private and PPP models.<\/span>\u00a0<\/span><\/p>\n

Both have concluded the <\/span>Joint Declaration of Intent<\/span><\/b> (<\/span>JDI)<\/span><\/b> on <\/span>Triangular Development Cooperation<\/span><\/b> for projects in third countries. This will provide avenues to work together in the Indo-Pacific, Africa and beyond.\u00a0<\/span>\u00a0<\/span><\/p>\n

The <\/span>JDI on migration and mobility<\/span><\/b> was an important step taken during this IGC. This will facilitate the movement of a <\/span>larger number of Indian student<\/span><\/b>s and <\/span>Indian professionals <\/span><\/b>to Germany. This will lead to a larger <\/span>trade in services<\/span><\/b> and augment the efforts for <\/span>digital partnerships<\/span><\/b>.<\/span>\u00a0<\/span><\/p>\n

The joint statement shows immense congruence and commonality on the UN, Afghanistan and terrorism.<\/span>\u00a0<\/span><\/p>\n

What are the other areas of convergence of interest between both the countries?<\/span><\/b>\u00a0<\/span><\/h5>\n

Both India and Germany are reluctant players in the <\/span>anti-Russian movement<\/span><\/b>. Both search for strategic autonomy.\u00a0<\/span>\u00a0<\/span><\/p>\n

The <\/span>Indo-Pacific Region is<\/span><\/b> strategically and economically important for both India and Germany. Therefore, Germany wants to engage with India as part of its fledgling<\/span> Indo-Pacific policy.<\/span><\/b>\u00a0<\/span>\u00a0<\/span><\/p>\n

Germans are wary of the Chinese role in world affairs. There are signs of its departure from China. This is poised to bring <\/span>business engagement<\/span><\/b> to India.<\/span>\u00a0<\/span><\/p>\n

The German economy is facing the wrath of the <\/span>pandemic<\/span><\/b> and <\/span>sanctions<\/span><\/b> on Russia. Therefore, it requires new markets for trade and investment. India is an important partner in this regard due to its <\/span>sustained economic growth<\/span><\/b> and <\/span>market size<\/span><\/b>.<\/span>\u00a0<\/span><\/p>\n

India and Germany have established a <\/span>green partnership<\/span><\/b> based on <\/span>trade, investment, technology, functional collaboration, skill development<\/span><\/b>, and <\/span>sustainability<\/span><\/b>. For example, Indo-German energy forum, environmental forum, partnership on urban mobility etc.\u00a0<\/span>\u00a0<\/span><\/p>\n

Convergence of Interests<\/span><\/b>\u00a0<\/span><\/h5>\n

Germany introduced the <\/span>Indo-German Education Partnership<\/span><\/b> in 2016. This provided a <\/span>New Passage to India<\/span><\/b>. It has provided opportunities to Indian students in Germany. For example, New IITs like IIT-Indore have engaged with several technical universities in Germany for joint programmes. The <\/span>Indo-German Science and Technology <\/span><\/b>Centre has made valuable contributions.\u00a0<\/span>\u00a0<\/span><\/p>\n

What are the challenges in bilateral ties?<\/span><\/b>\u00a0<\/span><\/h5>\n

Both <\/span>Germany<\/span><\/b> and <\/span>India<\/span><\/b> do not share relations of a <\/span>traditional strategic partnership<\/span><\/b>. It has not been established so far.<\/span>\u00a0<\/span><\/p>\n

Way Forward<\/span><\/b>\u00a0<\/span><\/h5>\n

A <\/span>biennial ministerial forum<\/span><\/b> is being introduced under the <\/span>Indo-German Inter-Governmental Consultations (IGC)<\/span><\/b>. It will provide \u201c<\/span>high-level coordination and political direction to the Partnership\u201d<\/span><\/b>. It will provide <\/span>a coordinated institutional mechanism.<\/span><\/b>\u00a0<\/span>\u00a0<\/span><\/p>\n

India and the EU have agreed to restart discussions on a <\/span>Free Trade Agreement (FTA),<\/span><\/b> and an <\/span>investment agreement.<\/span><\/b>\u00a0<\/span>\u00a0<\/span><\/p>\n

At IGC, India should focus on harnessing the <\/span>entrepreneurship<\/span><\/b> and <\/span>private sector<\/span><\/b> of both countries to take the <\/span>climate-friendly<\/span><\/b> achievement of SDGs forward.\u00a0<\/span>\u00a0<\/span><\/p>\n

Under the energy partnership, the<\/span> Green Hydrogen Task Force<\/span><\/b> has been established. It will develop <\/span>a Green Hydrogen Roadmap.<\/span><\/b> This will attempt to take R&D to the level of commercialisation.<\/span>\u00a0<\/span><\/p>\n

A new period is reflecting <\/span>new priorities<\/span><\/b> in view of crises like the <\/span>pandemic<\/span><\/b>, the <\/span>economic downturn<\/span><\/b> and now, <\/span>Ukraine<\/span><\/b>.\u00a0<\/span>\u00a0<\/span><\/p>\n
