News<\/span><\/b>: The Prime Minister of India is going to visit France to congratulate Macron on his stunning re-election. For India, the visit is important to survey the international strategic landscape and take stock of bilateral ties.\u00a0<\/span>\u00a0<\/span><\/p>\n

Convergence of interest in the India-France relationship<\/span><\/b>\u00a0<\/span><\/h5>\n

India and France have <\/span>strategic convergence <\/span><\/b>on important aspects of international relations. Both have the<\/span> fundamental conviction<\/span><\/b> in a multipolar world and in the <\/span>concept of strategic autonomy<\/span><\/b>.\u00a0<\/span>\u00a0<\/span><\/p>\n

Since 1998, both countries have deepened the strategic partnership<\/strong>. For example, France supported India\u2019s Nuclear Test 1998.\u00a0<\/span>\u00a0<\/span><\/p>\n

India sees France as a preferred partner in <\/span>the Indo-Pacific<\/span><\/b>. <\/span><\/p>\n

–<\/strong> Both countries have concluded a <\/span>Joint Strategic Vision for cooperation in the Indian Ocean Region<\/span><\/b> in 2018. <\/span><\/p>\n

–<\/strong> Both share concerns of ensuring <\/span>maritime security<\/span><\/b>, ensuring respect for <\/span>international law<\/span><\/b> by all states, <\/span>freedom of navigation<\/span><\/b> and <\/span>overflight<\/span><\/b>, fight against <\/span>organised crim<\/span><\/b>e and combating climate change in the IOR. <\/span><\/p>\n

–<\/strong> Both have done \u201cJ<\/strong><\/span>oint patrolling\u201d<\/span><\/b> in the Indian Ocean, conducted <\/span>Varuna (Joint naval exercises)<\/span><\/b> in the IOR. Both are striving towards <\/span>maritime domain awareness<\/span><\/b> in the Indian Ocean region.<\/span>\u00a0<\/span><\/p>\n

India and France share <\/span>strategic partnership<\/span><\/b> in the space domain. Both concluded <\/span>a Joint Vision for Space Cooperation<\/span><\/b> in 2018. For example, <\/span>situational awareness<\/span><\/b> in the space domain and cooperation in <\/span>satellite navigation<\/span><\/b> and related technologies.<\/span>\u00a0<\/span><\/p>\n

India and France are jointly constructing <\/span>the world\u2019s largest nuclear park <\/span><\/b>in Jaitapur, Maharashtra.\u00a0<\/span>\u00a0<\/span><\/p>\n

There are newer areas of cooperation such as <\/span>connectivity, climate change, cyber-security<\/span><\/b> and <\/span>science and technology<\/span><\/b>(S&T).\u00a0<\/span>\u00a0<\/span><\/p>\n

What are the challenges in bilateral ties?<\/span><\/b>\u00a0<\/span><\/p>\n

Bilateral defence ties<\/span><\/b>: France has largely stuck to the promised delivery of <\/span>Rafale aircrafts<\/span><\/b> to India. The challenge to move from a <\/span>buyer-seller relationship<\/span><\/b> to <\/span>an investor-investee<\/span><\/b> relationship involving making defence equipment in India accompanied by a <\/span>transfer of technology<\/span><\/b>.\u00a0<\/span>\u00a0<\/span><\/p>\n

In nuclear energy, the <\/span>Jaitapur nuclear project<\/span><\/b> has been stalled. It is facing a lot of domestic impediments.<\/span>\u00a0<\/span><\/b><\/p>\n

What have been the measures taken by Indian leadership?<\/span><\/b>\u00a0<\/span><\/h5>\n

The Prime Minister\u202fof India has taken Indian diplomacy to the level of \u201c<\/span>personalised diplomacy<\/span><\/b>\u201d. He has invested in personal relations and made a difference in relations between States. The PM has developed a close relationship with the <\/span>French President Emmanuel Macron<\/span><\/b> since 2017.\u00a0<\/span>\u00a0<\/span><\/p>\n

Both the <\/span>Indian PM<\/span><\/b> and <\/span>the French President<\/span><\/b> are having good terms and relationship with the President of Russia. Therefore, they can jointly work to bring the horrific war in Europe to an end.<\/span>\u00a0<\/span><\/p>\n

Way Forward<\/span><\/b>\u00a0<\/span><\/h5>\n

India is negotiating the <\/span>Free Trade Agreement (FTA<\/span><\/b>) and the Investment Agreement with the EU. Therefore, PM Modi can persuade the President of France to support India on the negotiating table.\u00a0<\/span>\u00a0<\/span><\/p>\n

India should understand <\/span>France\u2019s assessment<\/span><\/b> of the<\/span> Sino-Russian axis <\/span><\/b>and EU\u2019s own relations with China. Further, India should put India\u2019s assessment of the situation in Ladakh and the state of Sino-Indian ties to the counterpart.<\/span>\u00a0<\/span><\/p>\n
