News<\/span><\/b>: Recently, the Karnataka government had ordered <\/span>a school uniform code <\/span><\/b>to be followed in the classroom as well as the examination hall. <\/span><\/p>\n

In fact, the Kendriya Vidyalayas (central schools) which are not governed by the provincial government have also fallen in line with the Karnataka order.\u00a0<\/span>\u00a0<\/span><\/p>\n

A historical background of school uniform<\/span><\/b>\u00a0<\/span><\/h5>\n

The colonial systems of education generally favoured the<\/span> strict enforcement <\/span><\/b>of the school uniform.\u00a0<\/span>\u00a0<\/span><\/p>\n

The idea of a school uniform has spread with <\/span>urbanisation<\/span><\/b>, <\/span>prosperity<\/span><\/b> and <\/span>privatisation<\/span><\/b>. In fact, rural and small-town schools seldom insisted on a daily uniform in the early years of Independence.\u00a0<\/span>\u00a0<\/span><\/p>\n

The supply of uniforms offered <\/span>business opportunities<\/span><\/b> for the schools, local cloth merchants, tailors and shoe stores. Therefore, the uniform business was encouraged and the private schools started demanding every day wearing of the <\/span>prescribed uniform<\/span><\/b>. It also induced <\/span>local monopolies.\u00a0<\/span><\/b>\u00a0<\/span><\/p>\n

Importance of school uniform<\/span><\/b>\u00a0<\/span><\/h5>\n

A school uniform ensures children are uniformly dressed. It helps in the <\/span>regimentation<\/span><\/b> of the young.\u00a0<\/span>\u00a0<\/span><\/p>\n

Argument against Karnataka\u2019s decision<\/span><\/b>\u00a0<\/span><\/p>\n

In the long history of education, there is no evidence that a school uniform is a factor in learning.\u00a0<\/span>\u00a0<\/span><\/p>\n

Sri Aurobindo in\u202fhis \u201c<\/span>The Ideal of Human Unity\u201d <\/span><\/b>explained that diversity tempts for uniformity. But uniformity does not contribute to a sense of relatedness or unity.<\/span>\u00a0<\/span><\/p>\n

The mandated <\/span>school uniform<\/span><\/b> can lead to curtailing the already <\/span>limited autonomy<\/span><\/b> of principals and teachers.<\/span>\u00a0<\/span><\/p>\n

The Karnataka government should have focused on other education reforms. <\/span>Policy reforms<\/span><\/b> have been pending since the 1960s. <\/span>Pre-university<\/span><\/b> or <\/span>junior colleges <\/span><\/b>prevail in Karnataka<\/span>.<\/span><\/b> However, other states have adopted <\/span>the 10+2 model<\/span><\/b> recommended by the <\/span>Kothari Commission<\/span><\/b> nearly 60 years ago.\u00a0<\/span>\u00a0<\/span><\/p>\n

Key distinction between Uniform and Dress Code: (1) <\/span><\/b>A <\/span>uniform<\/span><\/b> is different from a <\/span>dress code.<\/span><\/b> A uniform is more <\/span>prescriptive<\/span><\/b> than a dress code. The Dress code expects the student to avoid using clothes which displays status or wealth of the student, and (2) <\/strong><\/span>On the other hand, A uniform may go as far as <\/span>prescribing<\/span><\/b> not just the <\/span>colour<\/span><\/b> but also the <\/span>material<\/span><\/b> and the <\/span>design<\/span><\/b> or <\/span>cut<\/span><\/b>.\u00a0<\/span>\u00a0<\/span><\/p>\n

Way Forward<\/span><\/b>\u00a0<\/span><\/h5>\n

There is a need for a <\/span>significant reorganisation <\/span><\/b>of the <\/span>administrative system<\/span><\/b> in education. The school principals and teachers should be given a greater say and freedom in establishing the norms that govern institutional life.<\/span>\u00a0<\/span><\/p>\n

The <\/span>Kothari report<\/span><\/b> recommended a <\/span>participatory role<\/span><\/b> for the community in matters of day-to-day life at school and decline for <\/span>bureaucratic authority<\/span><\/b>, creating greater room for school autonomy.\u00a0<\/span>\u00a0<\/span><\/p>\n

The government should have recommended <\/span>a dress code<\/span><\/b> instead of recommending a particular uniform. If elaborated, the uniforms should be used where inequality is pervasive in a society.\u00a0<\/span>\u00a0<\/span><\/p>\n

The government should open <\/span>public debates<\/span><\/b>. All the stakeholders, especially teachers should be allowed to participate. They are closer to students. They are more sensitive to what makes classroom life more comfortable for all.\u00a0<\/span>\u00a0<\/span><\/p>\n

The <\/span>Kothari Commission<\/span><\/b> suggestion should be implemented. The recommendation intended to make classroom teaching less stereotyped, more lively and child-centred.<\/span>\u00a0<\/span><\/p>\n
