News<\/span><\/b>: Recently, the <\/span>first Chief of Defence Staff (CDS<\/span><\/b>) of India died in a helicopter crash. The second CDS of India has not been appointed so far. <\/span><\/p>\n The Indian military continues to remain headless and directionless with no successor to Rawat.\u00a0<\/span>\u00a0<\/span><\/p>\n The elevation of the tri-service chief is expected to improve <\/span>interservice coordination<\/span><\/b>, cooperation and operational integration.\u00a0<\/span>\u00a0<\/span><\/p>\n The CDS was responsible for creating the structures of the <\/span>geographical integrated theatre<\/span><\/b> commands<\/span><\/b>, enabling cohesive and effective operations.\u00a0<\/span>\u00a0<\/span><\/p>\n The Chief of Defence Staff (CDS) or apex structure of <\/span>tri-service command<\/span><\/b> was first proposed by the <\/span>Kargil Review Committee in 1999.<\/span><\/b>\u00a0<\/span>\u00a0<\/span><\/p>\n Thereafter, a tri-service commander was also recommended in the report furnished by a Group of Ministers (GOM). The <\/span>Naresh Chandra Committee <\/span><\/b>also recommended for a <\/span>\u201cpermanent chairman, chiefs of staff<\/span><\/b>\u201d.<\/span>\u00a0<\/span><\/p>\n PM Modi desired for the <\/span>jointness<\/span><\/b> of the <\/span>tri-services<\/span><\/b>. On this line, the <\/span>Combined Commander\u2019s Conference (CCC<\/span><\/b>) organized in 2017 opened up discussions about <\/span>tri-service jointness<\/span><\/b> and <\/span>theaterisation<\/span><\/b>. After the conference, the <\/span>three service chiefs<\/span><\/b> were directed to talk amongst themselves and present <\/span>six actionable points towards jointness<\/span><\/b> within one month.<\/span>\u00a0<\/span><\/p>\n In 2019, the prime minister created the post of the CDS who was also supposed to be head of the <\/span>Department of Military Affairs (DMA).<\/span><\/b> General Bipin Rawat was appointed as the first CDS of India.<\/span>\u00a0<\/span><\/p>\n Unlike the post of the <\/span>army chief <\/span><\/b>which is an <\/span>operational<\/span><\/b> post<\/span><\/b> that cannot be kept empty, the post of <\/span>Chief of Defence Staff (CDS)<\/span><\/b> is not an operational appointment.\u00a0\u00a0<\/span>\u00a0<\/span><\/p>\n It has been proposed that a <\/span>Pakistan Land Theatre<\/span><\/b> with an air force commander; a <\/span>China Land Theatre<\/span><\/b> with an army commander; a <\/span>Maritime Theatre<\/span><\/b> with a navy commander; a <\/span>Northern Command<\/span><\/b> to deal with the insurgency-roiled areas of Kashmir; and an <\/span>Air Defence Theatre command<\/span><\/b> should be created.<\/span>\u00a0<\/span><\/p>\n The PM should make efforts to resolve the infighting of the three chiefs. The three chiefs should take the ownership of the CDS project.
