News<\/span><\/b>: A recent World Bank Report<\/a> has shown that extreme poverty in India has come down from 22.5% in 2011 to 10.2%. Further, the reduction was in rural areas from 26.3% to 11.6% which was higher than urban areas.\u00a0<\/span>\u00a0<\/span><\/p>\n

How poverty in rural areas was reduced at a faster pace.?<\/span><\/b>\u00a0<\/span><\/p>\n

First, the <\/span>identification<\/span><\/b> of deprived households on the basis of the Socioeconomic and Caste Census (SECC) 2011 across welfare programmes. The SECC used key <\/span>deprivation criterion. <\/span><\/b>This led to <\/span>greater coverage<\/span><\/b> of SC and ST communities and the backward regions in Bihar, MP, Rajasthan, UP, Jharkhand, Odisha, Chhattisgarh, Assam, Rajasthan and rural areas of Maharashtra.<\/span>\u00a0<\/span><\/p>\n

Second, the <\/span>PRI-SHG partnership<\/span><\/b> catalysed changes. This increased the pace of poverty reduction. Further, Aadhar enabled an ecosystem for curbing corruption at several levels. This partnership increased <\/span>coverage of women<\/span><\/b> under the <\/span>Deendayal Antyodaya Yojana<\/span><\/b> etc.<\/span>\u00a0<\/span><\/p>\n

Third, <\/span>Finance <\/span><\/b>Commission transfers were made directly to gram panchayats. This helped in creation of <\/span>basic infrastructure<\/span><\/b> like pucca village roads and drains etc. at a much faster pace in rural areas. The <\/span>infrastructure creation programme<\/span><\/b> created greater opportunities for employment in rural areas.<\/span>\u00a0<\/span><\/p>\n

Fourth, the focus on <\/span>livelihood diversification (<\/span><\/b>both farm and non-farm livelihoods) and <\/span>availability of credit<\/span><\/b> increased in the rural areas under the NRLM. The <\/span>social capital of SHG<\/span><\/b>s was leveraged. The credits were provided by banks, micro-finance institutions and MUDRA loans.\u00a0<\/span>\u00a0<\/span><\/p>\n

Fifth, the schemes for gas and electricity connections, LED bulbs, accident insurance, life insurance, bank accounts and immunisation were very well implemented due to <\/span>community-led action<\/span><\/b> under <\/span>the Gram Swaraj Abhiyan in 2018<\/span><\/b>.<\/span>\u00a0<\/span><\/p>\n

Sixth, there was also thrust on <\/span>universal coverage<\/span><\/b> for individual <\/span>household latrin<\/span><\/b>es, <\/span>LPG connections<\/span><\/b> and <\/span>pucca houses<\/span><\/b>.\u00a0<\/span>\u00a0<\/span><\/p>\n

Seventh, during this period, huge amounts of <\/span>public funds <\/span><\/b>were transferred to rural areas for development efforts.<\/span>\u00a0<\/span><\/p>\n

Eighth, there was thrust on a \u201c<\/span>people\u2019s plan campaign\u201d<\/span><\/b>, \u201c<\/span>Sabki Yojana Sabka Vikas<\/span><\/b>\u201d for preparing the Gram Panchayat Development Plans from 2017-18 onwards. This laid the foundation for robust community participation involving panchayats and SHGs, especially in ensuring accountability.<\/span>\u00a0<\/span><\/p>\n

Ninth, social and concurrent audits were organized to ensure full utilization of the funds and resources.\u00a0<\/span>\u00a0<\/span><\/p>\n

Tenth: The programmes like the MGNREGS were upgraded to create durable and productive assets. This helped marginal and small farmers in improving their homesteads, and diversifying livelihoods.<\/span>\u00a0<\/span><\/p>\n

Tenth, this was an era of <\/span>competitive federalism. <\/span><\/b>Nearly all states and UTs focussed on improving livelihood diversification in rural areas and on improving infrastructure significantly.<\/span>\u00a0<\/span><\/p>\n

All these factors contributed to <\/span>improved ease of living<\/span><\/b> of deprived households and improved their <\/span>asset base<\/span><\/b>.\u00a0<\/span>\u00a0<\/span><\/p>\n

What are the challenges ahead?<\/span><\/b>\u00a0<\/span><\/p>\n

The <\/span>pandemic<\/span><\/b> and <\/span>the Ukraine crisis<\/span><\/b> are posing challenges to the gains made in poverty reduction up to 2019.<\/span>\u00a0<\/span><\/p>\n
