Context:<\/span><\/b> The union government has brought into reality the maxim of <\/span>sarvajana hitaya, sarvajana sukhaya<\/span><\/b> (for the good of all, for the happiness of all), especially in the context of the women section of society.<\/span>\u00a0<\/span><\/p>\n

Measures taken by the government<\/span><\/b><\/h5>\n

–<\/strong> The incumbent government has adopted <\/span>a system-wide gendered lens<\/span><\/b> to inform policy praxis. <\/span><\/p>\n

–<\/strong> The government has worked to elevate the <\/span>social status<\/span><\/b> of women. Women have been recognised as the<\/span> head of the household<\/span><\/b> in the ration cards under the NFSA 2013, and to secure benefits under Pradhan Mantri Awas Yojana (PMAY) and Pradhan Mantri Ujjwala Yojana (PMUY).<\/span><\/p>\n

–<\/strong> The <\/span>Pradhan Mantri Jan Arogya Yojana (PM-JAY<\/span><\/b>) makes a household without any adult male members eligible for the scheme, removes the cap of five beneficiaries per family that penalised women in larger families and it extends substantial number of health benefits packages that are women-centric in nature. <\/span><\/p>\n

–<\/strong> The government is challenging the <\/span>unequal status quo<\/span><\/b> and nurturing <\/span>nari shakti<\/span><\/b> by placing assets such as houses and LPGs in the hands of women.\u00a0<\/span><\/p>\n

How has the government worked in this direction?\u00a0<\/span><\/b>\u00a0<\/span><\/h5>\n

The government has worked to bridge <\/span>gendered data deficits<\/span><\/b>. The <\/span>statistical architecture<\/span><\/b> of the nation has been rebuilt to <\/span>count women<\/span><\/b>. New gender sensitive data provided gender sensitive inputs in the <\/span>policy discourse<\/span><\/b> in India. This provides a <\/span>scaffolding<\/span><\/b> for <\/span>resource allocation<\/span><\/b> for policy-making.<\/span>\u00a0<\/span><\/p>\n

First,<\/strong><\/em> the first nationwide <\/span>Time Use Survey (TUS)<\/span><\/b> 2019 has recognized the unpaid work of women devoted to caregiving and domestic services (7.2 hours a day) against the average Indian man\u2019s 2.8 hours<\/span>\u00a0<\/span><\/p>\n

Second, <\/strong><\/em>the <\/span>National Family Health Survey (NFHS)<\/span><\/b> has undergone comprehensive, methodological renovation. Further, the NFHS-4 and 5 provided crucial information on nutrition, fertility, family planning, reproductive, maternal and child health and mortality parameters.<\/span>\u00a0<\/span><\/p>\n

Third,<\/strong> <\/em>the government has launched the <\/span>annual Periodic Labour Force Survey (PLFS)<\/span><\/b>. This encompasses timely <\/span>gender-disaggregated labour force statistics<\/span><\/b> such as Female Worker Population Ratio, Female Labour Force Participation Rate and Female Unemployment Rate etc.<\/span>\u00a0<\/span><\/p>\n

Fourth,<\/strong> <\/em>The National Crime Records Bureau (NCRB) collected data on <\/span>female foeticide<\/span><\/b> in 2014. Thereafter, the government launched <\/span>Beti Bachao, Beti Padhao campaign<\/span><\/b>.<\/span>\u00a0<\/span><\/p>\n

Way Forward<\/span><\/b>\u00a0<\/span><\/h5>\n

Quantification is a step towards <\/span>resolution<\/span><\/b> and <\/span>rectification<\/span><\/b>. The government should continue to generate a plethora of <\/span>gender-disaggregated data<\/span><\/b>. This can be generated through either <\/span>implementation<\/span><\/b>-related statistics or through <\/span>surveys<\/span><\/b>. They would be used to inform or reform schemes.<\/span>\u00a0<\/span><\/p>\n

The individuals and groups in academia, research and evaluation consultancies should conduct <\/span>audits<\/span><\/b> and <\/span>third-party assessments<\/span><\/b> of such data.<\/span>\u00a0<\/span><\/p>\n
