Findings of PLFS <\/span><\/b>
\n<\/span><\/h5>\n

The unemployment rate for workers of 15 years or above in urban areas came down from 10.3% during October-December 2020 to 8.7% in October-December 2021.\u00a0<\/span>\u00a0<\/span><\/p>\n

The labour force participation rate (LFPR) has also increased marginally from 46.9% in July\u2013September 2020 to 47.3% in July\u2013September 2021.\u00a0<\/span>\u00a0<\/span><\/p>\n

However, the unemployment rate declined during the quarter under review still remains fairly high.\u00a0<\/span>\u00a0<\/span><\/p>\n

Causes<\/span><\/b>\u00a0<\/span><\/p>\n

There was ebbing of the <\/span>second wave of Covid<\/span><\/b>-19, the impact of the<\/span> third wave <\/span><\/b>was relatively limited and <\/span>economic activity<\/span><\/b> recovered sharply during the aforesaid period. This has helped in creating jobs in the last quarter of 2021.\u00a0<\/span>\u00a0<\/span><\/p>\n

The most restrictions have now been lifted, including in the <\/span>contact-intensive sectors,<\/span><\/b>\u00a0<\/span><\/p>\n

What are the pressing policy challenges in front of the Indian policymakers?<\/span><\/b>\u00a0<\/span><\/h5>\n

The <\/span>global economic outlook<\/span><\/b> has also worsened. The central banks are increasing interest rates due to higher inflation. Therefore, the tightening of global financial conditions and slower growth will have a bearing on the Indian economy.\u00a0<\/span>\u00a0<\/span><\/p>\n

According to the <\/span>Reserve Bank of India\u2019s (RBI\u2019s<\/span><\/b>), India has been undergoing strong <\/span>inflationary pressure<\/span><\/b> in the first half of the current fiscal year.\u00a0<\/span>\u00a0<\/span><\/p>\n

Further, India is going to have <\/span>slower economic growth <\/span><\/b>at around 4% in the second half of Fiscal Year 2021-22.\u00a0<\/span>\u00a0<\/span><\/p>\n

The <\/span>overall employment situation<\/span><\/b> is likely to remain challenging in the foreseeable future due to current scenarios of high inflation and slower economic growth.\u00a0<\/span>\u00a0<\/span><\/p>\n

India\u2019s <\/span>labour force participation rate (<\/span><\/b>around 47.3%) is lower than other countries such as 61% in the US and 68% in China in 2021. In addition, the female LFPR is at about 20% which is even more worrying. This means numerous<\/span> peop<\/span><\/b>le<\/strong> in India are not joining the labour market because of <\/span>lack of opportunities<\/span><\/b>.\u00a0<\/span>\u00a0<\/span><\/p>\n

The reasons for <\/span>lower workforce participation<\/span><\/b> in India is absence of a <\/span>large manufacturing<\/span><\/b> base. At present, the policies incentivise a small number of large firms. These large firms are unlikely to create employment at the large scale required.\u00a0<\/span>\u00a0<\/span><\/p>\n

Way Forward<\/span><\/b>\u00a0<\/span><\/h5>\n

The RBI has started increasing <\/span>the policy rate<\/span><\/b> to contain <\/span>inflationary pressures<\/span><\/b>, which could affect economic activity.\u00a0<\/span>\u00a0<\/span><\/p>\n

India also needs to deal with a <\/span>structural problem<\/span><\/b>, which could actually worsen with slower growth.<\/span>\u00a0<\/span><\/p>\n

The employment creation depends significantly on the <\/span>level of growth <\/span><\/b>and <\/span>expansion in economic activity.<\/span><\/b>\u00a0<\/span><\/p>\n

India needs a <\/span>more comprehensive policy approach<\/span><\/b> to deal with issues ranging from labour laws to tariffs. India needs to create a <\/span>large manufacturing base<\/span><\/b> to address the <\/span>employment challenge.<\/span><\/b>\u00a0<\/span><\/p>\n
