They appealed for an end to the politics of hate and violence against minorities, particularly Muslims. However, the allegations were rejected by another group of civil servants known as the <\/span><strong style=\"color: var(--global--color-primary); font-family: var(--global--font-secondary); font-size: var(--global--font-size-base); background-color: var(--global--color-background);\">Concerned Citizens (CC)<\/strong><span style=\"color: var(--global--color-primary); font-family: var(--global--font-secondary); font-size: var(--global--font-size-base); background-color: var(--global--color-background);\">.<\/span><\/p>\n<p>These developments have brought in the debate on the conduct of Civil Servants.<\/p>\n<h5><strong>How should the civil servants behave?<\/strong><\/h5>\n<p><strong>Sardar Vallabhbhai Pate<\/strong>l created <strong>independent India\u2019s civil services<\/strong>. At that time, the administration worked with neutrality, and without favoritism.<\/p>\n<p>The police and magistracy, judicial courts and other regulatory agencies (Not politicians) are <strong>legally authorise<\/strong>d and <strong>empowered<\/strong> to take <strong>preventive action<\/strong> against potential troublemakers. They are the real <strong>enforcers<\/strong> of the laws relating to criminal, economic and other offences, and maintain <strong>public order<\/strong>.<\/p>\n<p>Civil servants should work with <strong>political neutrality<\/strong>. They must have <strong>independence<\/strong> of thought and action. They should give <strong>honest<\/strong> and <strong>objective<\/strong> advice; and also speak truth to power.<\/p>\n<p>In mature democracies, <strong>public officials<\/strong> are expected to discharge their <strong>constitutional<\/strong> and <strong>legal responsibilities<\/strong> with honesty, integrity and their own conscience.<\/p>\n<p>India\u2019s <strong>permanent civil service<\/strong> with <strong>political neutrality<\/strong> is patterned on the <strong>English constitutional model<\/strong>. Therefore, India needs to learn a lesson from the <strong>British Case<\/strong>.<\/p>\n<p>In Britain, a <strong>career civil servant<\/strong> investigated the case of flouting of lockdown regulations by the Prime Minister Boris Johnson and the Chancellor of Exchequer. The investigation found PM and FM guilty of violations of the lockdown regulations in force. The public and the political establishment accepted the integrity of the <strong>investigation exercise<\/strong>. Both the Prime Minister and the Chancellor of Exchequer were penalized for the violation of regulations.<\/p>\n<h5><strong>What are the issues in the civil services in India?<\/strong><\/h5>\n<p>There has been a deterioration in standards of civil services since the <strong>National Emergency<\/strong> in 1975. There has been a decline in <strong>adherence<\/strong> to <strong>political neutrality. <\/strong>Now, there are <strong>frequent allegatio<\/strong>ns that local officers take political sides in a conflict<\/p>\n<p>The politicians serve their <strong>personal<\/strong> and <strong>party interests<\/strong>, and ambitious officials work on the terms and conditions of <strong>political masters<\/strong>. This has led to a <strong>dilution of standards<\/strong> and creating a favorable condition for both <strong>political<\/strong> and <strong>bureaucratic corruption<\/strong>.<\/p>\n<p>The politicians reward a <strong>compliant bureaucrat<\/strong> by offering <strong>prized<\/strong> and <strong>lucrative assignments<\/strong> to the bureaucrats. In case the bureaucrats do not follow the lines or diktats, the civil servants are <strong>punished<\/strong> and placed in an <strong>inconvenient position<\/strong>.<\/p>\n<p>The protection and safeguards in Article 311 of the Constitution have been found to be inadequate.<\/p>\n<h5><strong>Way Forward<\/strong><\/h5>\n<p>B.R.
