The government of India is reassessing the concept of the Chief of Defence Staff (CDS) and the <\/span>Department of Military Affairs(DMA) to fix overlaps in the system and streamline the\u00a0<\/span>process due to which there has been a delay in the appointment of a new CDS.<\/span><\/p>\n In 2019, the Government of India created the post of <\/span>Chief<\/span> of Defence Staff(CDS) in the rank of a four-star General with a salary and perquisites equivalent to a Service Chief.<\/span><\/p>\n \u2013 Principal Military Adviser<\/b> to the Defence Minister on tri-services matters.\u00a0<\/span><\/p>\n \u2013 Secretary to the Department of Military Affairs(DMA) <\/b>in the Ministry of Defence(MoD).<\/span><\/p>\n \u2013 Permanent Chairman <\/b>of the Chiefs of Staff Committee.<\/span><\/p>\n \u2013 Evaluate plans for <\/span>Out of Area Contingencies<\/b> as well as other contingencies such as Humanitarian Assistance and Disaster Relief(HADR).<\/span><\/p>\n \u2013 Capital Procurements<\/b>: While capital procurements are still with the Department of Defense(DoD), the prioritization is with the CDS.<\/span><\/p>\n \u2013 Specialized tri-service divisions <\/b>\u2014 special operations, defense cyber and defence space \u2014 were also brought under the ambit of the CDS.<\/span><\/p>\n There is a rethink on the concept of CDS because:<\/span><\/p>\n Firstly, <\/b>the appointment of a CDS in itself wasn\u2019t enough and there are several issues with respect to roles and responsibilities, issues of equivalence among others.\u00a0<\/span><\/p>\n Secondly, <\/b>there is a dichotomy in the roles and responsibilities with the several hats worn by the CDS and also overlap in responsibilities between the DMA and DoD.<\/span><\/p>\n Thirdly, <\/b>there is also a rethink on the ambitious timelines set for the <\/span>creation of theater commands <\/span><\/a>and also the number of commands and their envisaged format.<\/span><\/p>\n One of the ways to go forward would be to have a CDS with operational powers.
