As per the Global Climate Risk Index&#8217;, published by a global environmental think-tank, India is <strong>amongst the top 10 most vulnerable countries<\/strong> to climate change. Therefore significant measures are required to reduce greenhouse gas emissions and prevent the planet from warming much more rapidly than the predicted level.<\/span><\/p>\n<h5>What is the status of Climate Change as per the recent IPCC report?<\/h5>\n<p><span style=\"font-weight: 400;\">The report states that human activity is &#8216;unambiguously&#8217; to blame for more severe climate events such as heatwaves, floods, and droughts. Changing rainfall patterns combined with rising temperatures may cause soil moisture and water retention capacity to deteriorate, affecting home and industrial water supplies and reducing agriculture production. Climate Change is a direct challenge to sustainable economic growth.<\/span><\/p>\n<p><b>Threatening Energy Generation<\/b><span style=\"font-weight: 400;\">: Higher temperatures and the risks posed by extreme weather events, such as increased sedimentation from flooding could harm hydropower generation. Thereby enhancing conflicts and igniting a global refugee crisis.\u00a0<\/span><\/p>\n<h5>What are the challenges in tackling climate change?<\/h5>\n<p><b>Growing Demand of Heavy Industries: <\/b><span style=\"font-weight: 400;\">Heavy industries such as iron and steel, chemicals, and cement are among the highest emitters, and demand for their products is growing due to rapid urbanization and economic growth. <\/span><b>\u00a0<\/b><\/p>\n<p><b>No Dedicated Ministry\/Department<\/b><span style=\"font-weight: 400;\">: In many countries there is no dedicated department or ministry to tackle climate change. For instance, there is <\/span><b>no single ministry accountable<\/b><span style=\"font-weight: 400;\"> for moving India towards net-zero emissions and holistically tackling climate change. <\/span><span style=\"font-weight: 400;\">Further, many South Asian governments<\/span><b> lack carbon reduction policies<\/b><span style=\"font-weight: 400;\"> that would effectively decrease the severity of climate hazards.<\/span><\/p>\n<p><b>High Dependence on Fossil Fuels<\/b><span style=\"font-weight: 400;\">: Due to its strong reliance on coal, India has emerged as one of the top greenhouse gas emitters in absolute terms<\/span><span style=\"font-weight: 400;\">. Amongst them Goal 13 exclusively focuses on tackling climate change.<\/span><\/p>\n<p><b>Glasgow Pact<\/b><span style=\"font-weight: 400;\">: It was adopted by 197 parties on 13 November 2021 during the COP26 negotiations. It has emphasized that stronger action in the current decade was most critical to achieving the 1.5-degree target.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Over 400 financial institutions with a combined asset value of over USD 130 trillion (through the<\/span><b> Glasgow Financial Alliance for Net Zero<\/b><span style=\"font-weight: 400;\"> or GFANZ)&#8217; have pledged to align their portfolios to net-zero by 2030.<\/span><\/p>\n<h5>What further steps can be taken for mitigating Climate Change?<\/h5>\n<p><b>First<\/b><span style=\"font-weight: 400;\">, emissions-intensive<\/span><b> industries must be decarbonised<\/b><span style=\"font-weight: 400;\">. They should be incentivized to adopt cleaner technologies like electrostatic precipitators, Coal Gasification etc. to reduce emissions. This will be the most potent step in ensuring sustainable economic growth.<\/span><\/p>\n<p><b>Second<\/b><span style=\"font-weight: 400;\">, there is a need for more<\/span><b> &#8216;carbon sinks,&#8217; or carbon-storing ecosystems<\/b><span style=\"font-weight: 400;\"> like ecosystems such as forests, oceans, and wetlands. Local communities, many of which live in harmony with the environment and rely on natural resources for livelihood, will play a critical part in this.<\/span><\/p>\n<p><b>Third<\/b><span style=\"font-weight: 400;\">, the countries should focus on new areas like <\/span><b>sustainable fintech solutions<\/b><span style=\"font-weight: 400;\">. The merging of three areas\u2014 climate, finance, and technology, is known as <strong>sustainable fintech<\/strong>.\u00a0<\/span><span style=\"font-weight: 400;\">These are digital\u00a0 innovations, applications, and platforms that assist organizations and individuals in saving, spending, and investing in environmentally friendly ways. <\/span><span style=\"font-weight: 400;\">They also provide firms with greater tools for monitoring, measuring, and mitigating their environmental impact.<\/span><\/p>\n<p><b>Fourth<\/b><span style=\"font-weight: 400;\">, to <\/span><b>lower the carbon intensity of the electricity sector<\/b><span style=\"font-weight: 400;\">, energy efficiency must be combined with technical improvements. Parallel to this, <\/span><b>renewable energy production and regional energy trading<\/b><span style=\"font-weight: 400;\"> must be augmented.<\/span><\/p>\n<p><b>Fifth<\/b><span style=\"font-weight: 400;\">, developed countries must reclaim trust by delivering the <\/span><b>$100 billion promised since 2009<\/b><span style=\"font-weight: 400;\"> and committing to increasing climate finance over the next decade. Further, there should be electrification of fossil-fuel-dependent businesses, commercial production of green hydrogen, and promotion of electric vehicles.<\/span><\/p>\n<p><b>Second<\/b><span style=\"font-weight: 400;\">, the country has to use <\/span><b>biofuels and do carbon sequestration<\/b><span style=\"font-weight: 400;\">, deploy lower carbon energy, and make itself more sustainable in its energy production process. This strategy would not only open up enormous employment opportunities but also make the country leap forward on<\/span><b> a sustainable development path<\/b><span style=\"font-weight: 400;\">.\u00a0<\/span><\/p>\n<p><b>Third<\/b><span style=\"font-weight: 400;\">, a <\/span><b>district-by-district climate action plan<\/b><span style=\"font-weight: 400;\"> is essential because most Indian districts are vulnerable to extreme weather occurrences. Further,\u00a0 according to the Council on Energy, Environment and Water (CEEW) report, only 63% of Indian districts have a District Disaster Management Plan.<\/span><\/p>\n<p><b>Fourth<\/b><span style=\"font-weight: 400;\">, India must collaborate with other countries to <\/span><b>establish a Global Resilience Reserve Fund<\/b><span style=\"font-weight: 400;\">, which could function as a form of climate insurance.<\/span><\/p>\n<h5>Conclusion<\/h5>\n<p><span style=\"font-weight: 400;\">There is a need to re-orient short, medium, and long-term environmental targets in order to duly tackle climate change and achieve sustainable economic growth.
