Further, the Punjab government has announced its measures on providing electricity in Punjab. These decisions are based on the foundation of a <strong>welfare state <\/strong>to make a more egalitarian society.<\/p>\n<h5><strong>Types of State as per Nobel Laureate James Buchanan<\/strong><\/h5>\n<p>There are <strong>three versions<\/strong> of a state: (1) <strong>the protective state<\/strong> (police, rule of law, defence, courts), (2) the <strong>productive state<\/strong> (common goods like roads, power, health, education, etc.), and (3) the <strong>redistributive state<\/strong>.<\/p>\n<h5><strong>What are the problems in India in terms of state?<\/strong><\/h5>\n<p>Most of the state governments accept the <strong>status quo<\/strong> in the first two types of state. But they always \u201cinnovate\u201d to fulfill their <strong>redistributive role<\/strong>.<\/p>\n<p>The populist decisions lead to <strong>unsustainable borrowing burden<\/strong> in the future. For example, Europe is facing an unsustainable situation. It has 8% of the world\u2019s population, 25% of its GDP, and 50% of its social spending.<\/p>\n<p>If Indian state governments could limitlessly <strong>print<\/strong> or <strong>borrow money<\/strong>. It would lead India to reach an economic crisis that Sri Lanka is going through.<\/p>\n<p>The populist schemes confiscate future spending on interest payments, it crowds out other expenditure, and crowds out capex.<\/p>\n<h5><strong>What are the genuine problems that need the government\u2019s attention?<\/strong><\/h5>\n<p>India has the problem of unemployment. This is found in <strong>farming, informal wage employment<\/strong>, and <strong>self-employment<\/strong>.<\/p>\n<h5><strong>Way Forward<\/strong><\/h5>\n<p>It\u2019s high time that all the state governments shift the usage of their <strong>resources<\/strong> from <strong>fulfilling <\/strong>their role of redistributive state to <strong>fulfilling <\/strong>their other two roles of <strong>protective<\/strong> and <strong>productive state.<\/strong><\/p>\n<p>The state government should work upon<strong> five structural interventions<\/strong> in order to create <strong>higher-wage jobs:<\/strong><\/p>\n<p><strong>Reduce regulatory cholesterol<\/strong>: Around 80% of India\u2019s <strong>employers\u2019 compliance<\/strong> comes under the state government. Therefore, the state governments should rationalise, decriminalise, and digitise their compliance ecosystem. This will help in the achievement of <strong>lower corruptio<\/strong>n and <strong>higher formality<\/strong>.<\/p>\n<p><strong>Fix government schools:<\/strong> The most powerful tool for <strong>social mobility<\/strong> and <strong>employability<\/strong> is free and quality school education. The government works towards ensuring fulfilment of <strong>smaller class sizes, teacher salaries, teacher qualifications<\/strong>, and <strong>toilets<\/strong>. The governments must overhaul <strong>school performance management<\/strong> and <strong>governance<\/strong>. This will help in the creations of human capital.<\/p>\n<p><strong>Converge education and employability<\/strong>: The partition between degrees and skills is meaningless for the new world of work, organisations, and education. States should set up skill universities. The government can promote <strong>degree apprentices<\/strong> which innovate at the intersection of employment, employability and education.<\/p>\n<p><strong>Devolve money and power:<\/strong> Cities are the <strong>engine<\/strong> of <strong>growth<\/strong>, <strong>job creation<\/strong> and <strong>social just<\/strong>ice. For example, New York City\u2019s GDP is higher than Russia\u2019s. Therefore, the state governments should devolve money and power to the <strong>Urban Local Bodies (ULBs<\/strong>) to avoid the curse of megacities.<\/p>\n<p><strong>Civil services reform:<\/strong> The state\u2019s people need better government schools, primary healthcare, policing, infrastructure, selling off of loss-making <strong>public sector units<\/strong>, and greater <strong>Capital Expenditure (CAPEX<\/strong>). The state government needs a <strong>new human capital regime<\/strong> for <strong>civil servants<\/strong> via <strong>seven intervention<\/strong>s; structure, staffing, training, performance management, compensation, culture, and HR capabilities.<\/p>\n<p><strong>Source<\/strong>: The post is based on an article \u201c<strong>Governments must understand that resources are held in trust.
