News<\/strong>: The Prime Minister of India is going to participate in the Quadrilateral Forum that brings together Delhi, Canberra, Tokyo, and Washington.<\/p>\n

The US President will visit Samsung\u2019s semiconductor facility<\/strong> in South Korea during the visit.<\/p>\n

This underlines the role of critical technologies in his Indo-Pacific strategy.<\/p>\n

Importance of critical technologies <\/strong><\/h5>\n

They are key to propelling us into the next era of humanity\u2019s technological development<\/strong> \u2014 artificial intelligence, quantum technologies, 5G, and so very much more\u201d.<\/p>\n

What are the challenges in front of all the Quad members?<\/strong><\/p>\n

The technology supply chain has disrupted due to the impact of\u00a0Covid-19<\/strong>\u00a0and the Russian invasion<\/strong> of Ukraine on the global economy,<\/p>\n

Russia\u2019s Ukraine invasion has shaken \u201cthe very foundation of the international order\u201d.<\/strong><\/p>\n

Apart from the Russian aggression<\/strong> in Europe, there is an emerging issue of the Chinese challenge in Asia.<\/p>\n

The Ukraine crisis<\/strong> has improved US prospects in the Indo-Pacific<\/strong> where China is aggressively asserting itself alarmingly.<\/p>\n

For the first time since the Second World War<\/strong>, the US and the West are defending the sovereignty of states in Europe and Asia, while Russia and China are grabbing the territory of other states by force.<\/p>\n

Japan<\/strong> and South Korea<\/strong> fear that China may resort to Ukraine-like military aggression<\/strong> against Taiwan<\/strong> and in the disputed islands<\/strong> of the Western Pacific. Therefore, they have started building national defence capabilities, strengthening the alliance with the US, and taking a larger regional role.<\/p>\n

What are the indications that the US and other members can help India build its national technological capabilities?<\/strong><\/p>\n

The US and Western countries wish to reorient technology supply chains<\/strong> away from countries that don\u2019t share common values. They want more procurement from their allies and partners across the world.<\/p>\n

The recently launched new Indo Pacific Economic Framework<\/strong> (IPEF<\/strong>) visualises techno-economic cooperation<\/strong> across the region on fair trade, digital commerce, resilient supply chains, and clean energy among other issues. Progress on many of these fronts depends on technological collaboration <\/strong>between like-minded partners<\/strong>.<\/p>\n

The IPEF opens the door for economic re-engagement<\/strong> with Asia in place of the Regional Comprehensive Economic Partnership (RCEP) <\/strong>of which India refused to become part.<\/p>\n

Importance of QUAD<\/strong><\/h5>\n

The Quad\u2019s<\/strong> having techno-politik<\/strong> nature<\/strong> is about boosting the national capabilities of its members.<\/p>\n

The greater technological collaboration<\/strong> between the US and its northeast Asian allies is emerging as a major pillar of Indo-Pacific security. The US is eager to strengthen India\u2019s technological capabilities for the defence and security sector. For example, in the US-India 2+2 dialogue, techno-military cooperation <\/strong>figured prominently.<\/p>\n

Similar to AUKUS, and IPEF, the Quad has become the vehicle to shape the techno-politics of the Indo-Pacific<\/strong>. This can lead to advancement in technological collaboration <\/strong>in a wide range of areas. For example, vaccine production, clean energy, biotechnology, cybersecurity, and outer space<\/p>\n

The QUAD provides a major opportunity to enhance India\u2019s national technological capabilities.<\/strong> This can be the source of India\u2019s robust security and economic policies.<\/p>\n

Way Forward<\/strong><\/h5>\n

The Indo-Pacific region requires a \u201crules-based order<\/strong>\u201d. Its principles may include respect for territorial integrity<\/strong>, peaceful resolution of disputes<\/strong>, and no violent change<\/strong> in national borders.<\/p>\n

–<\/strong> For example, India strongly believes in the principles of territorial sovereignty<\/strong> and peaceful resoluti<\/strong>on of disputes.<\/p>\n

In addition, <\/strong>the Quad partners can draw up new rules<\/strong> to govern critical technologies<\/strong> that are rapidly transforming the global economic order <\/strong>and international security politics.<\/strong><\/p>\n

The QUAD members can pool technological resources to promote peace<\/strong> and prosperity<\/strong> across the Indo-Pacific region<\/strong>.<\/p>\n

–<\/strong> For example, there were reports that India may combine its space <\/strong>and maritime resources<\/strong> with those of the Quad partners which can help members to counter the growing problem of illegal<\/strong> and unregulated fishing<\/strong> in their vast exclusive economic zones<\/strong>.<\/p>\n

India needs to create the right internal environment<\/strong> for technological leapfrogging<\/strong> and seize the emerging external opportunities<\/strong> for deeper technological partnerships with the US and the Quad.<\/p>\n
