{"id":186443,"date":"2022-05-25T20:37:56","date_gmt":"2022-05-25T15:07:56","guid":{"rendered":"https:\/\/blog.forumias.com\/?p=186443"},"modified":"2022-05-25T20:37:56","modified_gmt":"2022-05-25T15:07:56","slug":"opinion-how-the-quad-can-become-more-than-an-anti-china-grouping","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/opinion-how-the-quad-can-become-more-than-an-anti-china-grouping\/","title":{"rendered":"Opinion: How the Quad can become more than an anti-China grouping"},"content":{"rendered":"\n<p><strong>News<\/strong>; Recently, the United States launched <strong>the Indo-Pacific Economic Framework (IPEF) <\/strong>before the Quad leaders\u2019 summit in Tokyo<\/p>\n<h5><strong>About the IPEF<\/strong><\/h5>\n<p>The US-led economic engagement which will promote <strong>fair trade, supply chain resilience, infrastructure, clean energy<\/strong>, and <strong>decarbonisation<\/strong>, among others.<\/p>\n<p>It comprises a diverse group of <strong>12 countries<\/strong> initially \u2014 Australia, Brunei, India, Indonesia, Japan, the Republic of Korea, Malaysia, New Zealand, the Philippines, Singapore, Thailand and Vietnam.<\/p>\n<h5><strong>Importance of IPEF<\/strong><\/h5>\n<p>This is a salient attempt to allow countries to decouple from <strong>Chinese over-dependence <\/strong>This is aimed to re-establish the US by strengthening the existing <strong>free<\/strong> and <strong>open rules-based global order<\/strong>, which is being threatened by China.<\/p>\n<p>It complements the \u201cQuad Plus\u201d process. It brings together <strong>seven critical countries<\/strong> of the <strong>Association of Southeast Asian Nations (ASEAN<\/strong>), all <strong>Quad states<\/strong>, and <strong>dialogue partners<\/strong>, including <strong>South Korea<\/strong>. \u00a0Thus, both QUAD and IPEF build a comprehensive and integrated approach to combat shared challenges arising out of Chinese.<\/p>\n<p>The US and India, two of the largest economies of the world, are not a part of the China-led or ASEAN-led <strong>Regional Comprehensive Economic Partnership (RCEP)<\/strong> or the <strong>Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP)<\/strong> in which China has applied.<\/p>\n<p>The grouping potentially represents an amalgamation of the <strong>eastern<\/strong> and <strong>western \u201clike-minded\u201d countries.<\/strong> It comprises <strong>developing<\/strong> and <strong>developed economies<\/strong> as well as <strong>middle<\/strong> and <strong>major powers<\/strong> that are committed to maintaining an <strong>inclusive<\/strong>, <strong>rules-based and<\/strong> <strong>liberal institutional order.<\/strong><\/p>\n<p>It is a broad, all-embracing, and <strong>comprehensive framework<\/strong> that can stand as a pillar for <strong>regional security<\/strong> and <strong>stability<\/strong>, <strong>multilateralism<\/strong>, and defence of <strong>global institutionalism<\/strong> and the stat<strong>us quo<\/strong>.<\/p>\n<p>A stronger <strong>regional economic framework<\/strong> promotes a resilient and secured supply-chain across the region and the world.<\/p>\n<p>It is likely to complement the other <strong>Indo-Pacific projects<\/strong> like the <strong>Supply Chain Resilience Initiative. <\/strong>The initiative also seeks to build resilient and secure trade linkages by reducing dependence on China.<\/p>\n<h5><strong>What is the response of China? <\/strong><\/h5>\n<p>The <strong>inclusivity angle<\/strong> is questioned by China because China calls the grouping a <strong>US-led \u201canti-China\u201d tool<\/strong> and a reflection of <strong>a broader democratic coalition.<\/strong><\/p>\n<h5><strong>Way Forward<\/strong><\/h5>\n<p>Chinese narratives about the Quad such as an \u201canti<strong>-China tool<\/strong>\u201d, \u201c<strong>sea foam<\/strong>\u201d to \u201c<strong>Asian\u00a0NATO<\/strong>\u201d have only served to coalesce the Quad states and inclusion of more states (plus format) and agenda (security).<\/p>\n<p>The <strong>Quad Plus<\/strong> should take this <strong>process forward<\/strong> and <strong>strengthen cooperation<\/strong> on critical topics in the <strong>Quad\u2019s agend<\/strong>a (for instance, security, critical technology, global health, climate<\/p>\n<p>South Korea also embraced <strong>the Indo-Pacific framework<\/strong>. In fact, it is keen to participate in the Quad process for a long. For example, During the Covid-19 crisis, South Korea (along with New Zealand and Vietnam) had joined the so-called <strong>Quad Plus<\/strong> meetings to coordinate actions to stem the pandemic.<\/p>\n<p><strong>Taiwan<\/strong> plays a critical role in the <strong>global semi-conductor supply chain network<\/strong>. It is a major economy in the Indo-Pacific region and also an active member of the <strong>Asia Pacific Economic Cooperation (APEC)<\/strong>. Therefore, Taiwan should be included in the grouping.
